My best attempt at a concise answer is that Iraq (and all nations) are expected to comply with IMF articles. The expectation has always been there and yet Iraq has not complied with many provisions of the IMF mandates.
This leads us to the recent months where there has been much evidence that the CBI is finally checking off the boxes that are/were needed for full compliance.

The Key to Everything - Introduction Will Cooler Heads Prevail?
I have avoided opening this discussion as it is so important and all encompassing that it deserves much attention and explanation. If you have not followed my thinking over the past 8 weeks or so then I don't even know how to introduce you to THIS post.
The progression of thought here is so vital and cutting corners seems to me a near impossibility. It's all in the SC {Skull Crushers}thread if you WANT to catch up.
You may look at the length of this post and question how this can be called simply an "introduction". This topic is deep and is an odyssey of sorts, progressing from one level to the next. In total (if time permits) there will be at least 10 posts on this one subject.

They can't cheat anyone or charge any outlandish fees. Being a former 10 year Commissioned Bank Examiner and now a 10 year asset review banker, I do have the facts straight. Banks can't charge fees that are not in compliance with every day bank policy and Federal/State regulations. If they get caught charging fees that they would NOT normally charge, They will get "shut down" by regulators. They won't do that. Also most banks are examined annually from top to bottom. I am not aware of any such ruling that allows banks to require a depositor to pay extreme fees or require a lengthily hold on your money. Now that being said, Per Bank Secrecy Act, they (banks& Govt.) "CAN" require at most 3 days hold on your money. ....

Ok I am dropping a note to let people know that the rest of this weekend is looking good and every weekend up to the second week of April. Maliki wants this before the election and because of this the window I just gave is and will get stronger every week.... So if it gets by this weekend then do not be discouraged the next weekend is just as good until April..... People who say that it is 2014 are wrong and the ones that give a date of the RV is wrong. Iko Ward: WF Story for Saturday AM 03.08.14 Hi Folks,Went to my local WF branch this AM to do a few things. While there, my branch liaison to my Wealth Manager (guy at their regional branch) came up all chipper and asked how things were going. I have purposely not spoken about the CE since late December. This women knows why I set up my brokerage accounts. I told her everything was fine and I was still waiting for things to happen. She smiled and mentioned she had noticed the new accounts were 90 days old without any activity. I figured what the heck, so I jokingly said I'd be happy to make some deposits if she'd approve my VNN at 6.05. She immediately glanced sideways, smiled and said "I'm not allowed to talk about it." I said, "I know," which surprised her even more. We passed a few more pleasantries and I left. The last thing she said was, "No pressure, just checking in. We certainly don't want you going anywhere else." ....
