PM: 04: 34: 03/04/2016 Khandan   Khandan - Mayor Gray said on Sunday, that the population of the city of Ramadi are beginning to return to the city that the army wrested control from the grip of the "Daash" terrorist in December.
 
Hamid al-Dulaimi said Mayor Gray told "Reuters", he said that about three thousand families have returned since Saturday to areas of Ramadi after cleared of mines and explosives.
 
Dulaimi added that families rely on generators because the public power grid has not been repaired as water is pumped from the nearby Euphrates River to be used for domestic purposes.
 
And Ramadi, capital of Anbar province, 100 km west of the capital Baghdad. Most of the city's population, which numbered approximately half a million people before the battle and sought refuge in camps to the west of Baghdad fled.

My question is WHY should a article from 2012, cause excitement-i read it last night and thought  things might be looking up....but reread this morning, and noticed  the date it has been over 4 years-

How many times do we Hear about this loan or how many loans have been taken out- Now if the loan originated in 2012 shouldn't it have been finished June 2015-If anybody wants  to show me what i am missing here-PLEASE POINT IT OUT to me......

ICM:  IMO - Like a water valve it was shutoff in 2012 and now they turned it back on. So the flow continues from this point forward to the original plan / time frame from 2012. It's the important part of the MR -- no water no growth.
