THE GOVERNMENT IS BEING FORMED, WE ARE GOING TO TAKE A LOOK AT WHAT MALIKI IS CALLING PLAN A AND PLAN B FOR HOW THEY WILL PICK THE MINISTRIES.

PLAN A IS AN ALL INCLUSIVE GOVERNMENT WHERE EVERYONE GETS ALONG AND THERE IS A NICE BLEND OF SUNNI, SHIITE AND KURDS IN POSITIONS OF THE MINISTRIES. THE PROBLEM WITH PLAN A IS THAT THERE ARE A FEW BLOCS THAT HOLDING OUT PRESENTING THEIR CANDIDATES WANTING THEIR DEMANDS FOR THIS OR THAT GRANTED FIRST. THIS FORM OF LETS CALL IT NEGOTIATING IS CAUSING TO MANY DELAYS WHICH HAS LED TO THE PLAN B OPTION.

PLAN B IS NOT AS INCLUSIVE AS IT COULD BE. PLAN B WILL BE USED TO GET THIS GOVERNMENT FORMED IN A TIMELY FASHION. PLAN B WILL CONSIST OF CANDIDATES FROM THE NATIONAL ALLIANCE. PLAN B WILL ONLY BE USED IF THE UNREASONABLE UNCONSTITUTIONAL REQUEST OF THE BLOCS DO NOT STOP AND THE FORMATION OF PLAN A IS NOT IN A TIMELY MANNER.

IRAQI CULTURE IMO DEMANDS HEATED DEBATES OVER EVERYTHING. THEY MUST HAVE AN EXTRA HAGGLE GENE. THEY ARE UNBELIEVABLE AT TIMES WITH THEIR ABILITY TO DRAG THINGS ON. THIS BEHAVIOR WE IN WEST FIND FRUSTRATING, BUT IN THE MIDDLE EAST HE WHO HAGGLES BEST AND ARGUES THE MOST GETS THE AWARD.

BGG & Chattels - 1203 was the market price reported yesterday, it is 1201 today...less is more and closer to the 2% variance supposedly desired by the IMF . Wow!! More good news. That is big.

First time that has happened. The published "market rate" is what is dropping - not the 1166 (auction rate)... the fact that the market rate and auction rate are getting closer together is pretty good news...

This is one of the precursors put forth by the IMF before Iraq can gain entrance to article 8 - and international acceptance. first two days it is realistic...which doesn't absolutely mean it will happen tomorrow - just that it CAN.

[So they are now in compliance or close to it?] as I understand it - today they are. I would suspect the IMF wants to see some stability at such a marker - JMHO.

Frank26: Indeed they are. I wish to say something .......... Else.

We debate ............ IR FIRST or GOI?   Some say IR FIRST.   I say GOI FIRST. YET ......... Have I not said IMO that the IR has been released to the CBI?   Yes.

Therefore we do not debate ...... We agree.

Even thought I say GOI FIRST ......... I have ALREADY said ........ The IR is being used in a second set of books NOW. So who came first is a point of interpretation.

What it seems like is a catch-22 but in reality it is a 322 with 20% added then refortified with 10 % more from KU / south and north Iraq.    I am considering a BLUE POST.

An invitation to re-work the cash Balmeskukat

[tlm724] called to issue coins metal equivalent monetary value, due to lack of implementation of the project to delete the zeros from the currency

[tlm724] so they couldn't issue coins because of the lack of value, too low to even consider minting

because they didn't go forward with deleting the zero's just yet

[tlm724] explained that the continuation of dealing currency paper presented to the damage quickly while coins last for many years without damage,

Decentralization of Gov't

So the "big" news now is all about the decentralization of the Iraq Federal government.

Essentially it is giving more power to the provinces. If you have been reading my news letters all along you must remember the news I have been including much about this desire and necessity all along. I have explained why this is so important to the formation of this new government. I will now address this topic in more detail.

This is an effort in the making and totally supported by the west and Europe. It is a good thing for Iraq and it does fall within the framework of their constitution (ref: Provincial Council) and should have been addressed a long time ago. Maliki of course never wanted to give up this power to the provinces and skated around the issue anytime it was brought up again in parliament. This part of the constitution was never implemented. It simply never went anywhere. However, Dr Allawi and associates have been working tirelessly in the background fro years to make this a reality and just now we are beginning to see the seeds they planted take root.

Hi Everyone,

I come to you today to give you a recent update on the election process and how this relates towards the international rollout of the IQD for Iraq.

Note: If you have not read my previous news letter from Tuesday 8/26 (LINK), I encourage you to first read it. Today's news letter, as in all my news letters, is a continuation of the ongoing saga of the IQD RV process.

To truly understand the benefit of what I bring you in my news letters it is helpful to simply read all of them. (LINK to the Mnt Goat Category at Recaps.) It is truly an ongoing saga, a story for Iraq and history being written rite before our eyes.

Some of you may read today's news letter and think it is full of wordy, long, trivial news. You may even put it down after reading this introduction. I bring you this news so you can get a sense of what is truly happening in Iraq. I read hundreds of articles, quote, paraphrase them and sort them out and bring you the essentials. I take countless hours out of my family life to do so. Why do I do this?

Ukraine Crisis : Boosterbglee reported Ukraine says a column of Russian tanks and armored vehicles has crossed into southeastern Ukraine. Could be attempt to move on Mariupol, a major port.

Israel - Gaza Showdown : Chess heard Israel says it carried out 16 airstrikes early today, targeted two mosques it said were used by militants. Says hamas fired 10 rockets into Israel.

Israeli airstrikes level a seven floor office building and severely damage a two story shopping center in Gaza strip. Strikes come hours after Israel bombed a residential tower in Gaza city, collapsing the 12 story building.

Israel says eight people were killed in the strikes, including a hamas official involved in handling the group's finances. Egypt has been calling for an open ended cease fire in Gaza, urging the Palestinians and Israel to return to indirect talks.
