Looting American aid has enabled Iraq's elite to enjoy lavish lifestyles.
A particularly brazen and relatively new form of corruption involves handing out major foreign contracts to phantom companies. In 2013, Maliki's government signed a $6 billion deal with a Swiss firm called Satarem to build and operate a refinery that could process 150,000 barrels of oil per day.
But it turned out that Satarem was a front operation incapable of fulfilling the contract. It was registered to a law firm in the small town of Zug, its owners were anonymous, and its available capital totaled only $450,000.

A few years ago, when Iraqi prime minister Nuri Al Maliki was still in office, a group of his closest aides traveled to Amman, Jordan, and rented suites in one of the city's most luxurious hotels.
They were there for meetings with foreign businessmen who had flown in to seek a lucrative contract for an energy-related project-one that would help rebuild Iraq's battered infrastructure. Baghdad, like much of Iraq, remained in a state of chaos, and was thus too dangerous for visitors.

In 1999, as an arrogant 20-year old kid who thought he knew everything, I went flat broke.
Actually, I was worse than broke. On top of losing all of my money, I was also in debt more than $22,000... so I had a negative net worth.
That was an astronomical sum for me at the time, and I thought I'd never recover.
I wrote about this a few months ago, explaining how I had borrowed money through a bank loan that was secured against my future earnings as an Army officer.
And then, without any real knowledge or training, I dumped the entire amount in the stock market, pretty much at the peak of the dot-com bubble.
At first I had a couple of small wins. I was daytrading popular Internet stocks like Yahoo, moving in and out of positions sometimes in as little as a few minutes.

Hi Everyone,
Now that Amnesty law is passed and aggressively being implemented, we will now want to move our attention to the next big obstacle to our long awaited RV, that of the oil and gas law (HCL). This law has been kicking the can down the road since 2008. If you research you will see just why this is the case. However this can not go on much longer since the survival of Iraq depends on nailing down just how the drilling, transporting, selling and revenue sharing will be handled. With ISIS stealing oil and all the recent mismanagement with the contractor payments they need an HCL more than ever.
If you truly take the time to study the 2008 draft oil and gas law you will see just why it has been delayed for so long and why it now has to go forward. Iraq has never had a better opportunity to move on this law and do it now. There is still some little hesitation since many in the finance ministry and parliament do not want to now distribute revenues for the oil revenue sharing due to the cost of fighting ISIS in the north. This is one other obstacle and now they also are talking about supporting a reduction in oil generation to raise the prices. This will of course have to be support by all of the GCC and not just Iraq alone. But the important part for us is this could cause yet more delays in the HCL law as they try to figure out what they are going to do. Will it impact the passing of HCL? I do not think so. But this is my personal opinion.

Just think one of these nights we will lay our head down on our pillow to sleep and when the morning dawns we will rise to the day one our exchange. We lay down somewhat limited but wake to be released in such unbelievable way. Too good to be true but this is true
Lilypad: we are seeing more and more articles coming out of Iraq stating in the past tense that Mosul is liberated. We are waiting for the official announcement by Abadi which will kick off the financial reforms into warp speed. Abdi projected to send the 2017 budget to Parliament on Sept. 10th.via article in print. Announcement of liberation of Mosul kickoff and coordinated with everyone in place and ready for financial reforms.

Artsand: I've been driving for a ride sharing company and last night I drove a nice young man from Zimbabwe. We spoke on a number of subjects and I asked if he knew anything about their currency.
He mentioned that his father was in the government and specialized in finance and that something very VERY unusual was about to happen.
I mentioned the RV and its purpose and scope and he confirmed that his father had told him that yes, the currency was being REVALUED September first.
We were both very excited and we talked about the future for our world!

the Prime Minister's Office prepared the World Bank to provide financial assistance to Iraq and to the "unconditional mechanisms" ...
Of course - that is "pandering" to his base - he's showing the WB embracing them - without conditions... but - we know that's not true.
so what is the real picture??
there is a lot we don't know...
but the WB is there and happily shelling out $$...
in my experience - that never happens until the bankers are COMPLETELY

BUT... I cannot see how anyone is actually following the financial details of this thing and not be thoroughly EXCITED about where we are (finally!!)... BGG says():One point that gets missed alot - they have signed deals and agreed to remove and adhere to a more "international standard" regarding their internal MCPs... (the means "multi-currency practices")... THIS IS HUGE... MCPs coming to an end... this is a big point in their whole "economic reform package" - it is a complete overhaul... MCPs and currency being only one point of the program... ~~~
