Whoever wrote that was obviously too narrow minded to consider the vote being cancelled. Theresa May has said she will bring the vote back in January, there is no guarantee she will still be in office come January.

President Trump is going to sign an Executive Order today titled "Opportunity Zones". This Executive Order would encourage Private Investors to invest in low income zones.
You can take your Capital Gains and invest it say, long term 5 years, and get 10% reduction on the taxes that you would owe on the Capital gains (for the investment). Sounds like the private investor can go up to 10 years, then paying no capital gains on the increase of the investment.
Hmmmm... so anyone here that has, or is about to have a large capital gains taxable event, might want to read this executive order that is about to be signed... today.... and then take your questions to your Tax Attorney/Account and see if this might be of interest to you.

Samson: The parliamentary economy reveals efforts to amend the investment law to increase opportunities

The Committee on Economy and Investment parliamentary, on Wednesday, seeking to amend the investment law in the coming days to increase foreign investment, indicating that the current law is an oppressor for all investors.
Nada Shaker Jodat, a member of the committee, said in a statement that "the parliamentary committee on economy and investment is looking at rewriting and amending the investment law and granting it economic flexibility away from the bureaucracy."
