The Iraqi Foreign Ministry announced on Saturday a decision by the UN Security Council to exit Iraq from Chapter VII in the oil-for-food program and restore it to normal.
"After the series of diplomatic successes achieved by the Iraqi Foreign Ministry, its efforts culminated in the issuance of a Security Council resolution to remove Iraq from Chapter VII of the oil-for-food program and restore it to its natural status and international status," said Ahmed Mahgoub, a spokesman for the ministry. BAGHDAD (AP) -- Iraq said Saturday that its war on the Islamic State group is over after more than three years of combat operations drove the extremists from all of the territory they once held.
Prime Minister Haider al-Abadi announced Iraqi forces were in full control of the country's border with Syria during remarks at a conference in Baghdad, and his spokesman said the development marked the end of the military fight against IS.

It is understood that Abadi can give the speech on Saturday at the Rasheed Hotel. It would only make sense as there are many important people there for a purpose that can only exists if a country is fully liberated.
Abadi certainly has the right to give this speech as he and his country deserve it.
It has been said that once the speech is given, all heck would break loose. Of course, its a market of over 32 million Iraqis that companies will now be tapping into.
There are several scenarios we need to think through.
1 Abadi gives speech and all heck breaks loose and everyone is hunky-dorey. After that we watch the CBI.
