Dear Council District 2,


The Council District 2 office is committed to increasing accessibility for all people in the areas of employment, education, housing, and more. In November Issue #2, we focus on the various resources for disabled residents in our District and beyond. As a disabled resident myself, I am passionate about advocating for the needs of our disabled community.


Last time, we showcased activities for children around Chula Vista, which included our local parks and community centers. Did you know District 2 has a playground with ADA-accessible features? Visit Eucalyptus Park at Fourth Ave and C St to check out the accessible swings and more.


We're excited to inform you that the Chula Vista Police Department is participating in the brand new Blue Envelope Program, promoting inclusivity and awareness for our residents with conditions and disabilities that may require accommodations during interactions with law enforcement or community service members. Spotlight on: Blue Envelope Program

The Chula Vista Police Department has joined the San Diego Sherriff's Department in establishing the newly launched Blue Envelope Program. The goal of this program is to increase communication awareness between law enforcement and community members with conditions or disabilities, such as Autism Spectrum Disorder, dementia, anxiety, or other conditions that might require additional accommodations or awareness during law enforcement interactions.

The program works by allowing individuals to display the Blue Envelope logo or present a Blue Envelope to law enforcement or other community service personnel. Blue Envelope items may contain vital information or documents regarding identification, medical information, emergency contacts, communication preferences, and more. This will let officers and service workers know this individual may require additional accommodations or assistance. The easiest part is that no registration is required - simply visit the Chula Vista Police Department or other participating locations and pick up your desired materials.

California Department of Rehabilitation

The California Department of Rehabilitation (DOR) partners with consumers and other stakeholders to provide services and advocacy for competitive employment, independent living, and equality for individuals with disabilities. The South County Branch Office in District 2 offers Vocational Rehabilitation Services, which helps adults and students achieve independence through employment, and Blind Field Services, which are specialized services for those who are blind or visually impaired. The DOR also works with Southwestern College's Workability III to help students with disabilities obtain successful employment.

Heritage Park Therapeutics

Chula Vista Parks & Rec Therapeutic Recreation (Chula Vista Parks & Rec)

The City of Chula Vista Parks & Recreation Department offers programs for children and adults with developmental and/or physical disabilities. The classes are intended to promote a healthy lifestyle, improve physical abilities, build confidence, and build friendships. The Therapeutics Program is based out of Heritage Park. The Arc Residential Services


The Arc of San Diego has multiple residential homes for people with disabilities throughout the county. Professional staff help residents learn skills, such as cooking, cleaning, and money management, to maximize independence. In addition to their residences in Lemon Grove, Kearny Mesa, and East County, they also have two residential homes in District 2. For more information, read here.

Sol and Ruth Gerber Family Center


The Arc of San Diego also offers services through community centers that aim to increase independence for persons with disabilities. The Sol and Ruth Gerber Family Center in Chula Vista offers programs like adult development and community inclusion, along with a production center. Unyeway, Inc.


Unyeway, Inc. is a Chula Vista non-profit connecting adults with developmental disabilities to employment opportunities and training programs. Their Success Programs help participants become increasingly independent through behavior management, adult development, and community work. Their employment services include group and individual work. They currently serve over 400 individuals. Contact them at 1689 Broadway, Suite 106

Measure P Improvements


The Measure P sales tax has funded various repairs and improvements around the City of Chula Vista. Some of these have included renovations that benefit our residents with disabilities. The Civic Center Library has improved its ADA compliance in the restrooms and foyer for adults and children. The Norman Park Center, which largely serves seniors and adults with disabilities, has updated its restrooms and AC system. Find all Measure P projects here.

Entrepreneurship Month

November is Entrepreneurship Month! Are you looking to start or expand your business in Chula Vista? Contact the City of Chula Vista's Economic Development Department and utilize their new business concierge service. Through them, you can obtain a business license and permit, technical assistance, and help in the development process. Civic Center Kids Programs Continue!

The Pokémon Card Trading Club continues to meet every Tuesday, and the Thursday STEAM classes continue throughout November. Storytimes also happen multiple times a week. Stay updated on all library events here.

Climate Action & a Movie


The Chula Vista Office of Sustainability is hosting a FREE movie and lunch to celebrate the success of the Chula Vista Climate Action Challenge at the Civic Center Library on Saturday, November 18th from 11AM-2PM.


Learn about actions you can take to reduce greenhouse gas emissions and watch the movie,

"2040." A light vegan lunch will be provided before the movie. Movie starts at noon.

Learn and Share About Sustainability


SanDiego350 will host a community town hall for sustainability on Saturday, November 18th at 1:30PM at 3 Punk Ales Brewing Co. There will be educational speakers, interactive activities, and organization booths with presentations from Chula Vista youth and regional experts. Learn about the new composting laws and more.

Thanksgiving Pop-Up Market


Friendship Pop Up will host a Thanksgiving Market at Friendship Park on Sunday, November 19th from 11AM-4PM. Shop small businesses, enter raffles, and bring your kids to the cakewalk at 2PM. You could win a free pumpkin pie!

Operation Gobble


Norman Park Senior Center will provide local seniors with a free turkey for Thanksgiving on Monday, November 20th at 9:30AM. With assistance from Assembly Member David Alvarez, each household will get one free turkey. Make sure to bring a photo ID. Pre-registration began on October 17th. Come early, as there is only enough for 100 participants.

Starlight Parade


PARADE MARSHALS NEEDED! The Chula Vista Starlight Parade is back! After a three-year hiatus, the holiday celebration will take place on Sunday, December 3rd. Volunteers help the parade run smoothly and safely. Volunteers are currently needed for parade marshals. Sign up here!


The festivities start at 3PM and include a holiday market, live musical performers, kid’s crafts, and a Santa photo op. Don’t miss the tree lighting at 5:45PM, marking the start of the parade.

Active Shooter/Stop the Bleed Training


On Monday, December 4th, the City will host an Active Shooter Preparedness and Response presentation, including a Stop the Bleed component. The event is free and open to the public. Participants will learn how to prepare, respond, and help others in an active shooter situation. A certificate will be given to those who complete the Stop the Bleed portion. Registration is required for this event with a maximum attendance of 175. For more information, see here.

Free Flu Vaccines


The Chula Vista Fire Department is offering free flu vaccinations every Wednesday from 9AM-12PM and 2-5PM at the Chula Vista Council Chambers. You can make an appointment here. Walk-ins are also welcomed.

Smart Parking Meters


Downtown Chula Vista now has smart parking meters throughout the business district! You can pay with your card or smartphone, as well as coins. You can also pay or extend your time through the Park Smarter app - see the flyer for instructions.

Monthly Car Seat Safety Checks


The Chula Vista Fire Department offers free car seat installation and safety checks TWICE a month at the Chula Vista Center and Otay Ranch Town Center.

FREE Community Shuttle


Attention 55+ residents! Chula Vista has partnered with Circuit to provide you with free rides within the limits of the Northwest (see map). Catch a ride to a doctor's appointment, the grocery store, to see a movie, and more!


Rides are ADA-accessible and door-to-door while using all-electric vehicles. As of July 2023, over 13,000 free rides were given, with an average wait time of around 8 minutes.


To request a ride, download the Ride Circuit app or call 646-504-3733 and press option 7. Shuttle service is available Monday-Friday from 7AM to 7PM,
