Note From Oscar:
Happy New Year!

Welcome 2016 (The Year of the Monkey)!  The beginning of a New Year is always rejuvenating for me.  I enjoy spending a moment reflecting on the past year's accomplishments both personally and professionally.  It's always a good reminder to look back on the journey of the year and revisit those moments of great achievement as well as the challenges.  I made a few personal goals as Supervisor of District 1.  One primary goal was to create a communication mechanism to outreach to the residents of the district.  In addition to this newsletter, I have a District 1 Facebook page and a county District News Page.  Utilizing social media is a great tool for outreach and providing critical information to the masses.  My district office is embedded among the wonderful county services on Jefferson Blvd.  I hosted an open house for the county employees working in West Sacramento along with City of West Sacramento key staff.  It was inspiring to meet hardworking public servants who do so much for the community of West Sacramento and Clarksburg.  There is a lot of good work being done and much more to come. Areas of importance to me is addressing homelessness in West Sacramento, managing the Yolo bypass, responsibly managing Delta/Water issues and seeking countywide transportation solutions.  I look forward to another year of goodness and prosperity for Yolo County and hope the same for you.

Grant Opportunity for Art Classes for Homelessness

The Health & Human Services Agency, Library and YoloArts recently partnered to submit a grant application to the James Irvine Foundation for a proposed project that would provide experimental art classes to people experiencing homelessness in Yolo County.  Staff received word before the holidays that the project was funded in the amount of $68,000 over a 24 month period.  The project, called "I SEE YOU", will work towards: (1) increasing the engagement of the homeless in the arts; and (2) increasing the visibility and understanding of homelessness among the general community.  YoloArts will act as the lead on the project and will hire professional artists to conduct a 10-week art experience (including visual, digital, performing and literary arts) for homeless adults at libraries within each of Yolo's three major cities over a 2 year period.  YoloArts will hold a public exhibition following each 10-week course, and will develop an online gallery of the artwork created.  The Yolo County Homeless Unit will conduct outreach to inform homeless individuals of the classes and will be on-site to provide services during art classes and exhibits.

2016-2019 Strategic Plan for Yolo County

The Strategic Plan was adopted on November 3, 2015.  I encourage you review the updated Strategic Plan on line.  This will provide a flavor for the priority areas identified collectively by the Board of Supervisors.

Yolo County Neighborhood Court

West Sacramento Volunteers Needed!  The Yolo County District Attorney's Office has been engaged in restorative justice to resolve low-level offenses.  Community members are being sought out to serve on panels for Neighborhood Court.  Training in West Sacramento will be held on March 12, 2016 from 8:45pm-5:00 pm.  More detailed information can be obtained here.

Volunteers Needed for Transportation Study
Caltrans is looking for 5,000 volunteers to take the  California Road Charge  challenge and allow the tracking of time spent on highways or miles traveled per car.  This pilot program is designed to study an alternative to gas taxes which is severely lacking in revenue to maintain the upkeep of roads and highways.  The reduction in gas tax revenue is due to the increased use of fuel-efficient vehicles, hybrids and electric cars.  Please learn more about the study which will help shape viable options for consideration by the Administration/Legislature.  More information can be found at these links:
