"UPTOWN FASHION WEEK" DAZZLES NORTHERN MANHATTAN; SHEDS LIGHT ON DOMESTIC VIOLENCE
On February 14th, designers from around the world united to bring high fashion to the Uptown community. Organized and hosted by the young Dominican entrepreneur, Albania Rosario, Uptown Fashion Week was a success in linking downtown fashion to a community growing in stature. The event gave upcoming designers the opportunity to showcase their fall and winter attire at the Alianza Dominicana Triangle Building. Council member Ydanis Rodriguez had the pleasure of co-hosting the event along with NYS Senator Adriano Espaillat and NYS Assembly Member Gabriela Rosa, with the intention of spreading awareness about domestic violence.
Showcases were presented by a plethora of diverse designers who have been featured in top magazines, with cast members of the new MTV show "Washington Heights" participating in the show as models. The event also consisted of artistry, music, jewelry, and high fashion cosmetic products. In remembrance and commemoration of the victims of domestic violence, the event featured a purple carpet, rather than red, and dedicated entire portions of the show to victims of domestic violence through the use of heavy makeup, making clear that 1 of every 4 women are victims of domestic violence.
'UPTOWN FASHION WEEK" DESLUMBRA A MANHATTAN NORTE; ARROJA LUZ SOBRE LA VIOLENCIA DOMESTICA
El 14 de febrero, dise�adores de todo el mundo se unieron para traer la alta costura a la comunidad de la parte alta de la ciudad. Organizada y auspiciada por la joven empresaria dominicana Albania Rosario, Uptown Fashion Week (Semana de la Moda en la Parte Alta de la Ciudad) fue todo un �xito en vincular la moda del centro de la ciudad a una pujante comunidad. El evento dio a los dise�adores emergentes la oportunidad de exhibir sus atuendos de oto�o e invierno en el Edificio Triangular de Alianza Dominicana. El Concejal Ydanis Rodr�guez tuvo el placer de co-auspiciar el evento conjuntamente con el Senador Estatal Adriano Espaillat y la Asamble�sta Gabriela Rosa, con la intenci�n de difundir el conocimiento sobre la violencia dom�stica.
Las exhibiciones fueron presentadas por una pl�yade de diversos dise�adores quienes han sido incluidos en importantes revistas, con la participaci�n de miembros del elenco del show "Washington Heights" de MTV, sirviendo como modelos. El evento consisti� tambi�n de artesan�a, m�sica, joyer�a y productos cosm�ticos de alta costura. Como recuerdo y en conmemoraci�n de las v�ctimas de violencia domestica, el evento consto de una alfombra morada, en lugar de roja, y dedico porciones enteras del show a las v�ctimas de violencia domestica mediante el uso de espeso maquillaje, dejando claro que 1 de cada 4 mujeres son v�ctimas de violencia domestica.

NORTHERN MANHATTAN HOUSING FORUM ADDRESSES QUESTIONS/CONCERNS OF LOCAL TENANTS
On February 21st, Council Member Ydanis Rodriguez organized an uptown Tenant's Forum along with NYS Senator Adriano Espaillat, NYS Assembly woman Gabriela Rosa, the NYC Department of Housing Preservation and Development, NYCHA, Dept. of Health, the Northern Manhattan Improvement Corporation, NEDAP and the Washington Heights Inwood Coalition to address needs, concerns, and questions that local residents had about housing and living conditions.
Questions ranged from issues about the housing court process and how to redress landlords who have failed to maintain apartments in the area; to the best actions to take when you have bed bugs. The auditorium at Gregorio Luperon High School was full of residents of Northern Manhattan asked questions after questions, which were answered by housing experts from city agencies and local community organizations. Many left confident in their rights as tenants than they arrived.
In a community where many residents have issues with their landlords, whether it is delayed repairs, harassment, lack of heating or other utilities or structural problems due to illegal construction, the forum provided the community with a chance to get their questions answered by the City's housing regulatory agencies and experts.
FORO DE VIVIENDA EN MANHATTAN NORTE ENFOCA CUESTIONAMIENTOS/INQUIETUDES DE INQUILINOS LOCALES
El 21 de febrero, el Concejal Ydanis Rodr�guez organiz� un Foro de Inquilinos de la parte alta de la ciudad, conjuntamente con el Senador Estatal Adriano Espaillat, la Asamble�sta Gabriela Rosa, el Departamento de Vivienda, Preservaci�n y Desarrollo de la Ciudad de Nueva York, NYCHA, Departamento de Salud, Corporaci�n de Mejoramiento de Manhattan Norte, NEDAP y la Coalici�n de Washington Heights e Inwood, para tratar las necesidades, inquietudes, y preguntas que tienen los residentes locales sobre las condiciones de alojamiento y vivienda.
Las preguntas versaron desde temas sobre el proceso de corte de vivienda y como dirigirse a los caseros quienes han fallado en mantener los apartamentos del �rea; sobre las mejores acciones a tomar cuando tiene chinches. Al auditorio de Gregorio Luper�n High School estuvo repleto de residentes de Manhattan Norte quienes formularon pregunta tras pregunta, las cuales fueron respondidas por expertos en vivienda de agencias de la ciudad as� como de organizaciones comunitarias. Muchos partieron m�s confiados en sus derechos como inquilinos que cuando llegaron.
En una comunidad donde muchos residentes tienen situaciones con sus caseros, ya sea sobre la demora en reparaciones, acoso, falta de calefacci�n y otros servicios o problemas estructurales debido a la construcci�n ilegal, el foro proporciono a la comunidad una oportunidad de tener respuestas a sus preguntas por las agencias y expertos de las agencias de vivienda de la ciudad.

FY2014 Budget Forum Draws Community Groups From Across Northern Manhattan Looking to Bolster Local Services
On Tuesday, February 12th, 2013, local community based organizations packed the music room at Gregorio Luperon High School to become acquainted with the city's discretionary budget process. Council Member Rodriguez's budget for 2014 will be distributed across the district to fund pre-schools, local sports programs, theatre organizations, school capital improvements, local senior centers and more. As the district will be expanding in the coming term, groups from the future district 10 were also in attendance, interested in looking for ways to help.
Council Member Rodriguez stressed that in the coming year, all groups whose focus involves children, whether they be cultural programs, after school programs, sports programs or other, should be looking at ways to improve college readiness for students of District 10, an issue that is at the forefront of the Council Member's goals. Additionally, the meeting touched on the council member's capital budget and reso A funding which focuses on schools. The council member maintained his commitment to renovating the swimming pool in the George Washington High School campus for student and community usage.
Foro Presupuestario FY2014 Atrae a Grupos Comunitarios de Todo Manhattan Norte en Procura de Fortalecer los Servicios Locales
El martes 12 de febrero de 2013, organizaciones con sede en la comunidad abarrotaron el sal�n de m�sica de Gregorio Luper�n High School para familiarizarse con el proceso discrecional presupuestario de la ciudad. El presupuesto del Concejal Ydanis Rodr�guez para 2014 ser� distribuido por todo el distrito para financiar pre-escolares, programas deportivos locales, organizaciones de teatro, importantes mejor�as en las escuelas, centros locales de la tercera edad, y mucho m�s. Al tanto que el distrito ser� expandido en el pr�ximo periodo, grupos del futuro distrito 10 tambi�n estuvieron presentes, interesados en conocer de qu� forma poder colaborar.
El Concejal Ydanis Rodr�guez destac� que en el pr�ximo ano, todos los grupos cuyo enfoque involucra a ni�os, ya sea mediante programas culturales, programas para despu�s de la escuela, programas deportivos u otros, deber�n procurar medios para mejorar la preparaci�n para la Universidad para los estudiantes del Distrito 10, un tema que est� a la vanguardia de las metas del Concejal.
Adicionalmente, la reuni�n trato sobre el presupuesto de capital del Concejal, y financiamiento reso A el cual se enfoca en las escuelas. El Concejal mantuvo su compromiso hacia la renovaci�n de la piscina del recinto de George Washington High School para uso del estudiantado, y de la comunidad.

Educational Value of For-Profit Colleges in New York City
On February 15th, the City Council Higher Education Committee held a hearing to provide greater insight into the practices of the growing industries in education both city and nation-wide. Institutes such as Monroe College, Long Island Business Institution, and advocacy groups committed to alleviating some of the ills caused by the bad actors of the for-profit college industry were on hand to testify. The primary issues that stem from many of the 300 proprietary colleges in New York City-that have close to 100,000 enrolled students-are the debts students are forced to incur for what often times amounts to a worthless degree. These schools are allowing individuals without high school diplomas or GED to register for courses at institutions that are not accredited schools. This leaves students with unrecognized degrees and high levels of debt.
Statistically, proprietary colleges have the highest number of borrowers who drop out of college. Also, about half the students at these institutes take out private loans with higher interest rates, which puts them in even greater financial trouble. The Neighborhood Economic Development Advocacy Project brought up cases of low income students who see advertisement of a 6 month program that will lead to a 6 digit paying job, when in reality, these schools are only after the federal Pell grants and loans offered to lower income earners.
The hearing brought to light a growing trend in the U.S. and will be a focus of Higher Education Committee going forward to ensure our most vulnerable students are protected by what amounts to fraud.
Valor Educacional de las Universidades de Propiedad Privada o con Fines de Lucro
El 15 de febrero, el Comit� de Educaci�n Superior del Concejo de la Ciudad celebro una audiencia para proporcionar una mejor percepci�n sobre las pr�cticas de las crecientes industrias tanto en la ciudad como a nivel nacional. Institutos como Monroe College, Long Island Business Institution, y grupos defensores comprometidos con aliviar algunos de los males ocasionados por los malos actores de la industria de la universidad con fines de lucro, estuvieron presentes para testificar.
Los principales temas que surgen de muchos de las 300 universidades de propiedad privada en la ciudad de Nueva York-que cuentan con m�s de 100,000 estudiantes matriculados-lo son las deudas en que se ven forzados a incurrir los estudiantes para lo que con frecuencia resulta en un titulo inservible. Estas universidades est�n permitiendo a estudiantes sin diploma de secundaria o GED el registrarse para cursos en instituciones que no son universidades acreditadas. Esto deja a los estudiantes con un titulo no reconocido y con elevados niveles de endeudamiento.
Estad�sticamente, las universidades de propiedad privada tienen la cifra m�s elevada de prestatarios que dejan los estudios universitarios. Tambi�n, como la mitad de los estudiantes de estos institutos toman pr�stamos privados con elevadas tasas de inter�s, lo cual les sit�a en problemas financieros aun mayores. El Proyecto Defensor del Desarrollo Econ�mico Barrial presento casos de estudiantes de bajos ingresos quienes ven anuncios para un programa de 6 meses el cual les llevara a un empleo con paga de 6 cifras, cuando en realidad, estas universidades son solo parte de las subvenciones y pr�stamos federales Pell ofertadas a los de menores ingresos.
La audiencia saco a relucir una creciente tendencia en los Estados Unidos, y ser� en lo adelante el foco del Comit� de Educaci�n Superior para garantizar que nuestros estudiantes m�s vulnerables sean protegidos contra lo que se convierte en fraude.
