Tenants Rally to Fight for Housing Rights Against Negligent Landlord
On Friday, March 1st, 2013, Council Member Ydanis Rodriguez, Council Speaker Christine Quinn, NYS State Senator Adriano Espaillat, Assembly Woman Gabriela Rosa, representatives from the NYC Department of Housing Preservation and Development, representatives from the Goddard Riverside SRO Law Project and tenants of 7 Washington Heights buildings called on landlord Eduardo Juarez to sell these buildings so that residents be rid of his negligent and harassing tactics. Tenants the buildings have lived in perpetual distress due to their landlord's greed and negligence; a tenuous situation that came to a head last week when he refused to pay his electricity and heating bills, leaving residents in the dark and cold in the dead of winter.
Residents of 560 and 562 West 183rd St. faced 11 days without heat, hot water and electricity, and in building 558, residents are still without heat and electricity since February 12th, as their landlord Eduardo Juarez, attempts to force them out through a war of attrition. Tenants in the buildings have paid their rent in full and on time, yet still face harassment and lapses in services. The landlord of the buildings has numerous outstanding violations on the buildings, including several class C violations (signifying immediate danger).
While HPD has stepped in to ensure the services are back in place for two of the three buildings, residents are looking for a long term solution and want their landlord to be held accountable. The plan to inspect all 7 buildings belonging to Mr. Juarez will ensure his buildings are up to code and that residents are not in danger or discomfort. Mr. Juarez has been cited for numerous violations in his buildings, with several still pending and was also the subject of an investigation by former Attorney General Andrew Cuomo. The investigation involved a non-profit operated by Juarez that was believed to be defrauding immigrants by overcharging them for services, with no results to show for it.

En el dia de hoy, la presidenta del Concejo de la Ciudad Christine C. Quinn, el Concejal Ydanis Rodr�guez, el Senador Estatal Adriano Espaillat, la Asamble�sta Gabriela Rosa y representantes del Departamento de Vivienda, Preservaci�n y Desarrollo de la Ciudad de Nueva York y Goddard Riverside SRO Law Project se unieron a los inquilinos de 7 dilapidados edificios en Washington Heights, para demandar que el casero repare de inmediato las peligrosas condiciones o que venda las propiedades a un nuevo due�o que sea responsable.
Los residentes del 560 y 562 West de la calle 183, estuvieron 11 d�as sin calefacci�n, agua caliente ni electricidad en sus hogares, mientras que los inquilinos del 558 West de la calle 183 han estado sin electricidad desde el d�a 12 de febrero. Al tiempo que HPD ha dicho presente para garantizar que los servicios sean restaurados a dos de los tres edificios, los residentes buscan una soluci�n permanente.
Los residentes han continuado confrontando interrupciones en los servicios, aunque los inquilinos en los edificios han pagado su renta en su totalidad y a tiempo. El casero de los edificios tiene varias violaciones pendientes, incluyendo violaciones clase C, lo que significa peligro inmediato.

Dominican Independence Day in Washington Heights
On February 27th, Washington Heights celebrated the 169th annual Dominican Independence day with a number of festivities around the neighborhood. The celebrations kicked off the night before with the honoring of long time community leader and doctor, Rafael Lantigua at Isabella Geriatric Center. The night was filled with dancing, food and testimonials from local leaders about the great work Dr. Lantigua has done for the Dominican community in Washington Heights.
The following day, schools around the district held events in recognition of Dominican Independence Day. I.S. 52 was treated to several performances highlighting key facets of Dominican culture and history in scenes performed by local artists. At P.S. 132, named after the father of the Dominican Republic, Juan Pablo Duarte, students performed wonderfully in traditional dances and small skits celebrating Dominican culture and heritage. Local elected officials took part in the celebrations, visiting the schools and even taking part in the performances.
The evening ended with a celebration at local restaurant 809 with the recognition of local Dominican figures, including journalist Jose Acosta and business woman Carmen Paulino; as well as a performance by the great merengue artist Frank Reyes. The festivities of this year's Dominican Independence Day were enjoyed by all, celebrating the shared pride, culture and heritage of the Dominican diaspora in NYC.

El 27 de febrero, Washington Heights celebr� el 169 D�a Anual de la Independencia Dominicana, con una serie de festividades por todo el sector. Las celebraciones se iniciaron la noche anterior con un homenaje al doctor Rafael Lantigua, l�der comunitario de muchos a�os, en el Isabella Geriatric Center. La noche estuvo llena de bailes, comida y testimonios de l�deres locales sobre el gran trabajo realizado por el Dr. Lantigua en favor de la comunidad dominicana de Washington Heights.
Al d�a siguiente, las escuelas del distrito celebraron eventos en reconocimiento del D�a de la Independencia Dominicana. I.S. 52 llev� a cabo varias presentaciones destacando importantes facetas de la cultura e historia dominicana en escenas ejecutadas por artistas locales. En P.S. 132, que lleva el nombre de Juan Pablo Duarte, padre de la dominicanidad, los estudiantes realizaron una impresionante presentaci�n de danzas tradicionales y coloquios teatrales celebrando la cultura y herencia dominicanas. Oficiales locales electos participaron de las celebraciones, visitando escuelas y hasta participando en las presentaciones.
La noche culmin� con una celebraci�n en el restaurant local 809, con el reconocimiento de figuras dominicanas, incluyendo al periodista Jose Acosta y la empresaria Carmen Paulino; asi como la presentaci�n del gran artista del merengue Frank Reyes. Las festividades del D�a de la Independencia Dominicana de este a�o fueron del disfrute de todos, compartiendo el orgullo, cultura y herencia de la di�spora dominicana en la Ciudad de Nueva York.

Junot Diaz Arrives in Washington Heights to Sign and Giveaway 200 Copies of Books to Community Members
On Monday March 18th, Council Member Rodriguez joined local businessman and doctor, Dr. Eduardo Pignanelli and Pulitzer Prize winning Dominican author Junot Diaz to give away 200 signed copies of his award winning books. Dr. Pignanelli's Amsterdam Medical Practice was filled with local readers looking to meet with Junot and discuss his work, writing process and ideas about Dominican immigrants' self-identity so prevalent in his work.
The event was a great promotion for reading and education, bringing a high caliber writer who is also relatable for many in the community, not to mention a professor at MIT. However, Junot's jovial nature made him easily approachable for all, cracking jokes and asking people about their interests.
Towards the end of the event, Council Member Rodriguez honored Dr. Pignanelli with a proclamation from the City of New York for his positive impact in the community and his long standing commitment to treating residents at his office. Council Member Rodriguez cited efforts such as the book giveaway as a model for other local business leaders who can do things to foster a stronger sense of community in the district. It not only promotes a valuable push to get more young people reading, but bringing writers at the top of their craft provides our residents with an invaluable opportunity.
Junot Dias Llega a Washington Heights para Autografiar y Obsequiar 200 copias de Libros a Miembros de la Comunidad
El lunes 18 de marzo, el Concejal Ydanis Rodr�guez acompa�� al empresario y doctor local, Dr. Eduardo Pignanelli y al galardonado con el Premio Pulitzer autor dominicano Junot D�az, a fin de obsequiar 200 copias autografiadas de sus galardonados libros. La oficina m�dica del Dr. Pignanelli en Amsterdam. estuvo repleta de lectores locales procurando conocer a Junot D�az y discutir su obra, proceso de escritura e ideas sobre la auto-identidad de los inmigrantes dominicanos, que t�nto prevalecen en su obra.
El evento result� ser una gran promoci�n para la lectura y la educaci�n, trayendo a un escritor de alto calibre quien es tambien conocido. para muchos en la comunidad, sin dejar de mencionar que es profesor en MIT. Sin embargo, la naturaleza jovial de Junot le hace accessible a todos, haciendo chistes y preguntando a las personas sobre sus intereses.
Hacia el final del evento, el Concejal Ydanis Rodr�guez homenaje� al Dr. Pignanellli con una proclama de la Ciudad de Nueva York, por su positivo impacto en la comunidad y su compromiso de toda una vida en tratar en su oficina a los residentes. El Concejal Rodr�guez cit� los esfuerzos tales como el obsequio de libros, como un modelo para otros l�deres empresariales locales, quienes pueden hacer cosas para promover un sentido comunitario mas firme en el distrito. Council Member Rodriguez Supports Lawsuit Stopping City's Violation of Checks and Balances
Early in March, Council Member Rodriguez filed an amicus brief in support of a lawsuit against the Taxi and Limousine Commission as well as the City of New York for overstepping their authority and violating the checks and balances established by the city charter. The lawsuit, brought by the Livery and Black car industry, holds that the city's plan to implement a pilot program for an e-hail phone application did not go through the proper channels of government as it circumvented the City Council.
The issue at stake stems from the dual markets which each taxi industry services. For nearly 30 years, yellow taxis have been confined to street hails, while livery and black cars are allowed only to pick up pre-arranged fares. With the e-hail application, yellow cabs will be granted the ability to engage in pre-arranged pickups, distorting the competitive practices of the related industries. This plan, which was never brought to the City Council, will negatively impact the black car and livery industry, one that employs close to 2,000 drivers in Northern Manhattan.
Council Member Rodriguez filed an amicus brief in support of the lawsuit to ensure that the legislative process is carried out according to New York City law and that certain industries are not favored over others when new technology is introduced. In order to expand consumer options, he has pushed for negotiations on a citywide level so that both sectors can compete fairly, with the full involvement of the City Council, rather than implementing a plan behind the backs of the city's representative legislative body to benefit only one sector.
During his time as a livery taxi driver in the 1980's Council Member Rodriguez experienced the struggles that many drivers face, working 60 hours a week for a non-guaranteed income. As so many residents in District 10 are employed by this industry, the effects of this plan going through could have devastating effects on a community already above the average poverty rate in New York City.
El Concejal Rodriguez Respalda la Demanda Deteniendo la Violacion de la Ciudad de Cheques y Balances
A principios de marzo, el Concejal Rodr�guez formula un amicus brief en respaldo a una demanda contra Taxi and Limousine Commission, as� como a la Ciudad de Nueva York por sobrepasar su autoridad y violar los cheques y balances establecidos por la carta de la ciudad. La demanda, sometida por la industria de Livery y Black Car, sostiene que el plan de la ciudad de implementar un programa de aplicaci�n de e-hail por tel�fono no procesada por los canales apropiados del gobierno, a tramitarse en el Concejo de la Ciudad.
El tema en cuesti�n surge de los mercados duales a los cuales sirve la industria del taxi. Durante casi 30 a�os, los taxis amarillos han estado asignados a llamadas en la calle, mientras que a los taxis sin medallion y black car s�lo se les permite recoger a tarifas pre-acordadas. Con la aplicaci�n de e-hail, a los taxis amarillos se les permitir� involucrarse en recoger pre-acordadas, distorsdionando las pr�cticas competitivas de las industrias relacionadas. Este plan, el cual nunca fue presentado ante el Concejo de la Ciudad, habr� de impactar de manera negativa a la industria de black car y taxi sin medall�n, la cual emplea cerca de 2,000 taxistas en Manhattan Norte.
El Concejal Ydanis Rodriguez someti� un amicus brief en respaldo a la demanda para garantizar que el proceso legislativo se lleve a cabo de conformidad con la ley de la Ciudad de Nueva York y de que ciertas industrias no sean favorecidas por encima de otras, cuando se introduzca la nueva tecnologia. A fin de expander las opciones del consumidor, el ha presionado para negociaciones a nivel de toda la ciudad de manera que ambos sectores puedan competir equitativamente, con el amplio involucramiento del Concejo de la Ciudad, en lugar de implementar un plan a espaldas del cuerpo legislativo representativo, para beneficiar a un sector.
