Plans are coming together for town hall guests and special speakers through June. If you have suggestions for a topic or speaker, let us know. The goal has been to invite guests that most impact your life in District 12.


Monthly community meetings with DART continue. I recommend attending to hear the latest project information and give input. There is a quick survey below about Hillcrest. Lots of exciting things are happening in District 12 and we're continuing to look for ways to improve our community and city. In the last addition, we announced the NEW PARK acquired on Mapleshade, between Hillcrest and Preston, that will be part of a new trail that links Preston Ridge Trail with Timberglen Trail. Below is an update on many of the park projects that are happening in District 12.


Starting December 5th, all homes in District 12 will move to a Monday garbage/recycle pick up day. If you haven't downloaded the Dallas Sanitation app (free), I highly recommend it. It will send you reminders about garbage and bulk trash, plus you can enter in a service request if you need a new can or you had missed service.


There are lots of fun events and informative meetings coming up and I hope you'll be able to participate in some of them.

Updates on recent meetings:


October 24 Town Hall with Dallas Animal Services (DAS)

Discussion about the Coyote population. DAS asks residents to call their hotline (469-676-9813) and report when they see a coyote so they can track healthy and irregular behavior. They ask residents to "haze" the coyotes, meaning to help keep them afraid of people, by shaking an empty soda can with pennies in it, raising your arms and yelling at it, carry a horn or noise maker, etc... Please do not leave pet food outside your home. Many dens in our area, that have been here for decades, are being disturbed by the DART rail construction. Please make sure your pets are on a leash (required by city ordinance) and you are aware of your surroundings when you are with children. November 5 Forward Dallas & Bike Plan meeting

Basic overview of the need to update both plans. Resident input is encouraged. District 12 residents may want to be aware that there are efforts by some people to create further density in all parts of town by right, remove parking minimums, and consider removing vehicle lanes in favor of bike lanes. You can give input at bit.ly/dallasplantogether. Please note, the bike plan map for D12 does not reflect the current plans. Join us for the Town Hall November 14th for an introduction to how the plan is being updated and how you can make your voice heard in this process.


District 12 Foster Parent Information Session

Dallas needs more foster parents for children of every age. If you are curious if it may be right for you or your family, take a few minutes to learn more.

Halloween Event at Campbell Green Rec Center


Super fun & spooky in Far North Dallas #D12! Thank you to the Campbell Green Park and Recreation staff for coordinating a fun Halloween event. The haunted house and decorations were terrific and it was so fun to see the residents of Far North Dallas having a great time. Special thanks to the firefighters from station #7 for coming out to show the kids the fire engine and talk with them about being a hero!

Lots has Happened at City Hall  - Items that Most Affect D12:

* Authorization to purchase land on Mapleshade for a NEW PARK! This is one piece that will help connect the Preston Ridge Trail and the Timberglen Trail. Eventually, a tiny, nature-based amphitheater will sit on this property as a gathering and performing spot for local kids and artists.


* Approval of a zoning change to allow construction of a restaurant and a couple of pickleball courts at the northwest corner of Coit and Campbell, next to the Petsmart.


* Approval of a contract to hire an outside firm to do inspections of the DART Cotton Belt/Silverline work.

Permit Office Problems - Major problems began with COVID, but 2.5 years later, it is taking an unreasonable amount of time to get a building permit in Dallas. The city manager had promised all would be fixed by 10/31/22. Now we're hearing it could take another year.

Dallas Public Library Backpack Challenge


The annual Backpack Challenge is on! Help us fill backpacks with warm items and toiletries for our unhoused neighbors. Work with friends, family or coworkers to fill packs with gender neutral items for adults. Drop items off at any Dallas Public Library location by November 16. Young Executive "Talk & Tour"



Helping young people learn more about their city and how city hall works is truly a pleasure. Friday I led a "talk & tour" with the Young Executive Program participants of the Apartment Association of Greater Dallas. We toured city hall, visited the 911 call center and transportation department, then had a good policy discussion about housing and how to best advocate for policy improvements. District 12 has a lot of apartments and a strong relationship with the Apartment Association has helped us better communicate code and crime concerns and work together for solutions.

Spotlight on Park Activities and Improvements in D12


District 12 is lucky to have an outstanding representative on the Park and Recreation board, Lane Conner. Serving since 2019, Lane stepped up to the challenge to refresh and update parks and expand our park system in Far North Dallas. It has been a pleasure to work with him.


Land in District 12 is scarce and expensive. We've been looking at innovative ways to create additional park space with minimal costs. For Parkhill dog park, we didn't purchase land, we entered into an agreement with Richardson ISD. There is another piece of land owned by the fire department on Frankford Road that has struggled with homeless encampments. We are looking at that area for development of a parks space. We will have a community meeting after we understand the allowable scope given issues with proximity to the creek.


The Bent Tree Swim Club has been identified as a community asset of interest to the City of Dallas. We would love your input on this property. Please fill out the survey to let us know your interest in seeing this property incorporated into Bent Tree Meadow park in the City of Dallas park system.


Here's an update on more parks:


Parkhill Dog Park - the water fountain for people and pets is being installed now and the other updates like fencing, benches, trash containers and dog stations, have been completed. Watch for the ribbon cutting announcement coming soon!


NEW MAPLESHADE PARK - we're so excited to have purchased this land that will be part of the connection between the Preston Ridge Trail and the Timberglen Trail. One day, it will become a tiny amphitheater for local entertainment and youth productions.


Twin Lakes - new benches, trash containers, and water fountains are coming. The area has been evaluated for dredging and it is needed. Funding resources are being evaluated.


Cotton Belt Trail - the Preston Green park will see the beginning of construction for the hike and bike trail soon. The consultant selected to revamp the park has withdrawn from the project and a new consultant is being selected. Community meetings will resume once the new consultant is on board. There is an effort to acquire a property to serve as a Far North Dallas trailhead for cyclists and walkers. DART has informed the city that they will not live up to their original promise to have 16' of trail at Davenport and will instead provide only 8' of hike and bike easement at this section.


Campbell Green - plans to renovate the recreation center continue. Based on your prior feedback, there are concept plans for phase one that include expanding community meeting space, creating a new front entry, expanding the exercise room, more classroom space for youth programming, remodel of the bathrooms, and providing a kitchenette space so events with food could be hosted. An indoor pool will be considered for phase two and would be part of a future bond proposition. We'll be scheduling a community meeting to get more feedback on the concept plans and make adjustments based on input received.


Preston Ridge Trail Extension - the petition and application to change the name to Marni Kaner Trail have been submitted. This item will be on the agenda for a park board committee coming soon. We will publicize the link to sign up to speak about the item. More than 2,000 names were submitted on the petition! We are working with several groups to find a way to link the trail with the Cotton Belt Trail.


Barry Barker Park - Sadly, someone set fire to the playground. The damage was assessed and we are awaiting cost estimates for repair/replacement. We're also looking at how to add additional lighting for safety.


Rosemeade Park - this undeveloped land continues to attract homeless encampments. The parks department is regularly cleaning out the items left in the park and removing those who are homeless by offering shelter and support, but letting them know camping is not allowed. Long-term strategies for activating the park are being evaluated. Short-term, the park director suggests a broad removal of underbrush to reduce encampments. The city arborist is evaluating the plan.


Timberglen - a grant has been submitted for $3.5 million to start phase one of the connection between the Timberglen trail and the Preston Ridge Trail. The first part includes the intersection at Midway and Timberglen with installing a new traffic signal and widening the sidewalk by removing signal equipment, creating a crosswalk for Midway, and starting the trail headed north.


Frankford Park - work continues to create access from the east and evaluation of the playground for replacement with shade sails added.

Arts Community in Dallas


A vibrant arts community is one of the things that makes Dallas so special. This week, we celebrated the Moody Foundation Moody Fund for the Arts, which supports smaller arts organizations in Dallas. In 2022, they provided 52 grants to organizations who have a total revenue of under $1 million. Many of the organizations focus on under-served or diverse populations.

Shout out to the Girl Scouts working hard to complete requirements and advance toward their Gold Award. It was great to talk with you!

Quick Updates


  • The next phase of work to improve the Tollway and Frankford intersection has been submitted for funding (this is for southbound exit at Frankford).
  • Please continue to call 311 or report on the OurDallas app when you see panhandlers and please do not give them money.
  • Hillcrest lane closures are changing - please drive slowly and pay attention to signage. If you have suggestions for improving the traffic management, please share them with our office.
  • Zoning to change the land use on Coit for a restaurant and Pickleball will be voted on Wednesday.
  • The City of Dallas remains in several lawsuits about poker rooms. Recently, a Texas city raided a poker room and arrested people for illegal gambling. Champions, the company involved in the lawsuit about poker in the old III Forks building, has opened a new facility in Irving. The old III Forks building is currently for sale.

Bike Plan for State Highways (like Preston Rd)

 The Texas Department of Transportation (TxDOT) Dallas District is partnering with the North Central Texas Council of Governments (NCTCOG) to offer a virtual public hearing on the district’s transportation projects, programs and policies affecting bicycle use on the state highway system.

 

  • The virtual hearing will begin at 5 p.m. Tuesday, Nov. 15, 2022 and be available through 11:59 p.m. Friday, Dec. 2, 2022. Materials can be viewed at any time during this period. Please note this is not a live event.

 

  • To log into the virtual public hearing, go to www.keepitmovingdallas.com/bicycle. Pre-recorded video presentations will include both audio and visual components. Additional materials, including written transcripts of the presentations, exhibits and supporting documents will also be available. The materials will not be available until Tuesday, Nov. 15, 2022.

 

The purpose of the hearing is to provide information on transportation projects that might affect bicycle use, plans, policies, and programs for the TxDOT Dallas District and NCTCOG and to receive public comments.

 

Comments from the public regarding the district transportation projects, programs and policies affecting bicycle use on the state highway system are requested and can be submitted:

  • Online via survey at the project website
  • By email to Tim.P.Wright@txdot.gov
  • By mail to TxDOT Dallas District Office, Attn: Tim Wright – DAL ENV, 4777 East Highway 80, Mesquite, Texas 75150.

CONGRATS TO FAMILY GATEWAY!


Family Gateway Stronger Together Breakfast with keynote speaker Chris Gardner (Pursuit of Happyness) was a big success. Family Gateway CEO Ellen Magnis shared many wonderful words about the welcome and support they received in District 12 as the shelter opened and the success they are having working with clients. Unfortunately, the need for services has multiplied as housing prices have skyrocketed and inflation increases.

  • When will your trash get picked up? Get notified! Download the Dallas Sanitation App and it will text you when it is time to put your items outside. Did your trash/recycling get missed? Call 311 asap and they'll come get it within 24 hours.
  • Dallas Animal Services reports the shelter is full! If you are interested in fostering or adopting a dog or cat, please contact them. Check out the website www.BeDallas90.org to see the pets currently available.
  • Sidewalk maintenance in front of your home is your responsibility. The City of Dallas has a sidewalk replacement program, where the city will pay half the cost and the resident pays half the cost.
