Last week I had the honor to present the Moose Athletic Club with a County Council Citation at the ribbon cutting for their new athletic complex. This redevelopment project is on of the first redevelopment projects to come through my Bill 64-20, the Glen Burnie Sustainable Community Overlay, which passed with a unanimous vote of the Council.

The Moose Athletic Club is also generously supporting the work of the PACT (Police And Community Together) Anne Arundel police officers and their work with mentoring youth in the neighborhood. Area youth athletic clubs now have a new venue and there are also exciting future sporting events planned for this venue.

Fiscal Year 23 County Budget

The County Executive presented his County budget to the County Council on April 29th.
The proposed FY23 Budget documents can be found HERE.
The Council has until June 15th to pass a balanced budget and will receive budget presentations from County Departments this week and next.
The County Council Public Budget Hearings are scheduled as follows:
Monday, May 9th at 7:00 pm, 44 Calvert St. Annapolis
Wednesday, May 18th at 7:00 pm, North County HS (10 E 1st Ave, Glen Burnie)
An in-person, live public hearing in the auditorium of North County High School in Glen Burnie, Maryland, is scheduled for Wednesday, May 18 at 7 p.m. Online registration to testify in-person at the meeting is strongly encouraged: https://www.aacounty.org/departments/county-council/fy-23-budget/may-9-google-signup-form/index.html. The deadline to register online for the May 18th hearing is 3 pm. A small window for in-person registration will be available on May 18 from 6-6:45 p.m. outside of the auditorium at North County High School.
Note: A person may only testify once on either May 9, 2022 or May 18, 2022 and may speak on any topic related to the proposed FY23 Operating or Capital Budget or Bills 37-22 through 48-22. Testimony will be limited to 2 minutes per person.

The County Executive's Budget Office has developed a Fiscal Year 23 Budget Tool website which can be found at: https://www.aacounty.org/yourbudget/ This website provides detailed information and there is also a form to submit feedback.

The County Budget Office released a new, interactive tool for residents to track county revenue and spending, the Budget and Data Development Explorer (BuDDE). The BuDDE can be found at www.aacounty.org/budde.
The new tool currently holds data for the FY2022 budget year’s operating budget and revenue. Once the County Council approves the FY23 Budget in June, this tool will be updated with the FY23 information. Assistant Budget Officer Steven Theroux helmed the project to create the BuDDE, building the tool in-house and saving the county significant costs typically associated with similar projects in other jurisdictions. Crownsville Hospital Cemetery

The "Say My Name" event last weekend with the Friends of Crownsville Hospital Cemetery and Janice Hayes-Williams was incredibly moving and impactful. This group has performed incredible research to identify, acknowledge and now memorialize the 1,722 individuals buried on these grounds. I was honored to participate.

Jumpers Hole-Mountain Rd Study
|
|
|
Anne Arundel County is conducting a study to explore potential improvements for traffic operations, safety, and accessibility for all travel modes along Jumpers Hole Road from MD Route 2 to MD Route 177. The study is underway with collaboration among the County’s partners at the Maryland Department of Transportation and biking and walking advocates.
|
|
The current roadway has potential for improvement for the purpose of better managing existing and future vehicular traffic demand, managing vehicular travel speeds, and improving accessibility for pedestrians and bicyclists. Many local residents and stakeholders have raised concerns to the County about challenges in entering and exiting side streets, which could be compounded by potential increases in vehicular traffic. The presence of the B&A Trail in the vicinity and proximity of residential developments to commercial land uses encourages a higher quality network of facilities for pedestrians and bicyclists, including dedicated separated facilities such as shared-use paths, bike lanes, and sidewalks.
With anticipated growth in this area, providing a safer and more reliable roadway system and better options for those who wish to travel by non-motorized modes will improve regional connectivity and improve quality of life. Proposed improvements would assist those who wish to reach nearby destinations, such nearby shopping centers, MD Route 2, schools, employment centers, healthcare, and tourism.
This study is an update and supplement to a County study completed in 2018 along this corridor. The first phase of this newer study has involved an examination of existing conditions, an assessment of traffic operations under future projected vehicular traffic volumes, and a preliminary analysis of the potential benefits of impacts of a series of possible improvement alternatives. The study team seeks public input on these alternatives by incorporating these findings. In light of COVID-19, public input can be provided through an online web page or via email, phone, or mail. Election Judge Page Program for Teens
|
|
The Election Day Page Program allows students ages 14 and 15 to work four-hour shifts on Election Day and earn service-learning credit for school. Students 16 and older may participate but are encouraged to register as election judges instead because, at that age, they are eligible. Police Accountability Board Information

Legislation regarding the creation of the Police Accountability Board, Bill 16-22, was passed at the April 18th County Council meeting.
The County Executive’s Office is seeking individuals to serve on the county’s Police Accountability Board (PAB), which is being created in compliance with Maryland state law and must be seated by July 1, 2022.

They are awarded to eligible organizations and programs on a dollar-to-dollar matching basis and may not exceed $2,500. The African American Heritage Preservation Program (AAHPP) provides grants to assist in the preservation of buildings, sites, or communities of historical and cultural importance to the African American experience in Maryland. The AAHPP is administered as a partnership between the Maryland Historical Trust and the Maryland Commission on African American History and Culture. Department of Aging and Disabilities Workshops & Events
