In this newsletter, I am pleased to share an update from the Department of Transportation (DOT), regarding a pilot program to address the "donuts" that have occurred in district 3. Your active involvement demonstrates that every voice can truly make a meaningful impact in our community.

Last weekend, I had the opportunity to attend the unveiling of the Hon. John J. Kennedy Pool sign and plaque dedication. This pool is located in a neighborhood surrounded by children, families, and individuals of all ages and skill levels. Be sure to stop by and enjoy the Year-Round Aquatics Program! Pool operation hours are Tuesday through Saturday, 10 a.m. to 7 p.m., register online www.CityOfPasadena.net/reserve or call (626) 744-7590.

The Pasadena Water and Power Annual Report is now available online. The report gives the public a financial overview of the accomplishments, investments, and infrastructure upgrades in the previous Fiscal Year ("FY"). Click here to view.

Grilling Safety Tips
for the Big Game:

  • Electric grills, charcoal burners and other open-flame cooking devices should not be operated on combustible balconies or within 10 feet of combustible construction

  • Maintain a 36" (3' feet) kid and pet free zone
  • Keep a multi-purpose ABC fire extinguisher nearby
  • Keep gas grill lids open before lighting it
  • Maintain a clean grill, remove built up grease or fat
  • Check for leaks or breaks with gas grills
  • Allow gas to dissipate for 5 minutes before re-igniting
  • Allow coals for charcoal grills to completely cool before disposing in a metal container
  • Never leave grills, ovens, and stoves unattended
  • Follow manufacture guidelines
  • In case of emergency, dial 9-1-1

PASADENA, Calif.—In observance of Lincoln’s and Washington’s Birthdays, City Hall and many City services will be closed Monday, Feb. 12, and Monday, Feb. 19. Specific closures, exceptions and reminders are noted below.

The City Service Center (CSC) will be open between the hours of 8 a.m. and noon on Monday, Feb. 12. The CSC will be closed Monday, Feb. 19, and will reopen Tuesday, Feb. 20, at 8 a.m. Trash, recycling and yard waste collection will occur as scheduled on both holidays. There will be no delay in pickup for residents.

Pasadena residents and businesses experiencing any power emergencies should call Pasadena Water and Power (PWP) at (626) 744-4673. For water-related emergencies, call (626) 744-4138. PWP’s Customer Service Call Center will be closed Monday, Feb. 12, and Monday, Feb. 19; however, customers can access their accounts and make payments through the automated phone system at (626) 744-4005 or online at PWPWeb.com.

The City’s Municipal Services Payment Center and Parking Office will also be closed on Lincoln’s and Washington’s Birthdays. All parking meters will be free and parking time limits will not be enforced. Violations for overnight parking restrictions, red curb parking and blocking fire hydrants will be issued. Parking meter enforcement resumes after each holiday on Tuesday, Feb. 13, and Tuesday, Feb. 20. Pasadena Transit and Dial-A-Ride buses will operate on their regular schedules.

The Permit Center will be closed on Lincoln’s and Washington’s Birthdays; however, many services will be available via Permit Center Online, where you can obtain subtrade permits and submit plans for new construction, tenant improvements, accessory dwelling units and additions. In-person operations will resume after each holiday on Tuesday, Feb. 13, and Tuesday, Feb. 20.

All Pasadena Public Library branch sites will be closed Sunday and Monday, Feb. 11 and 12, and will reopen Tuesday, Feb. 13. Library branches will also be closed Sunday and Monday, Feb. 18 and 19, and will reopen Tuesday, Feb. 20.

All parks will be open for picnics, fun and play; however, no site reservations are being accepted for the holidays. Community and recreation centers will also be closed to the public on Monday, Feb.12, and Monday, Feb. 19.

The Pasadena Public Health Department (PPHD) will also be closed Monday, Feb. 12 and Monday, Feb. 19. Upcoming vaccine clinics are scheduled for Wednesday, Feb. 14; Wednesday, Feb. 21; and Monday, Feb. 26. PPHD reminds you to take measures to protect yourself from respiratory viruses, including masking indoors, getting vaccinated, and staying home when sick.

City Council will not meet on Monday, Feb. 12, and Monday, Feb. 19. The next council meeting is scheduled to take place Monday, Feb. 26.

Pasadena Fire and Police Departments will continue to provide patrol, jail, fire, paramedic and other emergency services during the holidays. For life-threatening emergencies, call 9-1-1. For non-emergencies, call Pasadena Police Department at (626) 744-4241. If you "See Something, Say Something." Report suspicious activity to the police department at (626) 744-4241.
District 3 Spotlight
The Department of Transportation (DOT) is proceeding with a pilot program at the intersection of Orange Grove Boulevard and Lincoln Avenue to test a treatment intended prevent drivers from doing “donuts” in the intersection.  

Working with constituents and researching implementations with other agencies, DOT will test a plastic raised curb, similar to the photo below, known as left turn hardening or a hardened centerline treatment.  DOT will implement the hardened centerline at the east and west legs of Orange Grove Boulevard only since the treatment on those legs will not affect through traffic movement for the cross street (Lincoln Ave). Hardened centerlines are usually implemented as a pedestrian safety measure for the purpose of reducing the turning speed of left-turning motorists and improving their approach angle.

If the treatment proves successful in curbing the behavior, it could be expanded to other selected intersections throughout the City.

2024 Historic Property Contract (Mills Act) Program:

Jennifer Paige, Director of Planning and Community Development, reported that in October
2002, the City Council created the Historic Property Contract program, under the auspices of the state of California Mills Act regulations. The program is a financial incentive that encourages the designation, rehabilitation, and protection of historic buildings. The benefit to the property owner may be a reduction in property taxes, while the benefit to the City is the preservation of a significant historic resource.

The program is conducted on an annual cycle with applications being released early in the
calendar year and approved contracts being recorded with the County Recorder at the end of each year. Staff may approve up to a maximum of 20 new single-family residential applications and six non-single-family-residential applications (e.g., multi-family residential, commercial, industrial, etc.) per year. There are currently 402 properties enrolled in the program.

On February 5, 2024, staff released the 2024 Historic Property Contract guidelines and
application, which is posted on the City's website at www.cityofpasadena.net/millsact. Owners of designated historic prope1iies that meet the qualifications outlined in the application guidelines may submit applications up to the deadline of Friday, May 31, 2024 at 5 :00 p.m. Property owners of eligible, undesignated properties may also concurrently apply for historical designation, and a Mills Act contract may be approved if the property is designated by the City Council by the end of the year.

Pasadena Primary Municipal Election Charter Amendments

The City of Pasadena will commemorate Black History Month by recognizing the achievements and contributions of African Americans and their central role in our nation’s history. Pasadena Parks, Recreation, and Community Services Department, Pasadena Public Library, Pasadena Black History Committee, The Friends of the Pasadena Public Library and community groups are offering a month-long series of programs, events and activities for all ages in February. All programs and events are free unless otherwise noted.
You're invited to participate in the Robinson Park Recreation Center Public Art Project at the upcoming 42nd Annual Black History Festival!
This event is a great opportunity for residents to meet the selected artists and learn more about their artistic approach to the project and engagement with the Northwest community. Attendees are encouraged to stop by the Cultural Affairs Division booth to learn more about the project and share their own personal stories of living and working in Northwest Pasadena. Artists Deborah Aschheim and Carla Jay Harris will share the progress of their artistic research and engagement with the Northwest community as they develop their public ait concepts for the Recreation Center.

42nd Black History Parade, Honoring the Legacy of Jackie Robinson

The City of Pasadena and the Black History Planning Committee are pleased to announce the 42nd annual Black History Parade and Festival on Saturday, Feb. 17, 2024, 10 a.m.- 4 p.m. with the theme “Past, Present, Future: Celebrating the Life and Legacy of Jackie Robinson.” The parade begins at Fair Oaks Avenue and Mountain View Street and ends at Robinson Park, 1081 N. Fair Oaks Ave., where the festival takes place from noon to 4 p.m. Pasadena’s Black History parade is one of the largest and longest-running in Southern California.

Throughout the day’s activities, Jackie Robinson’s many contributions to the Civil Rights Movement and the Pasadena community will be recognized and honored. Danny J. Bakewell, Jr., will serve as the parade grand marshal of this special and historic event. This year’s celebrity grand marshals will be Michael Jai White and Gillian White, both award-winning actors who have broken barriers and earned accolades both on and off screen. Pastor William Turner Jr. will serve as the community grand marshal, with the Tournament of Roses princesses (Rose Court) as the youth grand marshals. 

Attendees are encouraged to arrive early at the parade to navigate street closures, find parking, and claim their favorite viewing spots along the parade route. Free parking is provided on a first-come, first-served basis at Calvary Christian Methodist Episcopal Church, 135 Glorieta St.

The following streets will be closed for the parade and festival during the times listed below. Motorists are advised to use caution while driving through the area.
• Hammond Street between Fair Oaks Avenue and Morton Avenue, 7 a.m.-5 p.m.
• Morton Avenue between Hammond Street and Mountain Street, 7 a.m.-5 p.m.
• Fair Oaks Avenue between Woodbury Road and Harriet Street, 7 a.m.-noon
• Fair Oaks Avenue between Mountain Street and Woodbury Road, 9 a.m.-1:30 p.m.
• Mountain Street between Raymond Avenue and Sunset Street, 9 a.m.-1:30 p.m.

The parade will be recorded in its entirety by Pasadena Media and will air live on both KPAS, Pasadena's government TV station, and Arroyo, the city's community access channel. Visit PasadenaMedia.org for broadcast times. 

2024 Black History Parade and Festival sponsors include Pasadena City College, Huntington Hospital, Tournament of Roses, The Bakewell Company, NAACP, Titan Disposal, Pasadena Black Municipal Employees Association, Pasadena Management Association, Kidspace Children’s Museum, and Pasadena Recreation and Parks Foundation.

In celebration of Black History Month this February, Huntington Health is honoring the contributions of Black Americans to their hospital, the Pasadena community, and beyond by hosting their first Charles Drew Black History Month Blood Drive. The event will take place Saturday, February 24th, at the Huntington Health Blood Donation Center, at their hospital in Pasadena.

As part of the Soundwall Package 10 Project, Metro’s contractor C.A. Rasmussen, will continue setting up work zones on Corson St between Los Robles Av and Wilson Av and on Maple St between Lake Av and Fair Oaks Av.
Activities include intermittent shoulder and ramp closures during non-peak traffic hours to set up temporary construction safety barriers, clearing/grubbing, tree removal/relocation, grading, and demo operations to prepare the work area for soundwall construction. Work is anticipated to continue through Summer 2025.
