Happy Thanksgiving South Wichita!
Hey South Wichita, I hope this newsletter finds you surrounded by family and food during this holiday season! For many of us those, that may not be a reality. If you find yourself struggling this holiday season please reach out so we can get you connected with resources and assistance to ensure we all have something to be thankful for. With Thanksgiving and the end of year upon us, your District 3 team has been reflecting on all the amazing memories we made in 2022 with you as well as all we have to be grateful for. We are especially thankful for the amazing residents in District 3 who continue to make our work worthwhile, impactful, and most of all fun! (We are also very thankful for the Chiefs being number 1 in the AFC West going into Week 12). Keep bringing the fun South Wichita and have a Happy Thanksgiving! 🦃🏈
We recently had a chance to sit down with Cindy Miles at Jimmie's Diner and chat about her work with the Kansas Nonprofit Chamber, DAB 3, and the plethora of other ways she is involved in District 3 and the City of Wichita!
Take the 2022 Community Survey!
The City of Wichita is looking to source community feedback through a community survey. The survey asks residents their opinions about local government services as well as resident priorities.

The survey is available in English here and in Spanish here.

If you received a paper copy of the survey in the mail, please be sure to fill it out and return it as soon as possible.

The online survey will close on November 28, 2022.
Changes to District 3 After Redistricting
During the November 1, 2022 City Council meeting, the Council voted to approve Map B. The Council looked over the two maps recommended by the Commission of Electors that was appointed in July of 2022. The two maps adjusted election precincts to provide a deviation of five percent or less between the six districts. City Council voted 4-3 for Map B. The new district boundaries will become official on January 1, 2023. 

With Map B, District 3 is set to gain area on the north boundary where we currently abut District 1. Our north boundary will now be at Lincoln between Washington and Hillside. This means District 3 will include the Linwood, Schweiter, and full Schweiter East neighborhoods.

Operation Holiday Applications Open
Operation Holiday 2022, the region’s largest holiday assistance program, is in full swing! Applications are officially open until November 30. If you or someone you know needs assistance this holiday season, apply online here or by calling 316-777-6097 (Mon-Fri, 9a-4p).

Winter Evolve Out Now
Registration for winter classes is now open! Click the link below to view the guide online or to enroll in programs. Hard copies of the guide will be available on December 2nd at Wichita Recreation Centers, Wichita Public Libraries, City Hall, CityArts, and various food and retail locations. Winter classes start the first week in January. Make sure to register before then online here.
Upgrades to Sewage Treatment Plant #2
On March 12, 2020, City council approved $3.3 Million for Final Clarifier Replacement project at the Lower Arkansas Water Quality Reclamation Facility (LARWQRF) located at 2305 E 57th Street South. The approved project replaced 4 of the 6 clarifier drives, mechanisms and coatings. These clarifiers are a critical part of the process and are used to remove solids and nutrients prior to discharge of the final effluent into the Arkansas River. The clean effluent ensures compliance with state and federal discharge permits. Prior to this replacement, the clarifiers in use were installed in 1988 and were at the end of their useful life causing significant maintenance and downtime.

Since the Notice to Proceed, the design build team of PW&U, MKEC, and Dondlinger Construction have worked diligently to ensure that the LAWQRF remain in 100% compliance while taking portions of the plant process out of operation to allow for Dondlinger to perform the installations. The team also worked on multiple VE (value engineering) options to maintain budget due to inflationary pressures. The coordination of the team to ensure that the above aspects were addressed have resulted in a successful outcome for the project.
 
The project was substantially complete on October 13th with the 4 new final clarifiers turned over to the City, operating as designed with no increases in budget to date. The improvements made by this project will minimize risk of permit discharge exceedances for the foreseeable future

Request in the City for an amendment to Community Unit Plan DP-169 to permit Vehicle Repair, General (with ZON2022-62, zone change from LC to GC General Commercial); generally located on the west side of South Oliver Avenue and within one-quarter mile south of East Pawnee Avenue. Zone change request in the City from LC Limited Commercial to GC General Commercial (with CUP2022-00047) to permit Vehicle Repair, General on property generally located on the west side of South Oliver Avenue and within one-quarter mile south of East Pawnee Avenue.

ZON2022-00063
Zone change request in the City from SF-5 Single-Family Residential District to TF-3 Two-Family Residential District for the development of duplexes; generally located north of East 63rd Street South and east of South Clifton Avenue.

Zone change request in the City from SF-5 Single-Family Residential to LI Limited Industrial; generally located less than a quarter-mile south of East 55th Street South and on the west side of South Hydraulic Avenue (5727 South Hydraulic).

  • Approved the Special Liquor Tax Coalition 2023 funding recommendations.
  • Accepted donations from Light Up Edgemoor and the Wichita Parks Foundation to convert two tennis courts to six pickleball courts at Edgemoor Park.
  • Approved capital improvements at OJ Watson Park.
  • Approved the 30% design concept and revised budget for the Delano Multi-modal Facility.
  • Approved new city council district boundary lines.

  • Approved water and sewer rate & fee adjustments for 2023.
  • Issued IRBs for Advance Catastrophe Technologies in district 5.
  • Approved contracts for environmental laboratory services and banking services.
  • Approved the selection of Via Christi Occupational & Environmental Medicine as the City’s workers compensation medical treatment provider.
  • Accepted the 2023-2025 Memorandum of Agreement between the Teamsters Union Local 795 and the City of Wichita.
  • Approved the request for over-naming a portion of Volutsia Avenue to honor Pastor Lincoln Montgomery.
