Progress in COVID-19 Fight Means Businesses Reopening
Thanks to substantial progress being made in the fight against COVID-19, Contra Costa County residents can go back to work, shop at local retail stores, get childcare and hang out with small groups of loved ones starting June 3.
Indoor retail shopping, business offices, outdoor museums and pet grooming are among the businesses that will reopen in Contra Costa County under the latest shelter-in-place order today. The order also permits services that don't require close customer contact, such as housekeeping, car washes, plumbing and pet grooming.
The new health order also allows small outdoor social gatherings, as well as childcare and camps for all children, not just children of essential and allowed workers. Those childcare services and camps still can only have up to 12 children in stable cohorts.
Libraries can reopen for curbside pickup service and protests of up to 100 people will also be permitted. Religious services will be able to resume on June 15, although with some limitations. In the coming days, the County will be consulting with the state about reopening swimming pools and outdoor dining.

There is no up-front cost for testing. You do not need medical insurance to get tested, however, if you have health insurance, your insurance will be billed.
You can get a test at sites around the county or by calling your healthcare provider. You do not need a doctor’s note to schedule a test but you must make an appointment.

With summer approaching and recreation on the state’s waterways set to increase, the State Water Resources Control Board is asking the public to be mindful of freshwater harmful algal blooms (HABs) in rivers, lakes, and reservoirs, as they can cause illness and are especially harmful to children and pets.
Last year, the Water Boards received 240 reports of these blooms across the state. To learn how to stay safe, respond or report a bloom, and track multiple blooms statewide, visit our web portal. Most harmful algal blooms are formed by cyanobacteria, small microbes that live in nearly every habitat on land and in the water. Increased water temperatures, slow moving water, and excessive nutrients cause cyanobacteria to rapidly multiply and form these harmful blooms.
It is important to distinguish cyanobacteria from other algae and non-toxic water plants that are not thought to pose hazards to health. Harmful blooms can be a variety of colors such as green, white, red or brown and may look like thick paint floating on the water. Not all will appear on the water’s surface; some form mats at the bottom of a waterbody, and others float at various depths.
Cyanobacteria are capable of producing toxins, which have the potential to harm the environment, people, pets, wildlife or livestock. Dogs and children are most likely to be affected because of their smaller body size, increased potential to swallow water while swimming and tendency to stay in the water longer.
Recreational exposure to cyanobacteria and associated toxins can cause eye irritation, skin rash, mouth ulcers, vomiting, diarrhea and cold and flu-like symptoms. Dogs are susceptible because they tend to drink while in the water and lick their fur afterward, increasing their risk of exposure and illness.
Symptoms with animals include vomiting or diarrhea, lethargy, abnormal liver function test results, difficulty breathing, foaming at the mouth, muscle twitching and sometimes death. More information about health impacts for domestic animals and livestock can be found on the portal’s

The COVID-19 pandemic and shelter in place guidelines have impacted Census Bureau field operations and Census outreach activities.
The Census Bureau issued a Statement on 2020 Census Operational Adjustments due to COVID-19 indicated the Census Bureau is seeking statutory relief from Congress to allow for an additional 120 calendar days to deliver appropriation counts. This plan would extend the window for field data collection and self-response to October 31, 2020, which will allow for apportionment counts to be delivered to the President by April 30, 2021, and redistricting data to be delivered to the states no later than July 31, 2021.

Clerk-Recorder Offering Online Wedding Ceremonies!

The Clerk-Recorder is now offering marriage licenses and civil marriage ceremonies online for County residents. Clerk-Recorder staff perform the civil ceremonies using Zoom or FaceTime.
“June is traditionally a month of many weddings,” Deborah Cooper, County Clerk-Recorder said. “We are pleased to offer our constituents a creative new method to be married during this crisis.”
California Governor Gavin Newsom recently issued an Executive Order permitting the issuance of marriage licenses and the conduct of remote civil wedding ceremonies via teleconferencing technologies.
At least one of the parties to the marriage must be a Contra Costa County resident. The couple must appear together on the video and be physically present within the State of California. Invited guests may join in to view the ceremony.
No additional software is required for the license or the ceremony, but the couple must complete the forms in advance of the ceremony. A computer, tablet, or cell phone with a microphone/camera and an internet connection is required.

Since June 2019, the project has been conducting a collaborative planning process initiated by the California Department of Fish and Wildlife (CDFW). The project has been working with the local community, local agencies, and interested stakeholders to develop an enhancement plan for Franks Tract using a transparent and collaborative structured decision-making process. This webinar will be the forum for our second public meeting."
The meeting agenda:
- Provide an update of the project planning, design and stakeholder engagement process.
- Present design concepts developed through public input, the project's advisory committee, steering committee and consultant team.
- Public release of an interactive, web-based survey that allows for the public to view the current design concepts (and the no action alternative) and to ask questions, express what features they like and don't like and rank all the options overall.
