District 7 Construction Notices/Updates

The City of Dallas is moving forward with an important infrastructure project to improve wastewater service in District 7. A contract has been awarded to SYB Construction Co., Inc. to replace a wastewater main along portions of Biloxi Drive, Lewiston Avenue, and Noweta Avenue, beginning southeast of Bluffcreek Drive.

Project Timeline

Construction is expected to begin the week of April 6, 2026, with anticipated completion in Fall 2026, weather permitting.

What to Expect

During construction, residents may experience:

• Temporary street closures
• Intermittent disruptions as crews work in phases
• Restricted parking in active work zones

Crews will work to minimize inconvenience and maintain access to driveways whenever possible. Your patience and cooperation will help ensure the project is completed efficiently and safely.

Of the 25 projects that were submitted by Congressional Members for Dallas, two District 7 projects advanced for review by the House Appropriations Committee. The projects were, $5 million for the Fair Park Trail Loop and $5 million for Military Parkway Infrastructure Improvements.

April 22, 2026 City Council FINAL Agenda - Additions /Revisions/Deletions Memorandum: In this memo you will find all items that have been added, revised, or deleted on the City Council April 22, 2026 Agenda.

Recommendation to Designate 2026 FIFA World Cup as a Special Event: In this memo you will find information on Agenda item 6, which proposes to designate the 2026 FIFA World Cup as a special event to enact the special events ordinance and allow for streamlined permitting of the event based on specific parameters and anticipated attendance.

Executive Appointment – Director of Government Affairs: In this memo, you will find information announcing Eric Dominguez as the Director of Government Affairs, effective Monday, April 20, 2026.

Digital Kiosks – Phase IV Update: In this memo, you will find information on the final phase of Year One implementation for the City's interactive digital kiosk program. IKE Smart City, LLC is authorized to install up to 50 kiosks per year, with a maximum of 150 over the contract term. Kiosk instillation updates have been approved in District's 2 and 14, with pending review in District's 2, 4, and 11. Locations are listed in the memo.

Breakaway Music Festival at Fair Park: In this memo you will find a follow up brief on Breakaway music festival, including: Approval process for Fair Park concerts and events, event conditions, actions taken prior to Saturday opening, appropriate points of contact for residents who experience significant impacts from events at Fair Park, and procedures for immediate implementation.

Response to Former Dallas Fire-Rescue Employee Payroll Overpayment: In this memo, you will find clarification on the recent media reports about the City of Dallas' lawsuit to recover $127,441 in salary and benefits from a former Dallas Fire Rescue employee. The memo outlines the sequences of events and how the issues was identified, as well as corrective actions being taken.

Technology Accountability Report – March 2026: In this memo, you will find the Technology and accountability report based on information through March 31, 2026.

Living Wage Policy Overview: In this memo you will find information on the City's Living Wage Policy, including historical context, the process used to establish and update wage rate, and a summary of active living wage contracts. The information is intended to support future policy direction and background for the presentation by SEIU regarding Aviation Workforce on April 20, 2026.

Upcoming City Council Agenda Item #17, April 22, 2026, City Council Meeting – Chapter 43 Amendments: In this memo, you will find information on upcoming Agenda item #17 -- an ordinance amending Chapter 43 (Streets and Sidewalk) of the Dallas City Code. A summary of the gaps found in the existing code include: cement material standards, driveway design radius not matching city's current construction standards, etc. The proposed changes in the code will clarify the intent for permitted uses of the public right of way and address the noted gaps in line with the challenges and opportunities that were shared in the October 2025 meeting.

April 22, 2026, City Council Agenda Item #26-880A - Amendment to the Dallas Housing Resource Catalog Dallas Housing Finance Corporation, Dallas Public Facility Corporation, and Housing Tax Credit Program Statements - The purpose of this memo seeks to provide background and an update on the final Program Statement language pertaining to the Dallas Housing Finance Corporation and the Dallas Public Facility Corporation following prior presentations.

District 7 Items on April 22 Agenda

Item 4 - Authorize (1) an application to the Texas Parks and Wildlife Department (TPWD) for improvements to Community Park at Fair Park, located at 1200 Second Avenue. District 7 Investment: $3,000,000

Item 6 - Consider approval of the designation of designating the FIFA World Cup 2026 from June 10, 2026 through July 19, 2026, as an officially recognized City of Dallas Special Event from June 10, 2026 through July 19, 2026 

Item 8 - Authorize a public hearing to be held on May 27, 2026 to receive comments concerning the proposed expansion of the Dallas Tourism Public Improvement District, in accordance with Chapter 372 of the Texas Local Government Code.

Item 21 - Authorize a professional services contract with Kimley-Horn and Associates, Inc. for architectural, engineering, and construction administration services for a new vehicle maintenance facility at the Southeast Service Center. District 7 Investment: $1,046,500.00

Item 39 - Consideration of a resolution directing the City Manager to utilize contingency reserve funds to procure a consultant to determine the amount calculated under Dallas City Code Section 51A-4.704(a)(1)(D)(i) for the uses located at 2600 Singleton Boulevard and 7910 South Central Expressway.

Zoning Item Z19 - A public hearing to receive comments regarding an application for and an ordinance granting an amendment to Specific Use Permit No. 2180 for an open-enrollment charter school on property zoned RR Regional Retail District, on the northwest corner of East R. L. Thornton Freeway and Ferguson Road.

Dallas County Health and Human Services - Weatherization Assistance Program (WAP)

Accepting applications for free AC units for qualifying participants, Dallas County does assist with installation of the window unit. WAP also provides other weatherproofing services such as Insulation, Duct work, Weather stripping, etc. A Dallas County representative is on The West Dallas Multipurpose Center campus assisting people with completing their application. Nominations Open: Juanita Craft Humanitarian Awards

In celebration of the birthday and enduring legacy of civil rights leader Juanita Craft, nominations are now open for the Juanita Craft Humanitarian Awards. Established in 2018 by the State Fair of Texas, these annual awards recognize individuals and organizations across the DFW Metroplex who reflect her commitment to civil rights, social justice, and community service.

Born in 1902, Craft was a pioneering activist and public servant whose work helped shape Dallas and beyond. Through her leadership with the NAACP, she organized more than 180 Texas branches, became the first Black woman in Dallas County to vote in a public election, and later served on the Dallas City Council. Her advocacy contributed to desegregation at the State Fair, local schools, universities, and public spaces, and her youth engagement efforts inspired generations of community leaders.

Each year, the awards ceremony honors those continuing her work to create positive change, evaluating nominees based on measurable impact, service, and dedication to addressing community needs.

Applications are accepted year-round. To be considered for this year’s awards, submissions must be received by July 15. Applications received afterward will roll forward for next year’s consideration.
