A Message from

Council Member Bazaldua

We will host our final Budget Townhall Meeting for District 7 tomorrow at 6:00 PM. Please join us virtually to hear from staff on the City Manager’s proposed FY 2025–26 budget. Thank you to everyone who joined us at our first townhall at the MLK Center! It was inspiring to hear directly from so many residents and to see the passion you bring to our community.


Beginning January 2026, approximately 26,000 households across the city will see changes to their trash and recycling service. The City’s Sanitation Department will transition collection from alley pickup to curbside service for these residents. This change is being made to improve safety and efficiency for sanitation crews, reduce wear and tear on equipment, and ensure more reliable service in neighborhoods where alley access has become difficult due to aging infrastructure, narrow clearances, or safety concerns.


Lastly, District 7 will team up with Districts 2 and 9 for a joint meeting to review the Ferguson Corridor Study, led by our Public Works & Transportation Department. Assistant Director Auro Majumdar will walk us through findings and recommendations, including potential spots for new pedestrian crossings and safety improvements. Bring your ideas, we want to hear from you!

DISTRICT 7 SKYLINE LIBRARY UPDATES

We are pleased to inform you that work will begin Monday, May 12th and that we will be able to avoid a complete closure of the building. The project is scheduled to be completed on June 13th, so during the work period, interior bathrooms and the auditorium will largely be inaccessible to the public. The work team will take great care to insure the safety of any library visitors, but it is very likely that the space will be quite noisy during this month period. FRM will be placing portable restrooms on the property for use during library hours. Library staff are working to reschedule or otherwise make any necessary alterations to planned ongoing programming during this time to accommodate the construction and continue to meet community needs. We will be placing signage and communicating to the community about the project.

Replacement pages have been provided to the Mayor and City Council, the City’s website has been updated, and any future corrections will also be shared as needed.

August 27, 2025 - PepsiCo Agenda Item #59: In this memo you will find information on the August 27, 2025 agenda item authorizing execution of the Financing Agreement with the Texas Water Development Board for the fourth year of a five-year, $170 million SWIRFT funding commitment supporting Dallas Water Utilities’ water main replacement program. This year’s issuance totals $34 million in revenue bonds, which will provide the City with low-cost financing through TWDB’s AAA-rated program, pending Council ordinance approval in October and bond closing in December 2025.


Upcoming Agenda Item #25-2514A Substantial Amendment No. 1 to the FY 25-26 Action Plan, 5 Year Consolidated Plan and Budget: In this memo you will find details on the August 27, 2025 agenda item authorizing execution of the Financing Agreement with the Texas Water Development Board for the fourth year of a five-year, $170 million SWIRFT funding commitment supporting Dallas Water Utilities’ water main replacement program. This year’s $34 million bond issuance will provide low-cost financing through TWDB’s AAA-rated program, with Council ordinance approval scheduled for October and bond closing in December 2025.


American Rescue Plan Act - Coronavirus State & Local Fiscal Recovery Funds - as of July 31, 2025: In this memo, you will find the financial status report for the American Rescue Plan Act (ARPA) – Coronavirus State & Local Fiscal Recovery Funds (CSLFRF) through July 31, 2025, shows $14.5 million in encumbered funds remaining in the ARPA Grant Fund (FC18). In the ARPA Redevelopment Fund (0A72), $45.9 million is encumbered and $67.2 million remains unencumbered.


Sanitation Alley - To - Curb Transition: Public Outreach Update: In this memo you will find an update on Sanitation’s multi-channel outreach campaign supporting the alley-to-curb transition, which now affects approximately 26,000 customers in the narrowest alley blocks. The campaign includes an interactive website, direct feedback system, social media messaging, newsletters, field demonstrations, bilingual videos, and mailings, all designed to educate residents, address concerns, and connect them with support programs like Helping Hands and Pack-Out Service.


Office of Housing and Community Empowerment: In this memo you will find an overview of the newly consolidated Office of Housing and Community Empowerment (OHCE), which merges several city departments to streamline services, improve efficiency, and achieve $6.2 million in annual budget savings. The OHCE centralizes housing, homelessness, human services, fair housing, senior and youth programs, and community empowerment initiatives to better coordinate resources, enforce compliance, and expand opportunities for Dallas residents.

Marshal's Office and Municipal Court & Detention Services: In this memo, you will find information on the realignment of the Dallas Municipal Court and the Dallas Marshals Office to both be under the "Municipal Court & Detention Services" umbrella. This realignment streamlines operations between the Municipal Court and the Marshals Office. The Marshals will assume a role in: Ensuring courthouse and courtroom safety, Engaging with the public to enhance safety, Enforcing municipal ordinances effectively, Administering misdemeanor Class C jail arraignments, Serving municipal court summons and subpoenas, Executive and serving warrants, Confirming warrants promptly.


Financial Management performance Criteria (FMPC #24): FMPC #24 directs staff to develop a budget scenario that is based on the No-New-Revenue Tax Rate as calculated by Dallas County Tax Office. The No-New-Revenue tax rate for the General Fund is calculated to be 49.4634c which is 1.3769c less than the recommended tax rate. You can read more about it in this memo.


Living Wage Annual Update: The City of Dallas implemented a Living Wage Policy for general services contracts on November 10, 2015 through Resolution no. 15-2141. The policy requires a annual adjustment based on the MIT living wage calculator. For FY26, the living wage calculator is $23.06.

The City of Dallas has transitioned to DallasNow for Permitting, Zoning, Inspections and most Planning & Development functions. DallasNow is now available for users to setup an account, view records, submit applications and schedule inspections.


DallasNow is a cloud-based system that integrates permitting, planning, platting, inspections and engineering into one platform.  What to expect with DallasNow:  


  • Improved Public Transparency: Applications can be easily to tracked to see where a project is in the process, view the comments, and the steps that remain. Customers receive real-time notifications that include permits, inspection statuses, rezoning application status and itemized fee descriptions.  
  • Enhanced Efficiency:  DallasNow automates and digitizes various manual processes, reducing paperwork, minimizing errors, and speeding up workflows.  
  • Streamlined Process: DallasNow enables online applications, electronic plan reviews, and automated permit issuance, reducing the need for visits to Dallas Planning & Development offices.  
  • Integration and Collaboration: DallasNow integrates with other systems to provide a unified platform for managing land-use activities. It enables collaboration between different divisions and departments to streamline the entire cycle. 
  • Digitization: Moving to digital applications for certain types of applications including zoning and platting.  


To assist customers in the transition to this new system, Planning & Development has several resources:

Dallas County Health and Human Services - Weatherization Assistance Program (WAP)

Accepting applications for free AC units for qualifying participants, Dallas County does assist with installation of the window unit. WAP also provides other weatherproofing services such as Insulation, Duct work, Weather stripping, etc. A Dallas County representative is on The West Dallas Multipurpose Center campus assisting people with completing their application.
