DISTRICT 7 SKYLINE LIBRARY UPDATES

We are pleased to inform you that work will begin Monday, May 12th and that we will be able to avoid a complete closure of the building. The project is scheduled to be completed on June 13th, so during the work period, interior bathrooms and the auditorium will largely be inaccessible to the public. The work team will take great care to insure the safety of any library visitors, but it is very likely that the space will be quite noisy during this month period. FRM will be placing portable restrooms on the property for use during library hours. Library staff are working to reschedule or otherwise make any necessary alterations to planned ongoing programming during this time to accommodate the construction and continue to meet community needs. We will be placing signage and communicating to the community about the project.

Responses to Questions Regarding the City Manager's Biennial Budget (Second Set): In this memo, you will find answers to additional questions asked about the City Manager's FY 26 and FY 27 Budget. Some of the questions included subjects along the lines of 10-year comparison of citywide staffing, debt currently outstanding, proposed police and fire budget related to meet and confer, needed funding for the bike plan, etc.


Follow-up to the City Council Budget Town Hall Meetings (First Set): In this memo you will find responses to unanswered questions regarding the City Manager's FY 26 and FY 27 recommended Biennial Budget that were asked by residents at the Town Halls.


Dallas Fire-Rescue Executive Promotions: In this memo, you will find information on the new promotions within Dallas Fire-Rescue's Executive Team. Scott Pacot has been promoted from Executive Deputy Chief to Assistant Chief. James Russ has been promoted from Deputy Chief to Assistant Chief. Mark Berry has been promoted from Battalion Chief to Deputy Chief. Clint Conway has been promoted from Battalion Chief to Deputy Chief.


Alignment of FY26 Proposed Budget with SAC Priorities: In this memo, you will find information on how the Senior Affairs Commission's 12 outlined goals are being prioritized throughout the Office of Housing and Community Empowerment.


Airport Economic Impact Brief - Love Field and Executive Airport: In this memo, you will find information key findings from the updated Fiscal Year 2024 Economic Impact Report, primarily for Dallas Love Field and Dallas Executive Airport. For FY 24, business activity at Dallas Love Field contributed over $6.2 billion to the city's economy, and provided $33.7 million in tax-related revenue for the city. From FY 22-24, Dallas Executive Airport generated over $556 million in economic activity for Dallas. The full report is included in the memo.


New Waymo Demonstration: In this memo, you will find information on Waymo's recent announcement to launch a fully autonomous public ride-hailing service in 2026. Waymo will be providing a second static demonstration on Monday, September 15 at City Hall Plaza where they will provide information on Waymo's mission, experience, technology, as well as safety, sustainability, and mobility benefits of Waymo's service.


Launch of Drone Delivery Devices - Zipline International Inc.: In this memo, you will find information about the planned launch of drone delivery services by Zipline in the City of Dallas. The Zipline team engaged with the Transportation and Public Works Department and will be meeting with the Dallas Police Department, Dallas Fire-Rescue, and other city departments early next month. Once operations are fully underway, Zipline will be offering to facilitate a tour of their operations for Council Members and staff.

City Council Briefing:


Item A - Budget Discussions and Amendments: As of August 29, 2025, 8 amendments to the FY 25-26 budget have been submitted by council members. For Item A on the September 3rd briefing agenda, Council will review each of the proposed amendments. The amendments are as follows:


Council Member Adam Bazaldua:

  • Proposing to increase proposed maintenance and operations tax rate by 0.013c from 50.84c to 50.84c. This would generate $282,889 to which he would like to allocate back into the Housing and Community Empowerment Department for Homeless Diversion.


  • Proposing to increase FY25-26 proposed tax rate by 0.124c from 50.854c to 50.97c to create 2.5 million dollars, of which he would like to allocate to the Department of Transportation and Public Works for Traffic Signals on High Injury Networks (1.5 million for Camp Wisdom & Racine; Camp Wisdom & St. Augustine; St. Augustine and Silver Falls), bridge repair (500k for Wildwood over Trinity and Mockingbird Lane over White Rock Creek), and Crosswalks (750k for general crosswalk repairs and fund).


  • Proposing to increase FY 26 Proposed maintenance and operations tax rate by 0.113c from 50.97c to 51.09c to create $2.5 million dollars, of which he would like to allocate to Dallas Animal Services for spay, neuter, and microchipping efforts (500k), secure contractual services to board animals in case of an outbreak (300k), contact vet and vet tech services to increase in house surgeons and medical care (200k), after hours contractual services for vet care overnight (100k), services for vet care and animals in foster care (200k), facility needs and upgrades (1.2 million).


Council Member Lorie Blair:

  • Proposing to take ARPA funds for $66,598 to go towards operating expenses of their district office at 3624 Simpson Stuart.


Council Member Paula Blackmon:

  • Proposing to take $386,612 from the septic program in Housing and Community Development toward Skillman/Southwestern Library for one time use funds. This would be to keep the Skillman/Southwestern library open 3 days a week for 8 hours. Days and operational details not yet solidified.


Deputy Mayor Pro Tem Gay Donnell Willis:

  • Proposing to reduce $400,000 from Phase 1 of the bike plan and reallocate that to Dallas Animal Services to Assist with expanding spay/neuter programs, microchipping, and vaccination efforts.


Council Member Maxie Johnson:

  • Proposing to increase the FY 26 proposed maintenance and operations tax rate by 0.034c from 50.84c to 50.87c to create $750,000 of which he would like to restore funding for 7 Full time Employee's to Fair Park's Multi Media Center.


  • Proposing to increase FY 26 proposed maintenance and operation tax rate by 0.025c from 50.87c to 50.89c to add 37k in funding to Mayor and City Council Department officeholder budget accounts. Taking the totals from 413k to 450k to pay for staff salaries and budget expenses.


Item 3 - First reading and passage of the appropriating funds: Approving changes and proposals made by Council Members to the budget. NOT the final approval.


Briefing Item B - 89th Legislature post session updates: This includes budget highlights, special session updates, and unfavorable legislation.


Briefing Item C- Omnibus Ordinance Review: Reviewing 23 different city wide ordinances to either update or get rid of them. This has been done in an effort to update our city code.

Replacement pages have been provided to the Mayor and City Council, the City’s website has been updated, and any future corrections will also be shared as needed.

August 27, 2025 Upcoming Agenda Item 25-2513A Financing Agreement for State Water Implementation Revenue Fund for Texas Funding:


August 27, 2025 - PepsiCo Agenda Item #59: In this memo you will find information on the August 27, 2025 agenda item authorizing execution of the Financing Agreement with the Texas Water Development Board for the fourth year of a five-year, $170 million SWIRFT funding commitment supporting Dallas Water Utilities’ water main replacement program. This year’s issuance totals $34 million in revenue bonds, which will provide the City with low-cost financing through TWDB’s AAA-rated program, pending Council ordinance approval in October and bond closing in December 2025.


Upcoming Agenda Item #25-2514A Substantial Amendment No. 1 to the FY 25-26 Action Plan, 5 Year Consolidated Plan and Budget: In this memo you will find details on the August 27, 2025 agenda item authorizing execution of the Financing Agreement with the Texas Water Development Board for the fourth year of a five-year, $170 million SWIRFT funding commitment supporting Dallas Water Utilities’ water main replacement program. This year’s $34 million bond issuance will provide low-cost financing through TWDB’s AAA-rated program, with Council ordinance approval scheduled for October and bond closing in December 2025.


American Rescue Plan Act - Coronavirus State & Local Fiscal Recovery Funds - as of July 31, 2025: In this memo, you will find the financial status report for the American Rescue Plan Act (ARPA) – Coronavirus State & Local Fiscal Recovery Funds (CSLFRF) through July 31, 2025, shows $14.5 million in encumbered funds remaining in the ARPA Grant Fund (FC18). In the ARPA Redevelopment Fund (0A72), $45.9 million is encumbered and $67.2 million remains unencumbered.


Sanitation Alley - To - Curb Transition: Public Outreach Update: In this memo you will find an update on Sanitation’s multi-channel outreach campaign supporting the alley-to-curb transition, which now affects approximately 26,000 customers in the narrowest alley blocks. The campaign includes an interactive website, direct feedback system, social media messaging, newsletters, field demonstrations, bilingual videos, and mailings, all designed to educate residents, address concerns, and connect them with support programs like Helping Hands and Pack-Out Service.


Office of Housing and Community Empowerment: In this memo you will find an overview of the newly consolidated Office of Housing and Community Empowerment (OHCE), which merges several city departments to streamline services, improve efficiency, and achieve $6.2 million in annual budget savings. The OHCE centralizes housing, homelessness, human services, fair housing, senior and youth programs, and community empowerment initiatives to better coordinate resources, enforce compliance, and expand opportunities for Dallas residents.

The City of Dallas has transitioned to DallasNow for Permitting, Zoning, Inspections and most Planning & Development functions. DallasNow is now available for users to setup an account, view records, submit applications and schedule inspections.


DallasNow is a cloud-based system that integrates permitting, planning, platting, inspections and engineering into one platform.  What to expect with DallasNow:  


  • Improved Public Transparency: Applications can be easily to tracked to see where a project is in the process, view the comments, and the steps that remain. Customers receive real-time notifications that include permits, inspection statuses, rezoning application status and itemized fee descriptions.  
  • Enhanced Efficiency:  DallasNow automates and digitizes various manual processes, reducing paperwork, minimizing errors, and speeding up workflows.  
  • Streamlined Process: DallasNow enables online applications, electronic plan reviews, and automated permit issuance, reducing the need for visits to Dallas Planning & Development offices.  
  • Integration and Collaboration: DallasNow integrates with other systems to provide a unified platform for managing land-use activities. It enables collaboration between different divisions and departments to streamline the entire cycle. 
  • Digitization: Moving to digital applications for certain types of applications including zoning and platting.

Accepting applications for free AC units for qualifying participants, Dallas County does assist with installation of the window unit. WAP also provides other weatherproofing services such as Insulation, Duct work, Weather stripping, etc. A Dallas County representative is on The West Dallas Multipurpose Center campus assisting people with completing their application.
