There is much going on in District D. Recent developments add to the good news. I am proud to have joined my fellow Councilmembers in awarding community organizations 5.9 million dollars in Recreation & Culture Fund Grants, with more to come.

 

See the newsletter for information on the new home construction activity. Some street and infrastructure repair jobs are being completed, such as was the case recently in the DeSaix and St. John community sites and the Oak Park / Perlita Street community. Of course, there's much more to do, but good progress is being made.

 

Many organizations and individuals are sponsoring activities that ensure that toys and cheer get into the hands of our children.

 

The groundbreaking took place this week on the development of the Mirabeau Water Gardens, part of the Gentilly Resilience District project. This project will transform the site of the former home of the St. Joseph Nuns into a space of beauty for all to enjoy and an ecologically balanced ecosystem that assists with water detention, preventing flooding. 

 

Should the Saints win their next four games, they'd qualify for the playoffs as Division champs. It's simple, and they need to make it happen. Congratulations to Tulane University on their football team being chosen to play in the Military Bowl game.

CITY AND NOPD EMPLOYMENT OPPORTUNITIES

LEGISLATIVE UPDATES

NEWS FROM THE DECEMBER 14 COUNCIL MEETING


Councilmember Green sponsored or co-sponsored the following legislation that was passed at yesterday's Regular City Council meeting:


The Council approved a resolution allocating $7 million in initial funding from the New Orleans Recreation and Culture Fund. Councilman Green allocated $861,805 to 79 community-based nonprofits, including all of the applicants that were headquartered in District D.


Councilman Green authored M-23-559 that approved Zoning Docket No. 76/23 - Kazi-Nia Baptist Church, which will allow a zoning change from a Suburban Two-Family Residential District to a Suburban Pedestrian-Oriented Corridor Business District to allow for the development of a cafe and restaurant at 2801-2803 Piety Street.

WHAT'S GOING ON AROUND DISTRICT D

CITY OF NEW ORLEANS BREAKS GROUND ON $31 MILLION MIRABEAU WATER GARDEN PROJECT


Mayor LaToya Cantrell was joined by Deputy Chief Administrative Officer for Infrastructure Joe Threat, Interim General Superintendent for Sewerage and Water Board New Orleans (SWBNO) Ron Spooner, District Director for the Office of Congressman Troy Carter, Sr. Demetric Mercadel, District D Councilmember Eugene Green and Sister Pat Bergen of the Sisters of St. Joseph to celebrate the groundbreaking of the $31 million Mirabeau Water Garden project. 


This 25-acre site on Mirabeau Avenue, between Bayou St. John and the London Avenue Canal, will be engineered into a blue-green park, including stormwater detention areas that double as recreational and educational areas, walking paths, pump stations, and permeable parking areas. Water will be stored in lagoons and gradually emptied by weirs. Educational buildings and signage will offer education in climate, stormwater management, green infrastructure, and public health. Walking paths and play lawns will provide recreational opportunities alongside climate education.

NEW CONSTRUCTION IN DISTRICT D


The ongoing construction of new homes in the Desire and Upper Ninth Ward communities reflects renewed confidence from families and investors in these century-old neighborhoods. Our office will persist in collaborating with the Fifth District of the New Orleans Police Department and the Code Enforcement and Public Works Departments to improve the quality of life in these communities continually.

NOPD, NHTSA REMIND DRIVERS: 'TIS THE SEASON TO DRIVE SOBER OR GET PULLED OVER


During this busy winter holiday season, the U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA) is teaming up with the NOPD to urge drivers to think twice before drinking and driving. NHTSA and the NOPD want all drivers to remember this lifesaving message: Drive Sober or Get Pulled Over. Drivers will see officers working on a special high-visibility enforcement campaign from December 15, 2023, through January 1, 2024, to spread the message about the dangers of drunk driving.

SMALL BUSINESS LOAN PROGRAM


The Small Business Loan Program is a lending program to assist disaster-impacted small businesses with non-construction expenses. The purpose of this program is to aid in the recovery of small businesses located in eligible areas that were affected by Hurricanes Laura, Delta, Ida and/or the May 2021 Severe Storms.

 

The state will provide program assistance to eligible businesses and/or non-profit organizations through participating non-profit lenders, who will implement and administer a lending program to assist impacted businesses and non-profits. The state will enter into subrecipient agreements with implementing partners including local community development organizations such as non-profits, community development financial institutions, local credit unions and other eligible organizations.


The deadline to complete the program application is December 31, 2023.

FEEA'S SCHOLARSHIP PROGRAM NOW OPEN


It's National Scholarship Month, and FEEA's 2024 Scholarship Program launches today with the opening of our application period. Students can start an application anytime and must submit it no later than our deadline: Thursday, March 14, 2024, at 3:00 pm EDT.

 

Eligible students are:

  • Children or step-children of federal employees. Students may be high school seniors or already in college and must be under age 25 and unmarried. (Grandchildren are eligible for NARFE and BIG-sponsored scholarships only)
  • Spouses of federal employees
  • Federal employees

 

All students must:

  • Have an unweighted, cumulative GPA of 3.0 or higher;
  • Be in or entering a degree-granting program at an accredited institution;
  • Be a full-time student (only feds may be part-time) and;
  • Federal employee sponsors must have at least three years of service by the application deadline.

Councilman Green joins numerous participants in the vibrant and enjoyable second annual Children's Hospital Holiday Parade. Among those present were Councilman Freddie King and his family, the 610 Stompers, the Baby Dolls, the Creole Tomatoes walking club, and many more. We hope for a rain-free 2024, as all precipitation seemed to have fallen on this day of December 2.

Councilmember Green addresses the Lakeshore Property Owners Association, acknowledging Lakeshore's recent success in securing grant funding through the Neighborhood Engagement process to plant trees and improve community green infrastructure. The organization's commitment to enhancing the City's long-term resilience is commendable and appreciated.

Members of the New Orleans City Council and the staff of the Department of Public Works bid farewell to Director Sarah Porteous as she departs city government for a new opportunity. We express our gratitude to Sarah for her dedicated work that contributed to improvements in crucial areas of street and infrastructure development.

Appreciation goes out to the numerous men of the Sigma Lambda Chapter of the Alpha Phi Alpha Fraternity, Inc., who convened in prayer at Claiborne Avenue and Orleans Avenue on Saturday, December 2, as part of the organization's Founders Week. Councilman Green, a member, joined the assembly in praying for a safer New Orleans, the well-being of our first responders, the efforts of elected representatives, a decrease in crime, and, among other things, heightened peace and prosperity for all the residents of our City.

The dedication ceremony for the Judge Tammy Stewart Reading Library took place in the lobby of the Juvenile Court building, honoring the legacy and dedication of the esteemed Juvenile Court judge. Judge Stewart, who passed away this year, left a lasting impact on the community.

Congratulations to Dr. Jarrett Ann Johnson, Optometrist, and neighbor, for receiving the OPTIMUM Care Award at the national Vision Care Expo. Dr. Johnson's primary care office at 1530 North Broad Street in District D has been a valued asset, providing care to thousands of people over two decades. We appreciate her ongoing investment in the community.
