Spring is here. As we look forward to great weather and many festivals, note the following briefs. 

 

We are appreciative of the constitutional policing and investigations of the New Orleans Police Department that are resulting in constitutional policing, investigations, and arrests. The cooperation with city, local, state, and federal government law enforcement agencies results in them having the evidence they need to prosecute. Violent crime is down double digits in four major categories. The residents and visitors to our city are seeing reductions in crime, which are the result of a number of factors. Key among them is the arrests made where charges are accepted. Good work. Join NOPD.org. 

 

At my request, the New Orleans City Council sponsored a combination of Special Orders of Business at Thursday's regular meeting. Colon cancer and prostate cancer awareness and avoidance were key topics of discussion. In light of the great presentations by qualified and motivated panelists and the recognition of survivors, let us all be motivated to get tested and to take seriously the toll that such cancers take on ourselves, our families, and our fellow people. Some facts are noted below, after a couple of items of interest. 

 

Our Office, the Department of Code Enforcement, and the Department of Public Works are having success both demolishing long deteriorating, blighted properties that challenge public health and safety and removing abandoned cars from public thoroughfares. There is much to do to enhance certain communities. The short- and long-term rebuilding of certain areas must include the employment of these tools to make them safer and more attractive. The blight removal will continue, as every community's members deserve respect. 

 

There is so much to do, but if you report an abandoned car or building in danger of collapse or a health hazard to a community, please file a report on nola311.gov and send the registration number to Pierce.Huff@nola.gov. Our office has community liaisons who follow up after a period has lapsed. 

 

Our office appreciates the patience of the residents of Music Street - and other streets - during the street and infrastructure repair phase. We saw you after the rainstorms. The street repair is mostly complete, and the community is now more insulated from flooding and made more attractive. There are many thank yous for patience to be offered throughout the District as there is more street and infrastructure work going on now than one might have imagined years ago. 

 

Thank you, residents, for your patience. There is much disruption, but the result is safer from flooding and smoother travel streets. The long-term benefits of the disruption and challenges are sometimes difficult to see, but they are very real. 

 

The focus on Prostate Cancer and Colon Cancer this week was designed to enhance the quality of life for our residents. Please take advantage of the emphasis on testing and its benefits.

LEGISLATIVE UPDATES

NEWS FROM THE MARCH 21 COUNCIL MEETING


Councilmember Green sponsored or co-sponsored the following legislation that was passed at yesterday's Regular City Council meeting:


Councilman Green sponsored a Special Order of Business recognizing various medical professionals, the Benjamin and Yancy Foundation, survivors, and service agencies for their community involvement and engagement during Prostate and Colon Cancer Awareness Month. 1 in 8 men will get prostate cancer in their lifetime. Screening and early detection help save lives.

 

Resolution No. R-24-118 approves a call for a vote for Lakeshore residents on the November 5, 2024, ballot to approve or disapprove the annual fee levy to aid in crime prevention within the Lakeshore Crime Prevention District.

 

Street Name Change 4/23 approved the renaming of Hayne Boulevard from Paris Road to the Industrial Canal and from the Industrial Canal to SUNO Knights Drive (formerly Press Drive) to Lincoln Beach Boulevard. The esteemed panel shares the latest medical advances and statistics relative to colon and prostate cancer.

 

Motion No. M-24-99 approved the professional services agreement that allows the Mosquito, Termite, and Rodent Control Board to develop, improve, and implement a biosafety, biocontainment, and biosecurity program for the Mosquito Control genetics laboratory. This will allow for in-house arboviral screening of mosquitos and rodents, which in turn allows MTRCB the ability to respond faster and more efficiently to potential disease transmission.

WHAT'S GOING ON IN DISTRICT D

SPECIAL ANNOUNCEMENT - BRIDGE CLOSED: SENATOR TED HICKEY (SEABROOK) BRIDGE CLOSED AFTER INSPECTION REVEALS ADDITIONAL STRUCTURAL WEAR


Once again, the Senator Ted Hickey (Seabrook) Bridge is closed. The operations and maintenance of the bridge fall under the jurisdiction of the Louisiana State Department of Transportation and Development (LADOTD). We are grateful to fellow resident Ms. Keisha Bell for sharing the response she received from the DOTD regarding the closure and potential reopening on Nextdoor.


The bridge was initially closed last spring after being impacted by a passing vessel. DOTD made emergency repairs to stabilize the bridge and support one traffic lane in each direction. However, a recent inspection revealed that the integrity of the support structure showed additional wear. 


A project to repair the bridge structure to enable full traffic is in the final stages of design.


Residents may detour via US 90 (Chef Menteur Blvd) and I-10. 


Updates will be provided as more information becomes available.


Motorists can access the latest real-time traffic and road conditions updates using the 511 Traveler Information System by dialing 511 from their telephone and saying the route or region for which they seek information. NEW CONSTRUCTION IN DISTRICT D


The Desire Community Housing Development Corporation held a groundbreaking ceremony for its new community and commercial center at Piety Street and Florida Avenue. Among the speakers was Adolph Bynum, who operated one of the first Black-owned pharmacies in New Orleans at this site during the 1960s and beyond.

The clutter on North Roman and Metropolitan streets hindered neighbors from enjoying their surroundings and posed a safety hazard, particularly for children. Our Council District D office commends the efforts of the Department of Code Enforcement staff, led by Director Anthony Davis, in tackling blight across our city. Their hard work is producing significant and positive outcomes.

ILLEGAL DUMPING REMEDIATION IN DISTRICT D


Illegal dumping poses a significant challenge in our city, requiring additional effort from Department of Sanitation crews. Mitigation efforts are frequently carried out without public acknowledgment, yet at the expense of taxpayers. Perpetrators of illegal dumping may incur fines and risk having their vehicles seized. Enforcement efforts are being intensified.

If your vehicle is missing, please contact the New Orleans Police Department. If you wish to dispose of an unused vehicle, contact a salvage yard. The Department of Public Works will remove abandoned vehicles on public streets. Remember, a license plate should be displayed on any vehicle parked on a public street.

TREE PLANTING IN DISTRICT D


Kudos to Sustaining Our Urban Landscape (SOULNOLA.org) for a fruitful season of tree planting, bolstering our city's green infrastructure. Trees play a crucial role in flood mitigation, temperature reduction, shading, and boosting the appeal of properties and communities. This summer, SOULNOLA marked the milestone of planting its 9000th tree. Credit goes to Susannah Burley, Executive Director, the dedicated staff, and the countless volunteers who contribute to this vital endeavor. Their efforts have led to the planting of thousands of trees in District D alone, significantly enhancing our urban landscape.

WATER CLOSURE ON 48-INCH TRANSMISSION MAIN AT ELYSIAN FIELDS AVE AND FLORIDA AVE; SLIGHTLY LOWER THAN NORMAL PRESSURE POSSIBLE


A water closure has been required to facilitate repairs to a 48” transmission main on Florida Ave near Elysian Fields Ave. Sewerage and Water Board of New Orleans (SWBNO) crews will begin closing the water valve at 7 a.m. Crews are scheduled to complete the repair and reopen the water valve on Tuesday, March 26, weather pending.


This 48” water main supplements much of the water supply to the Lower Ninth Ward, resulting in potentially lower-than-normal water pressure. While a significant pressure drop is not anticipated, some customers may experience slightly lower than normal pressure, especially on upper floors of multi-story buildings.


The 48" water main is one of six large transmission mains that supplement water to much of the metro area, which means there are redundancies in the water distribution system.


While the water valve closure and work are underway, crews will monitor water pressure throughout the city. If pressures dip below 20 psi, we will notify the public of the need for a precautionary boil water advisory.

TURBINE 4 REPAIR TIMELINE ANNOUNCED, REPAIRS ANTICIPATED PRIOR TO HURRICANE SEASON


SWBNO announces a repair timeline for Turbine 4, which has been offline since February 3 due to coolant oil water intrusion issues. Repair efforts faced delays due to a recent operator error during testing, requiring additional parts for the turbine, originally built in 1915. Estimated repair time is five to seven weeks. One backup generator experienced issues during the storm and is offline, with repairs expected by the weekend. Currently, SWBNO can generate 38 megawatts of 25 Hz power, short of the required 44 megawatts. Immediate steps include repairing EMD #1's radiator for 2.5 megawatts, replacing EMD #2's voltage regulator for 2.5 megawatts (four to six weeks), fixing EMD #3's communication device (four to six days), and repairing Frequency Changer #4 for 6 megawatts (three to five weeks).

TRAFFIC ADVISORY: TEMPORARY LANE SHIFT EXTENDED ON NORTH CLAIBORNE AVENUE AND FLOOD STREET INTERSECTION

 

The City of New Orleans today announced that beginning Monday, March 18, the Department of Public Works (DPW) contractor Command Construction Industries, LLC, will extend the lane reduction in the 5400 block of North Claiborne Avenue for an additional two months until May 20, to resume the remaining utility work.

 

During this time, crews will maintain roadway accessibility as part of the Lower Ninth Ward South Group A construction project. Signage and traffic control measures, such as barrels and fencing, will be on-site to direct drivers and pedestrians safely. 

 

The lane reduction on North Claiborne Avenue, between Choctaw and Egania Streets, will remain in effect. Additionally, two intersections on North Claiborne Avenue will be closed to vehicular traffic. Motorists are advised to use caution, as large trucks and heavy machinery will be hauling materials in the area. Residents and businesses in this area were notified of the closure through a neighborhood canvassing effort.        

 

The $7.6 million Lower Ninth Ward South Group A project was designed by Integrated Management Services (IMS) and is being constructed by Command Construction Industries, LLC. The scope of work varies by block but includes repairing sewage, water, and drainage lines, patching the roadway with asphalt, and repairing damaged sidewalks and driveway aprons. Generally, the contractor will work from 7 a.m. until sunset, Monday through Friday.

 

Since May 2018, DPW has completed 186 projects with an estimated value of $832 million. Today, 50 roadwork projects are under construction with an estimated value of nearly $650 million

While we recognize the gravity of this objective, it's crucial to acknowledge the progress being made in New Orleans. The collaborative efforts of the New Orleans Police Department, in conjunction with agencies like the Louisiana State Police, the Orleans Parish District Attorney, the United States Attorney, the United States Marshals, the Federal Bureau of Investigation, the Bureau of Alcohol, Tobacco, Firearms, and others in the law enforcement and criminal justice system, are significantly enhancing public safety.

CITY OF NEW ORLEANS AWARDED FUNDING FROM U.S. DEPARTMENT OF ENERGY FOR PUBLIC ENERGY EFFICIENCY CAMPAIGN


The City of New Orleans is the recipient of a $381,471 award from the U.S. Department of Energy through the Bipartisan Infrastructure Law Energy Efficiency and Conservation Block Grant (EECBG) program. CITY OF NEW ORLEANS TO HOLD LOTTERY FOR JACKSON SQUARE ARTISTS


The City of New Orleans announced that it will hold a lottery for qualified artists to obtain permits necessary to sell art in Jackson Square in the French Quarter on Saturday, April 6.

 

City Code requires artists who sell art on or around Jackson Square to obtain an Occupational License and Mayoralty Permit from the Department of Finance's Bureau of Revenue.

 

The Bureau of Revenue will conduct the public lottery for new "Artist A" permits on Saturday, April 6, at 10 a.m. at City Hall (1300 Perdido St., Room 1W15). The lottery is only open to qualified applicants, and candidates should enter at the Perdido Street entrance.

Congratulations to the congregation of The Living Rock Baptist Church on St. Roch Avenue at Galvez. After 19 years, they returned to their restored building after the completion of repairs to the damage caused by Hurricane Katrina's flooding and winds. During their absence, the congregation received spiritual support, meeting spaces, and resources from various organizations, including Gentilly Baptist Church, New Orleans Baptist Theological Seminary, and others. The Pastor, Rev. Dr. Leonard Vincent Sr., leads the church community.
