Dear friends,

This weekend, the National Fried Chicken Festival is returning after a hiatus due to the pandemic. It has chosen to bring its event to the New Orleans Lakefront in District D. Check out the flyer below.

Thank you to the people and government agencies who invest in District D and our city. We appreciate the new housing starts, festivals, and community activities. We're also thankful for the City government departments that respond to the many concerns of our citizens and offices. This week, Sanitation, Code Enforcement, Safety and Permits, Parks and Parkways, and others got a good deal of work done. There are scores of calls and e-mail-generated concerns each week in District D alone.

Later this month, the mayor's office will host a Neighborhood Summit on Saturday, October 29, and I encourage you to sign up now. We expect a significant representation of this district's many communities, neighborhood associations, churches, and residents.

I hope to see you in District D this month at the Fried Chicken Festival, Gentilly Fest, tree planting, Peace Fest, the UNCF Walk, one of many Night Out Against Crime gatherings, and more.
Overall, our focus this week was blight reduction.

There are times when we must be critical of the provision of City services, but there are also times when we can be appreciative. In District D, Code Enforcement and Safety and Permits recently demolished at least two blighted structures, one on Jamison in Pines Village and one on St. Ferdinand in the Upper Ninth Ward.

It's difficult for public entities to receive approval to demolish a structure that belongs to a private party. There are legal challenges, including serving proper notice on derelict and uncooperative owners, court hearings, determination of correct ownership, delays, putting together specifications for demolition, properly and publicly bidding the demolition job, and then approving the job and overseeing the work. Because of understandable protections of private property rights, the process from initially citing a property for City code violations to demolishing it can take many months.

So, District D is pleased to see at least one, and at times more, blighted properties and health hazards removed from our neighborhoods each week. Removal of some of this blight has already facilitated new investment and has generated appreciation from suffering neighbors.

There are many reasons that some properties fall into severe disrepair. People pass away without children or family members who choose to maintain the property; survivors don’t do succession. Some owners simply don’t have the money to keep up with the concerns generated by ownership. Despite these challenges, neighbors and community members don’t deserve the blight.

Our District D office wants to see every vacant property put to a higher end, better use. We encourage owners or potential owners of properties to take care of their assets. Cut the grass, secure the property, make repairs, or sell it, but don’t let its presence harass neighbors or serve as an eyesore or threat to your community. In time, the property will be taken for demolition.

Please click here for information on Code Enforcement, and please click here to learn more about successions in Louisiana.
Sincerely,

Councilman Eugene J. Green, Jr.

UNO MARCHING FORWARD WITH CAMPAIGN TO ADD FOOTBALL: 'IT COULD BE TRANSFORMATIONAL'

Tim Duncan has a bold vision for the University of New Orleans. He sees a day in the near future when thousands of students and fans commune in an open-air, on-campus stadium along the shores of Lake Pontchartrain to watch the Privateers play Division I football. UNO’s fourth-year athletic director is convinced the sport can be a catalyst for UNO. Not just for the athletic program but for the entire student experience at the school, which has served as New Orleans’ largest public four-year college since opening its doors in 1958.

During his State of the Privateers address to boosters and athletic department staff on Thursday night, Duncan updated his proposed plan to add football, women’s golf, women’s soccer and marching band to the school’s athletic department.

The plan could become a reality if UNO students approve an increase in student fees during a voting referendum Nov. 9. The proposed increase to a $300 flat fee for part-time students and $400 for full-time students is required to fund the estimated $4 million to $5 million annual expense needed to add the four programs.
