Happy Veterans Day to all who have had the opportunity and the honor to serve in the Armed Forces of the United States. Your service is greatly appreciated. 


As I celebrate Veterans Day with all veterans, I am reminded of my father and his having fought for freedoms, including here and in this special district and community. My father and brother are veterans of the United States Air Force, and I am proud to honor their service and the service of all. 


Thank you to the residents attending significant meetings to prepare for comprehensive street construction and bridge replacement work (DeSaix). The Office of Neighborhood Engagement and Roadwork Nola is doing commendable jobs advising citizens of projects and being available to residents to answer questions prior to and during construction. There is disruption as these scores of projects are conducted in various areas of District D, but the comprehensive work is enhancing the infrastructure of all our communities. 


It is great to see the outpouring of generosity already shown in the spirit of thanksgiving. Many people and agencies are planning Thanksgiving food distributions. Remember that the Sheriff's Office seeks volunteers for the Thanksgiving Day senior dinner. Click the link here if you are interested in volunteering.


For one full week in the New Orleans Police Department's Third District, there was not one incident of violent crime reported. There should never be a violent crime. I look forward to the day when the Third District's October 30 through November 5 report is the norm across all our city's police districts. Remember to report what you see to the NOPD at 504-821-2222


During the City Council's Code Enforcement budget hearing, it was reported that the City of New Orleans has cut thousands of vacant, blighted lots in 2023. While it would be better for owners to take care of their own lots, the City can step in as Code Enforcement has done to alleviate some blight in our communities. The liens that are attached to the properties are not as valuable as the effect on the market if owners would invest in proper maintenance. If you live next to or near a severely overgrown lot, please file a complaint with a photo at nola311.org. In addition, be aware of the City's mow-to-own program, for which information can be found at this link.


Go, Saints! With a 5-4 record and the NFC South division lead, the path to the Super Bowl is cleared. The possibility of rain this weekend and early next week is a welcome development, which, when coupled with a Saints victory, would be exciting.

It's heartening to witness the surge in new home construction within the Upper Ninth Ward. The community has faced numerous challenges over the decades, and it's high time for infrastructure revitalization and an improvement in public safety. A warm welcome to the new families joining the neighborhood.

BLIGHT REDUCTION IN DISTRICT D


It's unfortunate that the owner of this blighted property on Annette Street in the Seventh Ward South allowed it to affect neighbors for an extended period adversely. We commend the Department of Code Enforcement, Winston Reid, the Office of Safety and Permits, and Tammy Jackson for their efforts to relieve the immediate community. This public intervention is well-deserved by the neighbors.

Great work, Department of Code Enforcement, for the thorough cleanup of the weeds and debris at the 4107-4109-4117 Encampment Street address. Rectifying issues like this blight on private property can be quite challenging for the City. Special appreciation goes to Code Enforcement and D'Artanian Stovall for addressing this matter.



This improvement ensures that neighbors and the students at McDonogh 35, located at 4000 Roneagle Way, can enjoy a blight-free environment. According to records from the Assessor's Office, the owner of the property is Abigail Land Holdings 19, LLC, with an address at 13575 Lyman Drive, Omaha, Nebraska, 68138.

STREET RECONSTRUCTION IN DISTRICT D


Continuous street work is underway on select blocks, with numerous completed blocks. We want to extend our heartfelt appreciation for the patience of both residents and drivers during this process. It's worth noting that District D alone has over 100 blocks under repair, which is contributing to the strengthening of our infrastructure and a reduced risk of flooding.

TRAFFIC ADVISORY: TEMPORARY LANE SHIFTS EXTENDED FOR ALLEN STREET AND PLEASURE STREET


Department of Public Works (DPW) construction contractor Barriere Construction Company, LLC, is continuing to implement a series of lane shifts to accommodate roadway restoration work in the Dillard neighborhood until Friday, Dec. 1. Construction is underway, and the latest update is as follows: 


  • The 1800-1900 blocks of Pleasure Street will have limited access to vehicular traffic
  • There will be alternating lane shifts on the northbound travel lanes on the 3300 block of Allen Street to manage traffic; one lane will remain open for all vehicular traffic (see map).

The New Orleans City Council has established the New Orleans Recreation and Culture Fund to provide funding to support nonprofit community organizations, youth recreation organizations, and culture-bearer organizations that contribute substantially to the well-being, development, and growth of the New Orleans community.


Nonprofit community organizations, youth recreation organizations and culture bearer organizations are eligible. Organizations must be tax-exempt 501c3, located in Orleans Parish, in existence for at least 3 years, and in good standing with the IRS. The City of New Orleans has released a Notice of Funding Availability (NOFA) for community-based organizations to develop programs that promote economic mobility.


The Economic Mobility in Motion: Moving New Orleanians Forward project is funded by $5 million of the City of New Orleans’s American Rescue Plan Act (ARPA) allocation. Through ARPA, the City of New Orleans has committed $194 million to fund priority projects that meet the needs of residents, strengthen the local social safety net, and build a safer, healthier community for the future. DELGADO INTRODUCES CERTIFICATE PROGRAM IN MOTOR VEHICLE TECHNOLOGY

HHS ANNOUNCES ENVIRONMENTAL JUSTICE COMMUNITY INNOVATOR CHALLENGE


The HHS announced a new Environmental Justice Community Innovator Challenge funding opportunity. This Challenge aims to engage local problem solvers on community-level solutions that advance environmental justice and health equity.


The Challenge has two phases, with a total of $1,000,000 to be awarded. All eligible entries will be evaluated, and separate awards will be given for each phase. Participants will have access to a technical assistance opportunity in each phase of the Challenge.


  • Phase 1 will focus on design of concept or development of approach. Entries for Phase 1 will be accepted from September 18, 2023, until January 30, 2024. Up to 12 submissions may be selected to each receive a prize of up to $25,000.
  • Phase 2 will focus on small-scale testing or implementation.  Up to 10 submissions may be selected to each receive a minimum prize of $70,000.

Councilman Green addresses the members of the Seventh Ward community during a meeting sponsored by Healthy Community Services, led by Dr. Angela Chalk, the Founder and Executive Director. We extend our gratitude to the officers of the New Orleans Police Department Fifth District and the New Orleans Fire Department for sharing valuable information with the community.

Councilman Green had the honor of being in the company of distinguished guests, including the Hon. Diana E. Bajoie, former Louisiana State Representative and Louisiana State Senator, who is the first African American woman elected to the State Senate. Additionally, former Louisiana State Representative and former member of the Louisiana Public Service Commission, Irma Muse Dixon, the first African American woman elected to the Commission, graced the occasion. All of these remarkable individuals were present at the Congressional Medal of Honor Society Convention held at the Higgins Hotel and the World War II Museum.

Mrs. Jacquelyn Brechtel Clarkson joined Councilman Green at the World War II Congressional Medal of Honor Society Convention. Mrs. Clarkson, who has an impressive record of service, including time in the Louisiana House of Representatives and multiple tenures totaling twenty years on the New Orleans City Council, currently holds the esteemed position of Honorary Consul for the nation of Lithuania.

The St. Augustine High School Marching 100 represented our City and District D admirably by participating in the Congressional Medal of Honor Convention parade, which was part of the World War II Museum's commemorative events.

Leonard Larkins, Sr., a remarkable World War II Veteran at the age of 103, graced the Congressional Medal of Honor Convention held at the World War II Museum. Mr. Larkins, a distinguished soldier, was among the more than 3,000 African-American soldiers who played a pivotal role in constructing the Alaska Highway, laboring diligently in the rugged wilderness.

Here's more fantastic news: 19 new members have been officially sworn into the New Orleans Police Department as part of NOPD Recruitment Academy Class #198. Congratulations and a heartfelt thank you to these new recruits and their families.



In other updates, there are currently 33 members in the ongoing Class #199, and preparations for Class #200 are already underway. To learn more about joining NOPD, visit joinnopd.org. It's clear that in 2023, and moving forward, the City and NOPD are making significant strides in the right direction, with reduced resignations and increased recruitment efforts.

The World War II Museum hosted the Congressional Medal of Honor Society Convention, where esteemed actors Tom Hanks and Wendell Pierce were honored with Patriot Awards. Mr. Pierce hails from the historic Pontchartrain Park in the Council District. Councilman Green proudly served as a member of the Convention Host Committee.
