Sheriff Commissions Two New Vessels to Patrol the Delta

 

On Wednesday, July 9th, Supervisor Andersen attended the Office of the Sheriff's Marine Patrol Commissioning Ceremony at the Lauritzen Yacht Harbor in Oakley. After the ceremony, she was taken for a quick tour of the Delta near the Antioch Bridge aboard one of the vessels.

  • Sign up for the File of Life program through the Fire District.
  • Maintain at least one week of prescription medications.

Preparations are now under way for Lafayette's biggest event of the year. 

2014 will be the 19th year of this annual festival. The Lafayette Art, Wine and Music Festival will be held Saturday, September 20, 10:00 a.m. - 7:00 p.m. and Sunday, Sept 21, 10:00 a.m. - 6:00 p.m.  Admission is FREE  and it is perhaps the largest annual festival in Contra Costa County.

 Guava Fruit Fly Infestation in Bay Point

Three male guava fruit flies were discovered in the West Contra Costa County community of Bay Point between July 9 and July 11, 2014. Based on a plethora of sources including the California Department of Food and Agriculture and the Bactrocera Science Advisory Panel, there is an infestation of guava fruit flies in this area.

While visiting former Alamo resident Joyce Christensen and taking in the  Brentwood Harvest Festival, Supervisor Andersen ran into Brentwood Mayor Bob Taylor.  Mayor Taylor graciously took his new constituent Joyce,  who recently relocated to Brentwood, and Supervisor Andersen, on a short tour of his impressive City Hall.

The CAPA Community Education Fund (CAPA-CEF) has been sponsoring a student internship program for over 20 years, where it has provided more than 300 students the unique opportunity to gain firsthand knowledge of the political process as well as a solid understanding of the importance of Asian American civic participation.

Ever wonder what your Supervisor does at that weekly Tuesday Board of Supervisors Meeting? Here are some of the board actions from the month of July which impact the residents of District 2:    

 

Recognized July 13-19, 2014 as Pretrial, Probation and Parole Supervision Week in Contra Costa County.

 

Held a hearing on the award of a construction contract with Team-Solar Inc. for the installation of photovoltaic solar systems at six County facilities.

 

Adopted a position on SB 1319 (Pavley), as amended 6/18/14, Oil Spills: Oil Spill Prevention and Response, a bill that makes various changes to existing law related to oil spill prevention, planning, emergency response, including transportation of oil by rail. 

 

Approved response to 2013/14 Civil Grand Jury Report entitled, "The Public Records Act in Contra Costa County"; Directed the response be sent to the Superior Court no later than July 15, 2014. 

 

Adopted a Resolution regarding compensation and benefits for the County Administrator, County Elected and Appointed Department Heads, Management, Exempt, and Unrepresented employees to reflect changes.

 

Declared a two-way stop controlled intersection at Hemme Avenue and La Sonoma Drive/La Sonoma Way, Alamo. 

 

Allocated $20,000 from the Dougherty Valley Regional Enhancement Fund to implement the San Ramon Valley Street Smarts Program for FY 2014/15; Authorized expenditure of $10,000 to add to contributions by the City of San Ramon, the Town of Danville, and the San Ramon Valley Unified School District to implement the Program; Authorized a Memorandum of Understanding and contribute $10,000 to the Town of Danville for program-related administrative services. 

 

Appointed Aron DeFerrari to the Alternate Seat on the Alamo Municipal Advisory Council, as recommended by Supervisor Andersen. 

 

Adopted a position on AB 1621 (Lowenthal), as amended: Emergency Medical Services: Data and Information System, a bill that requires the Emergency Medical Services Authority to adopt a single statewide standard for the collection of information regarding pre-hospital care to determine and monitor the quality and effectiveness of the statewide emergency medical services system, and to develop regulations for electric patient care records by local agencies.

 

Authorized a letter to the California Natural Resources Agency presenting the County's comments on the Draft Bay Delta Conservation Plan and associated Draft Environmental Impact Report and Environmental Impact Statement; Direct staff to submit the letter and detailed comments to the California Natural Resources Agency prior to the July 29, 2014 deadline.

 

Approved/Authorized a contract with the California Agricultural Commissioners and Sealers Association to reimburse the County for non-mandated pesticide use reporting activities.

 

Authorized County participation in the 2014 Spare the Air Program, a program that encourages people to take steps to protect air quality on days when smog levels are expected to exceed the state and federal air quality standards.

 

After reaching an agreement between the parties, denied the appeal of the County Planning Commission decision to approve variances for 1.5-foot front and side yard setbacks for construction of a 7.4-foot tall retaining wall approximately 150 feet in length, located at 229 Miramonte Road, Walnut Creek.

 

Acting as the governing body for the Wiedemann Ranch Geologic Hazard Abatement District (GHAD), approved the annexation of the Elworthy Ranch Development into the Wiedemann Ranch GHAD and approved the Elworthy Ranch Development Annexation Plan of Control.

 

Received an update regarding efforts to address the approval process of Project Labor Agreements (PLA); and on a 3-2 vote (Supervisors Andersen and Piepho opposing, and instead requesting that the $1 million threshold be revisited) found that PLAs have become a routine aspect of County capital projects, the referral to the Internal Operations Committee was suspended until interest arises in further examination or amendment of the existing policy.

 

Approved response to Civil Grand Jury Report entitled "AB 109 in Contra Costa County...So Far So Good" and forward the response to the Superior Court no later than September 4, 2014.

 

Approved response to Civil Grand Jury Report entitled "Contra Costa Detention Facilities" and forward the response to the Superior Court no later than September 4, 2014.

 

Approved response to Civil Grand Jury Report entitled "County Emergency Operations...Ready or Not" and forward the response to the Superior Court no later than September 10, 2014.

 

Provided salary adjustments for Elected Department Head classifications (excluding the Board of Supervisors), effective August 1, 2014.

 

Confirmed the Final Report for CSA EM-1 (County Service Area Emergency Medical Services) and declared intent to levy specified assessments to be collected with the Fiscal Year 2014/15 property taxes.

 

Approved the sale of 2,192 square feet of real property located within the Iron Horse Corridor adjacent to 1554 Manning Lane, Alamo; Authorized the Real Property Sales Agreement; and executed the Grant Deed on behalf of the County, Alamo.

 

Approved the third extension of the Subdivision Agreement for a project by Jennifer C. Doherty, Alamo.

 

Accepted completion of public improvements for subdivision (Gardenia Street, Irisview Place, Butterfly Creek Road and Crocus Hill Court) by Shapell Homes, San Ramon-Dougherty Valley.

 

Approved the Final Map and Subdivision Agreement for subdivision by Shapell Homes, San Ramon-Dougherty Valley.

 

Confirmed the Fiscal Year 2014-2015 Final Annual Report and levying the charges set forth in the report for County Service Area M-30 and Area T-1, Danville.

 

Recognized Darrell R. Lee upon his retirement from the Moraga-Orinda Fire District, as recommended by Supervisor Andersen.

 

Appointed Gary Kingsbury to the District II-A seat on the Alcohol and Other Drugs Advisory Board of Contra Costa County, as recommended by Supervisor Andersen.

 

Approved Appropriations and Revenue Adjustment authorizing new revenue in the amount for County Service Area P-5 (Round Hill) and certain County Service Area P-6 Zones for fiscal year 2013/14 and appropriating it for the provision of extended law enforcement services.

 

Approved/Authorized the County Probation Officer to apply for and accept the Intensive Probation Supervision for High Risk Felony and Repeat DUI Offenders grant from the California Office of Traffic Safety for the supervision of certain felony DUI offenders in the County.

 

Approved/Authorized the District Attorney to submit an application and execute a grant award agreement with the California Governor's Office of Emergency Services, Criminal Justice/Emergency Management & Victim Services Branch, for funding of the Victim/Witness Assistance Program.

 

Approved/Authorized the Sheriff-Coroner to execute an amendment to the California Office of Emergency Services (Cal OES) 2013 Emergency Management Performance Grant, to increase the grant amount to purchase additional equipment to prepare for, mitigate, respond to and recover from emergencies and disasters.

 

Approved/Authorized the County Probation Officer to execute a contract with STAND! For Families Free of Violence to provide parenting training for participants ages 14-25 who are involved with the criminal justice system.

 

Approved/Authorized the Health Services Director to execute a novation contract with the Jewish Family and Children's Services of the East Bay to provide Mental Health Services Act prevention and early intervention services.

 

Approved/Authorized the Health Services Director to execute a contract with Contra Costa Crisis Center to provide Mental Health Services Act prevention and early intervention services.

 

Approved/Authorized the Health Services Director to execute a contract with Meals on Wheels and Senior Outreach Services of Contra Costa to provide home-delivered meals for the Senior Nutrition Program.

 

Approved/Authorized the distribution of $3.05 million in Measure WW funds by initially allocating $610,000 to each Supervisorial District, and continue to work with each Supervisor's office to facilitate the development of a list of park projects to be submitted to the Board of Supervisors for approval prior to submitting the list to the East Bay Regional Park District for final approval.

 

Declared/Accepted the results of the Primary Election conducted on June 3, 2014 as on file in Contra Costa County Elections Division, as recommended by the Clerk-Recorder/Registrar of Voters.

 

Referred to the Internal Operations Committee the triennial update of the Contra Costa County Emergency Operations Plan.

 

Acknowledged that the County is in compliance with the Bay Area Commuter Benefits Program (SB 1339); Directed staff to develop and implement strategies that increase employee use of the vanpool program and to report back periodically on the outcomes from all the County's Transit Demand Management strategies to ensure continued compliance with SB 1339.

 

Authorized polling for the Contra Costa County Flood Control and Water Conservation District in order to determine customer expectations to better implement the plans and policies and provide optimal service to the residents of Contra Costa County.

The farmers market  includes Certified California Grown Produce, a variety of prepared food vendors and non-agricultural offerings such as baked goods, specialty foods and seafood. The Alamo Farmers Market is scheduled to take place every Sunday, from July 27th through November 23rd, from 9:00 a.m. to 1:00 p.m. at the Alamo Plaza Shopping Center, Danville Blvd. and Stone Valley Road. On Wednesday, July 9th, Supervisor Andersen attended the Office of the Sheriff's Marine Patrol Commissioning Ceremony at the Lauritzen Yacht Harbor in Oakley. After the ceremony, she was taken for a quick tour of the Delta near the Antioch Bridge aboard one of the vessels.

The two vessels were named after retired members of the Office of the Sheriff - Commander Dale Morrison and Deputy Freddie Reno. Both had a tremendous impact on the Marine Services Unit, and boating safety & education on the Delta. The vessels are already in use for a variety of missions that include Delta patrol, homeland security and boating safety. Click here to watch the commissioning ceremony.

It's 10th Anniversary


The 10th Annual Orinda Classic Car Show Weekend kicks off with a "Rebels With A Cause" party at the Orinda Library Plaza on Friday September 12, 2014 at 6:30 pm.  This fantastic 50's party includes a special retrospective car display of hotrods, roll and tuck, ragtops and glass packs. Dinner will be served, and there will be silent and live auctions and, of course, dancing!  

 

On Saturday, September 13th from 10 a.m. - 3 p.m., the Town of Orinda will host the 10th Annual Classic Car Show. This free event continues to delight car fans of all ages and benefits the "Seniors Around Town" transportation service, an Orinda Association program, The Educational Foundation of Orinda (EFO) and other fine causes.

Night Out Against Crime

 

On Tuesday, August 5, 2014, neighborhoods throughout Contra Costa are being invited to join forces with thousands of communities nationwide for the "31st Annual National Night Out" crime/drug prevention event. National Night Out, which is sponsored by the National Association of Town Watch and co-sponsored by local police  and Neighborhood Watch Groups, will involve over 15,000 communities from all 50 states, U.S. Territories, Canadian cities, and military bases around the world.  In all, over 34 million people are expected to participate in "America's Night Out Against Crime" on August 5th.

 

National Night Out is designed to: 1) Heighten crime and drug awareness; 2) Generate support for, and participation in, our Neighborhood Watch Programs and other anti-crime efforts; 3) Strengthen neighborhood spirit and Police-Community relations and 4) Send a message to criminals letting them know our neighborhoods are organized and fighting back against crime!

 

From 5:30 to 9:00 pm, on August 5th, residents in neighborhoods  turn on outside lights, and spend the evening outdoors on porches, lawns, and front steps, with neighbors, and police officers.  Many of our Neighborhood Watch groups are planning special events, such as pot-lucks, block parties, ice cream socials, and the like.  Click here for more information.

fruitfly Guava Fruit Fly Infestation in Bay Point

Three male guava fruit flies were discovered in the West Contra Costa County community of Bay Point between July 9 and July 11, 2014. Based on a plethora of sources including the California Department of Food and Agriculture and the Bactrocera Science Advisory Panel, there is an infestation of guava fruit flies in this area. Guava fruit flies are both an economic and an environmental threat. As a non-native species from Southern Asia, guava fruit flies can seriously disturb our local ecosystems. Further, guava fruit flies reproduce by laying their eggs into fruit where their larvae burrow out and make them unfit to eat. These fruits include cherry, guava, mandarin, melons, orange, and peach, whose gross value in 2011 was $2.7 billion and represents a significant portion of our produce industry.

 

According to analysis by the California Department of Food and Agriculture, there exist no cultural or biological methods to eradicate guava fruit flies. The first step that will be implemented is the use of male attractant treatment, which is the process of using small amounts of methyl eugenol and the pesticide naled in a clay matrix to attract sexually mature flies to bait stations where they will die. However, if there proves to be a growing population of sexually immature males, females, or an unprecedented number of guava fruit flies, the next step will be to use a foliar treatment, which is a bait spray with an organic composition of the pesticide spinosad. If the spray is used on a resident's property, they will receive a 48 hour notice beforehand. Finally, if there is evidence of a growing population of guava fruit flies, host fruit within a minimum of 100 meters of the locations where the fruit flies were found will be removed and disposed of in landfills. Visit the Forest Home Farm on Saturday, August 9 for some old fashioned fun! The San Ramon Historic Foundation will have ice cream for sale complete with sprinkles and other tasty toppings. But enjoying a nice cold dessert is just the start of the fun... listen to lively old-fashioned tunes, take a tractor ride, try your hand at old-fashioned games, and compete with your neighbors and friends by entering a hula hoop, watermelon-seed spitting, or egg toss contest.

Forest Home Farms, located at 19953 San Ramon Valley Blvd., San Ramon, is open the second Saturday of each month for a fun-filled day of various events including interactive exhibits, a tractor museum, and beautiful grounds to stroll.  There will be  free activities centered around a different theme each month from August through November. Tour the Glass House Museum or farm with a docent to travel back in time to the early days of the San Ramon Valley. Visit the Welcome Center to view exhibits and purchase old-fashioned toys and gifts at the Gift Shoppe. The California Independent Film Festival (CAIFF) is one of the most successful and fastest growing film festivals in California. Since its inception in 1997, CAIFF has captured both national and worldwide press. canyonbridgeCanyon Bridge Replacement Project

Canyon Road, the southern gateway connection to the Town of Moraga and the community of Canyon, facilitates an average daily traffic use of 6,000 vehicles. The bridge spans the west branch of the San Leandro Creek, south of Constance Place. The Town of Moraga has begun the preliminary engineering and environmental clearance phase of the Canyon Road Bridge Replacement project anticipating construction in 2016. This project will be funded primarily by the Federal Highway Bridge Program administered by Caltrans. Community meetings will take place in October and December. The Contra Costa County Fire Protection District held its annual Line of Duty Death Remembrance Ceremony  on Monday, July 21, 2014 at its training center in Concord.

 

The ceremony honored those members of the Contra Costa County Fire Protection District who have died in the line of duty. Line of Duty Deaths include those lost to cancer and other job related diseases, as well as those lost while fighting fires.

 

The ceremony took place at the Memorial Wall and Memorial Rose Garden.  Members of the public are welcome to visit the Memorial Wall and Rose Garden at the Training Center, located at 2945 Treat Blvd in Concord.

Supervisor Andersen's summer intern Jasmine Tsui join Chair Mitchoff and Candace at the Board of Supervisors dais at a recent Board meeting.

The District 2 office is fortunate to have two summer interns this year from the Chinese American Political Association (CAPA). The CAPA Community Education Fund (CAPA-CEF) has been sponsoring a student internship program for over 20 years, where it has provided more than 300 students the unique opportunity to gain firsthand knowledge of the political process as well as a solid understanding of the importance of Asian American civic participation.  

 

Jasmine Tsui is a 15 year old  incoming junior at Monte Vista High School in Danville. Outside of school Jasmine likes to dance and volunteer. As part of CAPA, Jasmine is required to work at least 100 office hours and 20 community service hours over the summer. She really enjoyed her time working at the office.

    

In Jasmine's own words, she says,

"Working at Supervisor Andersen's office has been such a special learning experience. Everyone there is so helpful, honest, and friendly. I learn new things everyday about local government and community issues. I have also attended many interesting meetings and even a bus factory tour! As expected, there is scanning, writing, and research involved which can be tedious at times. However, I learn things even from that! Scanning numerous documents has opened my eyes to how important saving and recycling paper is to the office. All the research and writing has increased my knowledge about laws and controversial subjects in the County. (Before working at the office, I had no idea that there is a discussion talking place about a cemetery being built close to where I live!) Picking up phone calls and conversing with other officials or constituents has improved my communication skills which is important for any job. The meetings I have attended provided me with a front row view of polite discussions, conflicts being resolved, and how negotiations or compromises can be made respectfully. This internship has taught me many things even beyond the political process."    

 

 

Ryan Sim is 17 years old and a rising senior at Dougherty Valley High School. His two-year experience as DVHS Model UN President cultivated his interests in current events, public policy, and foreign relations. He also serves his community in his free time and has been honored with the Congressional Gold Level Award and the President's Volunteer Service Gold Level Award. To synergize his interests in politics and service, he decided to participate in the Chinese American Political Association (CAPA) Education Fund internship program.  

 

Ryan states:

My experience this summer has been challenging but immensely rewarding. I have been honored to participate in two internships this summer. The first half of summer, I had the privilege of working with the Danville Mayor, Robert Storer. I attended various events ranging from Plastic Bag Forums to Town Council Meetings. I was also fortunate enough to speak with City Attorney Robert Ewing and Assistant to Town Manager Nat Rojanasathira on possible career paths in the political and legal fields. These collective experiences gave me valuable insight into the microcosmic levels of city government, which were complemented with my internship with County Supervisor Candace Andersen in the latter half of summer. Although I continued my internship with Mayor Storer, having the opportunity to work with Supervisor Andersen in an office environment was a great boon to my professional and research skills. I attended a Board of Supervisors meeting, which was an eye-opening experience to how the County is run and interacts with the state and city governments. All in all, I have been honored to work for two incredibly competent and intelligent politicians who have tremendously impacted my worldview.

Who do the prohibitions apply to?
The prohibitions apply to all Californians. The prohibitions against runoff in outdoor landscapes, washing vehicles with a running hose (no shut off), hosing down sidewalks and driveways, and running fountains that do not recirculate water are a minimum level of effort that every resident of the State is
responsible for.

Is there an exemption to the prohibitions to protect public health and safety?
Yes, the regulations state that the prohibitions apply "except where necessary to address an immediate health and safety need or to comply with a term or condition in a permit issued by a State or federal agency."

Are locals prevented from enacting or enforcing water prohibitions that are more stringent than the regulations?
No, the regulations represent a minimum level of effort and everyone is encouraged to do more.

What is meant by "sidewalk" in the prohibition section of the regulations?
A sidewalk is commonly considered to be a walkway designated for pedestrian travel.

WATER SUPPLIER ACTIONS
What would be a sufficient "comparable" level of conservation under the regulations?
The regulations anticipate that the outdoor irrigation restrictions can result in up to a 20% reduction in outdoor water use. The expectation is that the imposition of conservation measures, other than the 2-day per week default provision should achieve a similar or better level of savings.

Do the regulations apply to wholesale water suppliers?
No, the regulations do not apply to wholesale water suppliers. If a supplier provides both retail and wholesale services, the regulations would apply to the retail component of the service.

Do the regulations override local conservation programs?
The regulations do not override local conservation programs, but they may cause a water supplier to increase the level of effort to achieve water savings. The regulations specifically require water suppliers to implement their water shortage contingency plans to a level that imposes mandatory outdoor irrigation restrictions. Many communities are currently calling for voluntary restrictions. The regulations would increase this level of effort.
If a water supplier has implemented a drought contingency plan that restricts outdoor irrigation to 3 days per week, are they in compliance with the regulations?
Yes, the regulations require water suppliers to implement the stage of their water shortage contingency plans where outdoor irrigation restrictions are mandatory. The regulations recognize that everyone's plans are different, reflecting unique local conditions and do not specify what the specific restrictions must be as long as they are mandatory.

Do the regulations apply to Investor Owned Utilities that are regulated by California Public Utilities Commission?
Yes, the regulations apply to Investor Owned Utilities in the same manner that they apply to public water agencies. Implementing certain aspects of the regulations will require approval from the
California Public Utilities Commission (CPUC), but that approval will come in the form of letters from CPUC staff, which will be issued on a ministerial basis. As indicated above, the prohibitions apply to all Californians regardless of their source of water (recycled water excepted).

ENFORCEMENT
Can both law enforcement and water agencies issue citations for an offence under the regulations?
The infraction citation may be issued by a peace officer or any employee of a local agency that is charged with enforcing statutes, regulations, and ordinances pertaining to water use, if the local agency has adopted an ordinance empowering them to do so. This means that the precise individuals within an agency authorized to issue the infractions would vary depending upon what, if any, relevant ordinance the agency has adopted.

Who will be held responsible for non-compliance with the prohibitions in rental units?
Just as with a traffic ticket, it is the person that is actually engaging in the prohibited activity.

GENERAL
How do the newly adopted regulations affect tribal lands?
These regulations follow existing precedent on tribal/state relations. They do not apply to federally or tribally-owned water suppliers or users on tribal trust lands of federally recognized tribes. To the extent some tribal lands may be serviced by non-tribal public water suppliers, the suppliers must comply with the regulations. Click here for more information.
