On April 8, Mark Carrier, Board Chairman of NVC and President of B.F. Saul Company Hospitality Group, addressed Virginia House Speaker Don Scott’s Emergency Committee on the Impacts of Federal Workforce and Funding Reductions. Speaking on behalf of NVC members, Carrier highlighted the far-reaching effects of federal downsizing on the travel and hospitality industries.
“Federal policies, including the layoff of personnel, downsizing and elimination of departments and organizations, and shifts in grant funding, have a direct impact on demand for travel and hotel services,” Carrier stated. He emphasized that NVC has taken proactive steps over the past 120 days to assess the situation and craft an action plan aimed at providing leadership and engagement during this period of uncertainty.
Carrier reaffirmed NVC’s commitment to engage, partner, and provide resources to navigate these challenges alongside industry and government stakeholders. The discussion underscored the urgent need for collaboration to mitigate economic disruptions stemming from federal workforce reductions and funding shifts.
As the landscape evolves, NVC will continue to advocate for policies that support a stable and resilient hospitality sector. We appreciate the opportunity to elevate these critical concerns on behalf of our community.

On April 9, 2025, Mark Carrier, Board Chairman of NVC, presented at the Metropolitan Washington Council of Governments (MWCOG) Board of Directors meeting.
He highlighted a startling statistic: roughly 70% of the hospitality industry in the D.C. region is directly tied to the federal government. The federal presence fuels a significant portion of business. Any fluctuations in government travel, event planning, or departmental budgets have a cascading effect across the broader economy.
“When the industry struggles, it signals broader economic challenges,” Carrier noted. He emphasized the need for coordinated and collaborative action to navigate this period of change effectively. “Frankly, at a level we have not always achieved in the past,” he added.
NVC remains focused on advancing innovative solutions and fostering collaboration to drive long-term regional prosperity.

NVC strongly strongly supported the creation and expansion of Dulles International Airport. In the 1970s, the airport expanded its terminal to accommodate growing traffic and became one of the busiest airports in the U.S. — a critical asset to Northern Virginia’s economic development.
By the end of the decade, the Chamber’s advocacy helped Fairfax County’s population grow from 122,000 to 584,000, further fueling the region’s economic prosperity.
