Is Virginia Ready For a 4-Day Workweek?
Since its enactment on October 24,1940, the United States has relied on the Fair Labor Standards Act to keep our country's workweek to a 40-hour maximum standard. This standard, commonly known as "full time," typically follows an 8-hour workday over 5 days (Monday-Friday). Two recently proposed bills*, one Federal and the other Californian, have brought the 40-hour workweek back into the spotlight with an intent to reduce the maximum to 32-hours per week. In other words, a 4-day workweek.

Given its long and established history within the business community, why are legislators suddenly focusing on the 40-hour workweek? In short, employee retention. Spurred by the pandemic and citing burnout and a lack of employer value, employees have been quitting jobs at record rates, some never to return. In an effort to attract and retain employees, more and more companies are reducing their workweek to 32-hours/4 days per week. The nonprofit group, 4 Day Week Global, has been supporting companies worldwide through the transition.

With both Federal and State bills currently in review, we had to ask our Northern Virginia business community, "is Virginia ready for a 4-day workweek?" We encourage you to take our 1 question poll here. We'll publish the poll's results in next week's Doing Business.
*HR 4728, introduced by Rep. Mark Takano, D-California, will be under review by the House Committee on Education and Labor on July 27th. California Assembly Bill 2932, targeting companies with more than 500 employees would make employers pay overtime to those who work more than four days a week, is currently being reviewed by the state's Committee on Labor and Employment.

I-66 Express Lanes Opening; Briefing on May 4th
The long-awaited I-66 Express Lanes will be opening later this year. The new Express Lanes will enhance travel options for those commuters using I-66 Outside the Beltway (OTB). On May 4th, the I-66 Transportation Management Program (TMP) will provide a briefing for I-66 commuters and employers in proximity to the project. Transportation professionals will be discussing travel options on I-66 OTB, including the financial incentives and technical assistance available for using commuter buses, vanpools, and carpools. Learn more here.

Vaccination Requirement: Upon review of both the CDC guidance on community levels of COVID-19 and its website listings showing our own Northen Virginia counties' positive case percentages, the Chamber has removed its proof of COVID-19 vaccination requirements. Additionally, the Chamber will no longer require masks be worn. You are welcome to wear a mask if that makes you comfortable. 
 
As always, if you are sick or feel you are getting sick, we ask that you please stay home.
 
The Chamber will continue to follow COVID-19 guidance from local health departments and the CDC for in person events.

Looking toward your company graduating from 8(a) status? Join this exciting new cohort for GovCon CEOs who are transitioning from small to large and learn from leaders whose companies have successfully made the transition. We will help you created your graduation plan based on insight from CEO peers and facilitated by Newport Consultants. The cohort will meet one morning each month over a 6-month period. The Greater Washington Apprentice Network May Employer Briefing

The Greater Washington Apprentice Network (GWAN) brings together employers, academic institutions, public and private sectors. Employers gain access to best practices from organizational peers, sources of prospective apprentice candidates, support services, academic institutions, and training resources. The GWAN meets on the first Tuesday of each month for an Employer Briefing.

We’ll gather to watch the finalist videos together and applaud their work before we announce, at long last, the 2022 Innovator of the Year.
