California Governor’s Proposed Budget for 2025/26: What It Means for Schools


Governor Gavin Newsom has released his proposed state budget for 2025/26, totaling $322 billion and balancing the budget without a deficit. While there is limited new spending, the proposal demonstrates a strong commitment to public education, including a 2.43% cost-of-living adjustment (COLA) for schools. Following are some key highlights that will directly impact K-12 schools in California.

Universal Transitional Kindergarten (TK) Program


The Governor’s budget supports full implementation of the nation’s first universal transitional kindergarten program. This initiative will provide free early education to approximately 400,000 4-year-old children across California. To ensure a supportive and high-quality learning environment, classrooms will have a low adult-to-student ratio of 1 adult for every 10 students.

Expanded Learning Opportunities Program (ELO-P)


California’s commitment to expanded learning continues with funding for after-school and summer/winter break enrichment programs for income-eligible students in transitional kindergarten through sixth grade. These programs offer additional opportunities for tutoring, arts, and community engagement, giving students valuable learning experiences outside of regular school hours.

Universal Meals Program


California public schools will continue to provide free breakfast and lunch to all students, regardless of family income. This program plays a vital role in addressing food insecurity and ensuring every student has access to healthy meals during the school day, supporting both their well-being and academic success.

A Note About Future Funding


While this year’s proposed budget is stable, Governor Newsom raised concerns about potential reductions in federal funding. Currently, about one-third of California’s budget comes from federal funds. If these funds were reduced, it could lead to difficult decisions and potential cuts to essential programs in the future.

What's Next?


The Governor’s budget proposal is the starting point for the state’s annual budget development process. Over the next several months, the legislature will review and refine the Governor’s proposal before finalizing the state budget for 2025/26.
