Affordable, High-Speed Internet Could Soon Reach Thousands in Kitsap County

Thousands of homes and businesses throughout the area are one step closer to getting reliable and affordable high-speed internet.

This major milestone comes on the heels of a recent announcement from the Kitsap Public Utility District (KPUD) that the Washington State Broadband Office has made a preliminary allocation of $14.98 million for broadband infrastructure in Kitsap County as part of the National Telecommunications and Information Administration’s Broadband Equity, Access, and Deployment Program (BEAD).

“Think of it as funds being ‘reserved’ for KPUD, pending the completion of federal review and approval of the state’s funding proposal,” said Angela Bennink, KPUD’s general manager.

If received, KPUD will use the grant money to help build the infrastructure needed to expand existing broadband connections to an additional 4,000 households across the county.

“The funding award creates a backbone investment in KPUD infrastructure that will lower the cost for thousands of residents to connect to the fiber network and open the door for continued growth of our community-owned utility. In short, it closes real gaps in access, makes broadband more affordable, and sets up KPUD to keep building a network that serves everyone in our communities, not just the easy-to-reach areas,” said Bennink.

It will also supplement the $6.6 million already received from the Kitsap County American Rescue Plan Act (ARPA), which is being used to build 21 fiber distribution nodes to strengthen speeds to 100 Gbps for thousands of homes.

GPC: Red Barn Renovation

Brings New Life to Clear Creek

Last week, the Clear Creek Sa’qad Interpretive Center—affectionately known as the Red Barn—took a big step toward becoming the vibrant interpretive center it once was. Thanks to a generous $21,000 grant from The Home Depot in Silverdale, the Red Barn underwent major renovations aimed at restoring its role as an educational and gathering space along the Clear Creek Trail.

We are incredibly grateful to The Home Depot in Silverdale, who not only donated $21,000 in tools and materials, but also showed up in force to help bring this vision to life. The Home Depot crew worked alongside a dedicated team of GPC staff and volunteers over two full days tackling some serious improvements with energy, skill, and a lot of heart. Altogether, volunteers contributed an estimated 200 volunteer hours to the project—a powerful testament to what community collaboration can achieve.

New IRS Guidance Creates Significant Tax Liability on Paid Leave Premiums & Benefits

In February 2025, the IRS released long-awaited guidance on the federal tax treatment of state Paid Family and Medical Leave (PFML) programs. The ruling carries major implications for Washington, Oregon, and Colorado, where employer premium contributions are required. For the first time, both employees and employers face federal tax liability in ways not previously contemplated.

Currently, employers contribute 55% of medical leave premiums while employees pay 45%. Family leave premiums are funded entirely by employees. The new IRS guidance imposes straightforward tax liability on family leave benefits even with employer premium contribution. The treatment of medical leave benefits, however, is more complex, creating challenges for claimants, employers, and the PFML program.

To minimize tax exposure and burdens on all parties, the PFML program is reviewing a proposal to shift employer contributions from medical leave to family leave. Under this approach, employers would cover 59% of family leave premiums, while employees would assume 100% of medical leave premiums.

WR’s Government Affairs team is actively engaged in efforts to address the proposed shift in premium collection for the Paid Family and Medical Leave (PFML) program. The association is working to ensure that any changes do not increase the burden on employers compared to the current premium structure. A key concern is the issue of retrospective tax liability, given the IRS effective date of January 1, 2026. Even if the Legislature prioritizes and passes the proposal during the 2026 session, uncertainty remains about whether the PFML program’s systems will be ready in time. As part of this work, WR team member Rose Gundersen is representing the business community on the PFML Advisory Committee, advocating for practical solutions and employer protections.

WA's Minimum Wage to Top $17 in 2026

Washington state’s minimum wage will surpass $17 per hour in 2026. 

It will rise 2.8% to $17.13 per hour, starting Jan. 1, the state Department of Labor and Industries announced Tuesday. The current $16.66 per-hour wage already leads the nation, though California and parts of New York are close at $16.50. The federal minimum wage is set at $7.25. 

The cities of Seattle, Bellingham, Burien, Everett, Renton, SeaTac and Tukwila all set minimum wages higher than the state. As does unincorporated King County. Advocates in Lynnwood are looking to join that list, as they gather support for a ballot initiative to raise the minimum wage to $20.24 per hour there.

The annual statewide minimum wage increase is calculated based on inflation. California’s minimum wage, by comparison, will jump slightly to $16.90 in 2026. 

The state is also upping the threshold for exempting salaried workers from overtime pay. 

In 2026, Washington employers will need to pay overtime exempt workers at least 2.25 times the minimum wage, totaling $80,168 per year. It’s a big jump from this year, as the tipping point for small employers is $69,305 and $77,969 for bigger employers. In 2028, the figure is set to rise to $93,392 and 2.5 times the minimum wage for all businesses.

Workers aged 14- and 15-years-old are allowed to make 85% of minimum wage, so their rate will be $14.56 per hour in 2026. 

Minimum wage for ride-booking drivers, for services like Lyft and Uber, is also increasing. For trips in Seattle next year, drivers with passengers will earn 70 cents per minute and $1.63 per mile, or $6.12, whichever is greater. Trips outside Seattle will earn drivers 40 cents per minute and $1.38 per mile, with a minimum of $3.55.

This year, state lawmakers considered accelerating increases to Washington’s minimum wage, to $25 in 2031. The legislation didn’t advance in the Legislature, but could return in the 2026 session that begins in January.

Violations of the state minimum wage can be filed with the Department of Labor and Industries.

Don't Open Your Door to Fraud

Beware of Paving Scams Ripping Off Consumers in WA

Fraudsters claiming to be legitimate contractors have been knocking on doors soliciting paving work around the state, according to the Washington State Department of Labor & Industries (L&I), law enforcement, and the Better Business Bureau. These scammers are notorious for doing shoddy or incomplete work, overcharging customers by thousands of dollars, and then disappearing when the customer tries to follow up.

In recent weeks, paving scams have been reported in King, Pierce, Skagit, Clark, Snohomish, and Grant counties. Some consumers have been swindled out of thousands of dollars.

Many of the door-to-door pavers are not registered with L&I, which verifies registered contractors have liability insurance and a bond, and meet other requirements. Unregistered contractors leave consumers with little financial recourse if there are problems.

How the scam works

Typically, a stranger claiming to be a legitimate paving contractor knocks on doors in a neighborhood, saying he has asphalt left over from another job. He offers a bargain price to pave or seal the homeowner’s driveway.

When the contractor says the job is finished, however, the bill is thousands of dollars higher than the initial quote. Victims may later discover the paving was poorly done with cheap materials but can no longer reach the contractor.

Similar schemes promote roof replacement, chimney repairs and other home improvement jobs.

Homeowners who need home repairs should look for contractors themselves, instead of hiring someone who shows up uninvited at their door.

Consumers also should:

• Get three written bids.
• Only hire contractors registered with L&I.
• Report fraudulent contractors at Lni.wa.gov/ReportAContractor or call our fraud hotline at 1-888-811-5974.

Send your Ballot Early

Auditor Warns of Possible Delays with USPS

Recently updated United States Postal Service policy could mean voters sending ballots by mail on election day, or even days before, may have their votes discarded in the coming November general election due to postmarking delays.

The Kitsap County Auditor is recommending that voters using USPS to participate in the Nov. 4 election vote by Oct. 28 to be sure their ballot is counted.

A proposal adding language to USPS policies around postmarking mail, like election ballots, was filed on Aug. 12, outlining that a postmark confirms the Postal Service's possession of a mail piece on the date it's imprinted, but that the postmarked date "does not inherently or necessarily align with the date on which the Postal Service first accepted possession of a mail piece," according to the news release about the changes from USPS.

State laws says that ballots must be postmarked no later than election day or returned to a ballot drop box by 8 p.m. on Nov. 4 to be counted. While mailed ballots could still be received and counted after election day if postmarked by USPS in time, a late postmark may disqualify the ballot, according to the Washington Secretary of State's website.

Election officials are mailing ballots by Friday, Oct. 17, marking the start of the 18-day voting period through Nov. 4.

"We're anticipating mailing them on the 14th, which is the Tuesday, and so everybody should have their ballots by the weekend," said Paul Andrews, Kitsap County Auditor, in a phone call with the Kitsap Sun.

Andrews recommends voters using the mail ensure their ballots are in a mailbox, a blue collection box, or turned in to a post office by Tuesday, Oct. 28, a week before election day, to avoid possible delays that could happen between mailing-in and getting postmarked as election day gets closer.

Silverdale

Drivers should plan for lane closures beginning Monday, Sept. 8, as the Navy begins seismic upgrades on the Anderson Hill Road railroad bridge near the Old Frontier Road intersection in Silverdale. One lane will be closed Monday through Thursday from 7 a.m. to 4 p.m. Both lanes will reopen Friday through Sunday. The initial construction phase is expected to last 4-6 weeks.
