GHS/HAZCOM UPDATE: CHANGE IS COMING!

Michael A. Kerr, CHMM
President, MACSolve, LLC

HAZCOM is always on the top 10 for OSHA citations and you can expect changes again. Bottom line, when OSHA introduced us to the [then] GHS compliant HAZCOM Standard Update (29CFR 1910.1200), the GHS 3rd Edition had been published and adopted in the 2012 HAZCOM Revision. We are now up to the 8th GHS Edition, go figure. So OSHA has, through this NPRM, announced adoption of changes to GHS from Edition 7, AND some of Edition 8! So there, lots of changes, some minor, some significant, some your typical OSHA spelling mistakes!

Michael Kerr is the President of MAKSolve, LLC, a local environmental and safety consulting firm. Mr. Kerr just celebrated 14 years in private practice following a career that has encompassed 10 years in the Royal Navy; journeyman electrician/maintenance mechanic in the aluminum manufacturing industry; mine safety specialist in Richmond Virginia where he was responsible for safety and health in 7 open pit quarries, one sub-surface mining operation and three architectural stone centers, then to Ohio as Director for Government Affairs for a local Kettering firm. His “consulting” career started in 1999, and opened his eyes to small business challenges and hence steered him to assist the small business community for the past 22 years as a consultant in the environmental and occupational safety fields.

Michael earned his B.S. in Environmental Engineering, and a Minor in Occupational Safety, from Kennedy Western University, and a M.S. in Environmental, Safety & Health Management, from the University of Findlay. He also holds the Certified Hazardous Materials Manager designation at the Master Level, and the Advanced Safety Certificate from the National Safety Council.

Michael is a: Past President of the KittyHawk Chapter of the American Society of Safety Engineers, Past Chairman of the Board of Junior Achievement; Graduate (’94) of the Leadership Dayton Program, former Dayton “Up and Comer,” and recipient of the Dayton Chamber’s “George Coleman Safety Award.”

Q: My First Aid / CPR / AED certification is expired. What should I do?

A: Great question and this is one I am hearing a lot recently. All industries are required to comply with 29CFR 1910.151(b) which states: In the absence of an infirmary, clinic, or hospital in near proximity to the workplace which is used for the treatment of all injured employees, a person or persons shall be
adequately trained to render first aid. Adequate first aid supplies shall be readily available. Near proximity is explained as 3-4 minutes. So, basically, everyone needs to have responders trained in first aid, CPR and AED’s (if applicable). OSHA offers some resources here.

Training and certification can be difficult to come by in the current climate. But this issue needs to stay on your radar. Some local fire departments are doing CPR certification in person or a hybrid of in-person and online. There are also local service and safety training companies that are offering this training. As things ramp back up, hopefully the BWC and Safety Councils will start offering this again as well. Keep
checking and looking for options that will work for you!

Don’t sit idle until you can get the certification, consider holding drills with your first aid responders, review resources and watch videos about first aid and CPR. Doing something is better than doing nothing and remember if you don’t act in a manner beyond your training, you are protected under the Good Samaritans laws.

As for First Aid supplies – that’s another question – but here is a good resource to get you started. (BWC does not support or endorse any product or service.) Happy Training and great question for February which is heart month.
