New York State Dedicates $1.1 Billion to Future of I-81
The New York State budget includes a $32.8 billion plan to improve state roads and highways, and $1.1 billion of that has been allotted to the Community Grid project. The Community Grid, which is expected to be approved by the federal government this spring, is planned to replace a 1.4 mile elevated stretch of highway that runs through Downtown Syracuse. Construction is projected to begin by the end of the year.

Alcohol To-Go to Return
Those who enjoyed being able to order alcohol to-go during the first few months of the pandemic will be happy about a new provision, just introduced in the 2023 New York State budget. During the pandemic, being able to include alcohol with takeout meals provided a lifeline for restaurants and a comfort for customers. To help support continued economic revitalization, the state budget includes a provision to bring back alcohol to-go for the next three years, and the New York State Liquor Authority recently released guidance to help restauranteurs understand what is permitted. Alcohol must be sold in a sealed container – and contents of a bottle of wine and/or liquor can not be transferred into a same or equivalent bottle. Food of substance – such as sandwiches, salads, hotdogs, wings, and “meals” – must be ordered to accompany the alcohol. A bag of chips, candy, or a handful of nuts are not permitted. Restaurant owners will be unable to serve full bottles of alcohol to customers.

Funding is intended for festivals and events that will be held from May 2022 through May 2023. Each event organizer is encouraged to submit an application as soon as possible to be considered for funding support. Applications may be submitted for grant amounts between $3,000 and $20,000.
