MOA Delivers Mini Medical School to Greg Kelser Basketball Camp

The Michigan Osteopathic Association (MOA) presented a Mini Medical School to the Greg Kelser Basketball Camp. The MOA Mini Medical School is an added station where the campers learn about health, vaccinations and how to prepare for a career in medicine.  
 
The Michigan State University legend and Detroit Pistons announcer has hosted a summer basketball camp for over 40 years. And while his camps focus on the various drills that can make a young person a better player, Kelser has always included a focus on academics. As a first team Academic All-American in 1979, Kelser provides a fantastic role model when it comes to maintaining the balance between athletics and school work.    
"Thanks to the MOA!" said Kelser. "Your group really helps us set ourselves apart from other camps." With the older students the discussion included opportunities at the Michigan State University College of Osteopathic Medicine (MSUCOM), including the OsteoChamps and Future Docs programs.

The MOA would like to thank our volunteers- Matthew Wolf, MSU Lyman Briggs student, as well as students from the Michigan State University College of Osteopathic Medicine (MSUCOM) Casey Walter, Class of 2022, Maria Ruedisueli, Class of 2022, Casey Schukow, Class of 2022 and Matthew Meranda, Class of 2021 - for their time in helping to spread the word of good health and to inspire the DOs of tomorrow.     
Dr. David Wolf receives Humanism in Medicine Award from Arnold P. Gold Foundation

David Wolf, DO, was presented with the 2019 Arnold P. Gold Foundation Humanism in Medicine Award from the American College of Osteopathic Obstetricians and Gynecologists. The award honors physicians who personify an extraordinary level of compassion and sensitivity in patient care.

Dr. Wolf, who is the associate director of Henry Ford Wyandotte Hospital's Obstetrics and Gynecology Residency Program, said notification of the award came at a time when he needed the most. "The thing so powerful about this award is that it hits the areas I have been trying all my life to emphasize," he said. "This award means more to me than any other I have received."

A graduate of Des Moines University-College of Osteopathic Medicine, Dr. Wolf completed his residency at Riverside Osteopathic Hospital in 1979, and in 1983 became Board Certified. He is an active member of the Michigan Osteopathic Association and the Wayne County Osteopathic Association.

HIPAA Security Rule must be implemented

More and more medical practices are learning the hard way that the requirements of the HIPAA Security Rule must be implemented. The first version of the Security Rule became effective in 2005 and has since been amended. Generally, there are two parts that every medical practice must comply with.  
 
First, a written "risk assessment" must be conducted. This assessment forces you to study the storage and flow of your electronic medical record information. You are required to examine each of the Security Rule's administrative, technical and physical safeguards. Some of these safeguards are required by the Security Rule and must be implemented. The Security Rule identifies the others as "addressable" and those may be implemented or not (but you should document that you have considered them and the reasons you decided not to implement them).  
 
Second, if your electronic medical record information is breached and you cannot document that there is a low risk of disclosure, you must notify all the affected patients, the U.S. Department of Health and Human Services ("HHS") and (if more than 500 affected patients) publish a notice in the local media. "Breach" is broadly defined as a disclosure of information in your medical record which is not permitted by HIPAA.
Breaches are now frequently occurring. When they do and HHS is notified (or a disgruntled affected patient contacts a regulator) it frequently requests information from practice to determine whether the risk assessment was performed, and the safeguards implemented.  
 
The medical practices that can show compliance with the Security Rule are in the best position to avoid fines and other sanctions. The opposite is true for those that cannot, often having to agree to consent orders requiring them to comply and to pay large fines ($100,000 plus is not uncommon).

The connection between the Michigan State University College of Osteopathic Medicine (MSUCOM) and the Michigan Osteopathic Association (MOA) dates back to the 1960's.

In 1959 the Michigan Association of Osteopathic Physicians and Surgeons (the predecessor of the MOA) President Alan M. Potts, DO, delivered his presidential address with a bold proposal- that the association adopt as its major program , the establishment of a college of osteopathic medicine.

In 2019 MSUCOM is celebrating its 50th Anniversary. The connection between the MOA and MSUCOM is still going strong.

Each year the MOA selects a group of Student Liaisons to represent MSUCOM and participate in events throughout the year. In addition to the liaisons, the MOA maintains a seat on the Board of Trustees for a Student Representative.

CMS Proposes Payment Changes - Call for comments 
 
Proposed Policy, Payment, and Quality Provisions Changes to the Medicare Physician Fee Schedule for Calendar Year 2020 

On July 29, 2019, the Centers for Medicare & Medicaid Services (CMS) issued a proposed rule that includes proposals to update payment policies, payment rates, and quality provisions for services furnished under the Medicare Physician Fee Schedule (PFS) on or after January 1, 2020.
 
The calendar year (CY) 2020 PFS proposed rule is one of several proposed rules that reflect a broader Administration-wide strategy to create a healthcare system that results in better accessibility, quality, affordability, empowerment, and innovation.
 
CMS will accept comments on the proposed rule until September 27, 2019 and will respond to comments in a final rule. The proposed rule can be downloaded from the Federal Register at: https://www.federalregister.gov/public-inspection

The MOA will host the 15th Annual Autumn Scientific Convention at the Amway Grand Plaza in Grand Rapids, Nov. 8 - 10, 2019. Network with colleagues, visit the Scientific Research Exhibit Competition and visit with exhibitors during a compelling and educational weekend. This event has seen tremendous growth since its humble beginnings in 2004. Educational CME opportunity to earn 24-26 AOA Category 1-A credits. Autumn Convention SRE Competition

The Scientific Research Exhibit (SRE) competition is accepting submissions. Cash prizes and awards await SRE presenters. The Autumn Convention SRE in Grand Rapids is growing each year. The deadline for submissions is October 1, 2019 . Participants notified by October 11 of acceptance

Pediatric and Adult Influenza Webinar: 2019-2020 Flu Season

MDHHS Division of Immunization in collaboration with the Michigan State University - Extension will be kicking off the 2019-2020 flu season with the 8th  annual Pediatric and Adult Influenza Webinar: 2019-2020 Flu Season on  September 4, 2019 from 12:00-1:00pm (ET).  
 
The webinar is intended to communicate important information for immunization providers on the upcoming flu season, including influenza vaccine recommendations, influenza surveillance data, and strategies to increase influenza vaccination rates.
 
Please share this information with other immunizing providers who may benefit from this event.

Subject: Enrollment Requirement for Prescribers

Programs Affected: Medicaid, Healthy Michigan Plan, Children's Special Health Care Services (CSHCS), Maternity Outpatient Medical Services (MOMS)

The purpose of this bulletin is to enforce federal Medicaid enrollment requirements that apply to providers who prescribe drugs to Medicaid beneficiaries. These requirements are outlined in Section 6401 of the Patient Protection and Affordable Care Act and Section 5005(b)(2) of the 21st Century Cures Act. The purpose of these requirements is to protect Medicaid beneficiaries by strengthening program integrity and care quality.

Effective October 1, 2019, providers who prescribe drugs to Medicaid beneficiaries must be actively enrolled in the Community Health Automated Medicaid Processing System (CHAMPS) - the state's online Medicaid enrollment system. The Michigan Department of Health and Human Services (MDHHS) will prohibit payment for prescription drug claims written by a prescriber who is not enrolled in CHAMPS.

For Prescribers
Claims for drugs prescribed by a provider who is not enrolled in CHAMPS will be denied. This applies to all providers who prescribe drugs, including medical residents. In order to avoid interruptions in beneficiary drug therapy, prescribers are encouraged to enroll in CHAMPS as soon as possible. The MOA joins CPAN and others to harness the enthusiasm, tenacity, and commitment so many have voiced to continue fighting to ensure that those injured in auto accidents can receive the care they need to recover. There is a long road ahead to either improve or repeal the recently enacted law, PA 21: the Michigan Auto Insurance Law. The public needs to know just exactly what choices they will be able to make and be aware of the risks they are now exposed to whenever they enter a vehicle.

MHA Safety & Quality Symposium | Thursday, Sept. 26

The annual MHA Safety & Quality Symposium brings national experts to MHA members and draws hundreds of attendees each year. This year's symposium will focus on caring for caregivers and current healthcare priorities in Michigan, and its agenda has been condensed to one day to make it easier for clinical teams to attend.  
   
Keynote speaker  Amy C. Edmondson, Novartis professor of leadership and management at the Harvard Business School, will outline the importance of psychological safety in creating a safe environment. Additional speakers include  Eric Alberts, CEM, corporate manager, emergency preparedness, at Orlando Regional Medical Center, and  Dayna Bowen Matthew, JD, PhD, distinguished professor of law, professor of public health sciences, University of Virginia, Charlottesville.
