July 27 Board Meeting
At Tuesday's Board of Supervisors meeting the board recognized Jennifer Sicilliano for her years of hard work and service to Fairfax County as the Chief External Affairs Office for Inova Health System.
The Board approved the following action items:
  • Supplemental Appropriation Resolution to accept grant funding and authorization to execute a grant project contract with the Virginia Department of Environmental Quality for the purchase of electric transit buses and charging stations.
  • Plain language explanation for the 2021 bond referendum for improvements to public schools.
  • FY 2022 and FY 2023 Community Services Performance Contract between the Fairfax-Falls Church Community Services Board and the Virginia Department of Behavioral Health and Developmental Services.
  • Endorsement of the Virginia Department of Transportation six-year secondary system construction program for fiscal years 2022 through 2027.
  • Establishing the active and thriving community grants program.
  • Resolution authorized the Department of Transportation to Apply for funding, and endorsing projects being submitted for the Virginia Department of Transportation’s FY 2023-2-24 transportation alternatives set-aside funding program.
  • Establishment of a police civilian review panel, approved by the Board of Supervisors and related bylaws amendment

The Board held public hearings and approved:
  • A public benefit association and modification of the front yard setback for the Turner Farmhouse located at 10609 Georgetown Pike.
  • A change in ownership for an existing medical care facility located at 2100 Powhatan Street in Falls Church.
  • An ordinance to provide a method to assure continuity in Fairfax County government during the COVID-19 emergency and its aftermath by temporarily approving outdoor dining and outdoor fitness and exercise activities subject to certain conditions, thereby temporarily suspending the need for individualized approvals for such activities.
  • An adoption of amendments to ensure continuity in Fairfax County government during COVID-19 and its aftermath by approving temporary county operated hypothermia prevention shelters.

Carryover Recommendations Include Funding for Board Priorities
The FY 2021 Carryover Package was presented to the Board of Supervisors at their meeting on Tuesday, July 27. With an available General Fund balance of $177.47 million and approximately $122 million in unspent federal coronavirus relief and recovery funds, the board will consider increased investments in priorities like the environment and energy, affordable housing and early childhood services; and additional support for the county’s public health program and pandemic response. A public hearing and vote on the package is scheduled for October.

Carryover is the process by which unspent or unencumbered funds for commitments to pay for goods and services at the end of one fiscal year are reappropriated to the next fiscal year. 

Highlights of the FY 2021 Carryover Recommendations:
  • Support for the county’s public health program and pandemic response— Federal stimulus funds will be used initially to fund new Health Department positions, including 82 new public health nurses, to provide one public health nurse per school for the entire Fairfax County Public Schools system, per state mandate, and 16 new positions to advance public health preparedness and department operations. Funding is also recommended for nine new positions in the Department of Neighborhood and Community Services in support of the Emergency Rental Assistance Program.
  • Funding in continued support of the county’s environmental and energy strategies —$18.68 million would be allocated to fund county environmental and energy strategies, including $15.48 million to support necessary investments consistent with the board’s Energy Carbon Neutral Declaration , Operational Energy Strategy and Community-Wide Energy and Climate Action Plan.
  • Support for affordable housing projects and initiatives —$5.12 million is recommended for allocation to the Department of Housing and Community Development to support affordable housing projects, and to create an affordable housing preservation coordinator position as recommended by the Affordable Housing Preservation Task Force .
  • Funding for early childhood services — $4.5 million is included to support a new childcare center at the Kingstowne Complex . The complex will co-locate the Franconia Police Station, the Lee District Supervisor’s Office and Franconia Museum, the Kingstowne Library, an Active Adult Center and a childcare facility. A 10,000 -square -foot childcare space will provide affordable, high quality, full-time early childhood services for 78 children ages birth to five, accessible to families with moderate incomes.
  • Employee Considerations — Per the Board’s request as part of the FY 2022 Budget Guidance, $13.26 million has been identified for a one-time bonus of $1,000 for merit employees and $500 for non-merit employees. This bonus mirrors the one approved by the Board for FY 2021. An additional $1.46 million is recommended to fund five additional positions and operational support for continued implementation of collective bargaining.

The carryover package also includes a number of strategic reorganizations to facilitate collaboration and achieve efficiencies, funding to address budgetary shortfalls caused by the pandemic including the closure of county park facilities and program cancellations, and investments in IT projects and capital infrastructure, among other items.
September 14: Stakeholder and Public Engagement on Proposed Plastic Bag Tax Ordinance
On Tuesday, July 27, the Board of Supervisors authorized a public hearing on a proposed plastic bag tax ordinance, scheduled for September 14, 2021 at 4:30 p.m. at the Fairfax County Government Center. In accordance with enabling legislation passed in the 2020 Virginia General Assembly, the five-cent tax would be applied to each disposable plastic bag provided at point of checkout at grocery stores, convenience stores and drug stores. Should the ordinance pass in September, the tax would take effect on January 1, 2022. A two-cent discount would be available to participating retailers until January 1, 2023, at which time the discount would decrease to one cent.

The plastic bag tax is intended to discourage consumption of single-use plastic bags, which often end up as litter in local streams and waterways, harming fish and other wildlife. In addition, revenue collected from the tax may be used for environmental cleanup, litter prevention and environmental education programs. Recognizing that the tax may unduly impact certain populations, in accordance with the enabling legislation, tax revenue may also be used to provide reusable bags to recipients of certain federal food support programs.

2021-22 School Age Child Care
Over the past 16 months, Fairfax County and Fairfax County Public Schools (FCPS) successfully partnered to create the Supporting Return to School program and Camp Fairfax to provide learning opportunities for children during COVID-19. With the return to in-person instruction in FCPS this fall, SACC will be providing before and after school services in 142 locations this year, including two new centers.

County Seeks Volunteers for Consolidated Community Funding Pool's Selection Advisory Committee
Fairfax County is seeking community volunteers to participate on a Selection Advisory Committee that will review and evaluate proposals and make recommendations on how to distribute funds to community partners that support Fairfax County residents. The funds are issued through the Consolidated Community Funding Pool (CCFP), a competitive countywide grant program, and will go to programs that fill critical human services needs among the most vulnerable populations.

To be eligible for the Selection Advisory Committee, you must be a Fairfax County resident and at least 21 years of age. You are not eligible if you are a current Fairfax County Government employee, board member/officer, or an employee of any organization planning to apply for CCFP funding.

Volunteers must be able to commit 2.5 hours per week from January-March 2022. Extensive pre-service orientation will be provided, and this volunteer opportunity can be done entirely virtually if requested.

Moving Forward NOVA: Now Recruiting Corps Members! @ CASA
CASA is recruiting for its Moving Forward NOVA AmeriCorps program. The program is a stipend-paid year-long community service commitment in which those that join provide services with the immigrant and low-income communities in Prince William County and Fairfax County. August 6-8: Virginia's 3-Day Sales Tax Holiday
During the sales tax holiday, you can buy qualifying school supplies, clothing, footwear, hurricane and emergency preparedness items, and Energy Star™ and WaterSense™ products without paying sales tax.

August 16: Deadline to Apply for Cooling Assistance
Cooling Assistance is a program designed to help keep vulnerable Fairfax County residents cool during the summer months. To be eligible, at least one household member must be: 60 or older, 5 or younger, or disabled according to Social Security, Medicaid or 100% Veteran’s Administration. 

Applications for Cooling Assistance will be accepted until Monday, August 16.

Cooling assistance can help with: 
  • Payment of electric bills to operate cooling equipment. 
  • Payment of electric security deposit that is needed to establish new service. 
  • Repair of a central air conditioning system, heat pump, ceiling fan, attic fan or whole house fan. 
  • Purchase of a whole-house fan, including ceiling or attic fans when there is no other working cooling equipment in the home. 
  • Purchase and installation of one window unit air conditioner for households when there is no other working cooling equipment in the home.
