UPDATES & REMINDERS

HAPPYHALLOWEEN!

Halloween is

Saturday, October 31st

Loudoun County does not set a specific time for trick-or-treating on October 31st, but it typically starts around dusk on Halloween.

The Dulles Farms Community guidance on Halloween is consistent with the information posted by Loudoun County.

As posted in previous years, each family within our community should evaluate their own situation to determine what is best regarding partaking in festivities during Halloween.

As a reminder, we recommend that homes that opt NOT to participate in typical Halloween festivities, please keep their porch lights off as a sign they are not partaking.

Please be sure to check out these articles for Halloween safety Tips:

Please be Mindful when Parking at your Home

A reminder to our Dulles Farms residents that parking spaces are limited and we ask to please utilize driveways and garages to open up street parking for all residents and their guests. Thank you for your cooperation and understanding.

Pet Reminders - Be Respectful to Your Neighbors and Your Community

  • Please do not allow your pet to defecate on homeowners property which includes private property adjacent to our many paths.

  • Please do not allow your pets to trespass onto homeowner driveways and yards. Walking with your pets through other residents' yards or property without their consent is trespassing.

  •  Please clean up after your pet. Take along a baggie with you to pick up waste and then dispose of it properly. Use one of the Pet Waste Stations or if you cannot do so, please be sure to dispose in your trash receptacle at home. If the Pet Waste Station is full, please do not place your pet's waste at the base of the station.

  • Do not use Tot Lot waste receptacles for pet waste as these are located where children are at play.

  • PLEASE KEEP YOUR PETS ON A LEASH

There is a leash law in Loudoun County.

All dogs are required to be leashed unless they are on the owner’s property, are in a designated space (fenced dog park), are participating in a formal obedience training class or if the dog is a service animal who is otherwise under the handler’s control. Please also remember to keep your pet leashed while on the paths.

For more information about Loudoun’s animal related laws, please refer to the Loudoun County Code of Ordinances, Chapter 612.13 under Running At Large. If you experience or see aggressive animal behavior, please immediately call Animal Control 703-777-0406 to report.

Notice Regarding Door Hangers: Front Bed Maintenance, Mowing, & Other Maintenance Issues

Dear Homeowners,

If you recently found a door hanger notice on your front door, please note that these are generally issued to remind residents of community standards regarding front landscaping bed maintenance and lawn mowing. Maintenance of your flower beds and yard is required and must be done on a regular basis in order to remain in compliance.

To keep Dulles Farms looking neat and well-maintained for everyone, please keep the following guidelines in mind:

  • Lawn Care: Ensure your grass is regularly cut (kept at 6 inches or below) and edged along sidewalks, driveways, and curbs are neatly trimmed.
  • Bed Maintenance: Remove all weeds from garden beds, tree rings, and pavement joints, and keep shrubs properly pruned.
  • Other Maintenance Issues: If there is something written on the bottom, read it carefully, as there are specific items outside of the regular maintenance that need to be taken care of.
  • 7-Day Cure Period: Once a notice or door hanger is issued, residents have 7 days to complete the necessary maintenance and cure the violation. For example, if the notice is dated October 20th, you have until October 27th to take care of the noted issue.
  • Right to Abate: Please be advised that per community guidelines, if the violation is not cured within the 7-day window, the Association reserves the right to enter the lot and perform the necessary maintenance at the homeowner's expense.

If you have any questions or need to submit photo confirmation once your yard is taken care of, please reach out to our Covenants Administrator at DulFarms@CiraMail.com or by phone at 703-542-7555. Thank you for doing your part to keep Dulles Farms looking beautiful! Your copy should address 3 key questions: Who am I writing for (audience)? Why should they care (benefit)? What do I want them to do (call-to-action)?

Create a great offer by adding words like "free," "personalized," "complimentary," or "customized." A sense of urgency often helps readers take action, so consider inserting phrases like "for a limited time only" or "only 7 remaining!"

Compliance Responsibilities & Resale Reminders

Whether you are planning to stay in your home for years to come or are considering moving soon, please remember that all exterior changes require prior approval.

·    Submit Before You Install: Homeowners are responsible for submitting an exterior modification application and receiving approval before beginning any project. While property inspections are completed each year, compliance is ultimately the responsibility of the homeowner. Please note that there is only 1 inspector for the entire community, it is possible to miss items that are out of compliance. As inspections are conducted annually, something missed one year will likely be caught in a subsequent year. Resale inspections are more comprehensive, so...

·    Don't Wait Until You Sell: Please do not delay submitting applications until you decide to put your house on the market. Review timelines are fixed, and if an unapproved modification fails to meet design guidelines, resolving the issue late in the process can cause significant delays.

·    Order Resale Packets Early: If you plan to sell, do not wait until you receive an offer to order your resale packet. Waiting until the last minute risks taking open violations to the closing table.

·    Violations Convey: A property CAN be sold with open compliance violations; however, those unresolved violations convey directly to the new owners.

We Are Here to Help: If you are considering selling your home or simply want to review your property's compliance status, please feel free to reach out with questions. Our Covenants Administrator, Shelby, is happy to assist you through the process!

Fall Maintenance Reminders

With the fall season underway, homeowners are encouraged to complete seasonal exterior maintenance before winter sets in. Essential tasks include power washing siding, decks, and fences to eliminate mildew; clearing out end-of-season garden beds and leaves; and ensuring gutters are free of debris. Don't wait to receive a violation, taking care of these items now prevents property damage and keeps our neighborhood looking its best year-round!

  • Power Washing: Clean siding, decks, fences, and walkways to remove mold, algae, and grime build-up from the spring and summer months. If you already have an open violation for this, make sure you take care of it before the weather gets too cold.

  • Garden Beds & Landscaping: Cut back dead perennials, clear out end-of-season garden beds, remove fallen leaves, and ensure all climbing vines or vegetation are properly trimmed back. Our Covenants Administrator will be issuing violations for unsightly gardens, please ensure you clean these areas at the end of the growing season.

  • Gutters & Drainage: Clear gutters and downspouts of fallen leaves and debris to ensure proper drainage before colder weather sets in.

Thank you for your cooperation and for doing your part to maintain the beauty of our community!

What If You Receive a Final Notice with a Hearing Date Set?

  • Don't Panic, But Don't Ignore It: Reaching the final notice stage means an open item has gone unresolved. Under Virginia law, the Association must offer you due process before any monetary charges can be assessed.
  • Correct it Before the Hearing: If you resolve the issue or submit the required application prior to the scheduled hearing date, the hearing can usually be canceled!
  • Attend the Hearing or Request a Schedule: You have the right to speak with the Covenants Committee at the hearing to discuss the issue, share extenuating circumstances, or request an extension/maintenance plan. The goal is always to achieve compliance, not to assess fines.

Check Your Compliance

With annual inspections currently underway, please take a moment to check your account for any open violations you may have missed in the mail. Keeping track of your compliance ensures you can resolve issues early and avoid reaching a final notice, which includes a hearing date and potential fines added to your account.

You can check your status or reach out to us at any time:

  • Resident Portal: Log in online to view your account status instantly.
  • Email: DulFarms@CiraMail.com
  • Phone: 703-542-7555

If you have any questions or need clarification on a notice, please don't hesitate to contact the office!

Received a Notice in the Mail?

Here’s How to Read It!

We know that receiving an official letter from the Association can sometimes feel intimidating, but please rest assured—these letters are not meant to be threatening or confrontational.

When a notice is sent, it is simply part of our administrative role to maintain consistent standards across Dulles Farms and keep our neighborhood looking its best. The legal language or specific rule references included in the letter are there because our governing documents require us to cite the official guidelines for full transparency, so you know exactly which rule applies.

If you receive a Notice of Violation or Courtesy Notice in the mail, here is a quick guide on what key details to look for and what steps to take next:

  • Check the "Notice Type" & Header
  • Notice Type: Look near the top right or center of the letter (e.g., Courtesy Reminder, First Courtesy Notice). A courtesy notice is simply an initial heads-up to let you know an item needs attention—not an immediate fine or penalty.
  • Notice ID & Account Number: Keep these handy whenever you contact management so we can pull up your file instantly.

  • Read the Violation Details & Location
  • The body of the letter specifies the exact item observed (e.g., unapproved landscaping modifications, overgrown grass, missing shutter) and where on the property it was noted (e.g., Front Yard, Rear Yard).

  • Look for the "To Bring This Property Into Compliance" Section
  • The letter outlines the specific action required to resolve the issue. This usually involves one of two options:
  • Correcting the item (e.g., mowing the lawn, repairing a fence, or removing a noncompliant item).
  • Submitting an Application (e.g., submitting an Architectural Exterior Modification Application to our Covenants Administrator if you made a change or addition).

  • Already Fixed It? Send Us a Photo!
  • If you have already addressed the issue, you don't need to call—simply send an email with a photo confirmation to DulFarms@CiraMail.com and reference your property address in the subject line.

  • Questions or Need More Time?
  • If you have questions about the notice, need clarification on guidelines, or need extra time to complete a repair, please reach out to us right away! We are happy to work with you.
