Safety Reminder: Electric Bikes and Riding Toys

It is wonderful to see so many residents enjoying the outdoors as the weather warms up. However, the Board of Directors and Management have received an influx of concerns regarding the operation of electric bikes, motorized scooters, and other electric riding toys within Dulles Farms.

To ensure the safety of our children, pedestrians, and drivers, please review the following guidelines and discuss them with your household:

🚦 Road and Street Safety

  • Street Laws Apply: Under Virginia law, electric power-assisted bicycles and motorized scooters are subject to many of the same traffic laws as motor vehicles. This includes stopping at stop signs, yielding to pedestrians, and riding with the flow of traffic.
  • Traffic Risks: Operating these toys within active traffic on our streets is extremely dangerous. Drivers may not always see a smaller profile or a child on a fast-moving electric toy.
  • Age and Supervision: Per Virginia Code § 46.2-908.1, no person less than 14 years old should operate a motorized scooter or electric power-assisted bicycle unless under the immediate supervision of a person who is at least 18 years old.

🚶 Sidewalks and Common Areas

  • Pedestrians First: While these devices are often used on sidewalks, operators must yield the right-of-way to pedestrians at all times and provide an audible signal (like a bell or a verbal "passing on your left") before overtaking someone on foot.
  • Parking Lots: Our community parking lots are high-risk areas. Please instruct children that parking lots are for vehicles; riding toys should not be operated between parked cars where visibility is limited.

🛡️ Safety Best Practices

  • Wear a Helmet: We strongly encourage all riders to wear a properly fitted helmet. For certain high-speed electric devices (Class 3 e-bikes), helmets are a legal requirement in many Virginia jurisdictions.
  • Visibility: If riding near dusk, ensure the device is equipped with a white front light and a red rear reflector or light.

The safety of our children and the peace of our community are our highest priorities. Let's work together to keep Dulles Farms a safe place for everyone to live and play.
