E. 24th Pipeline Project

EWEB is nearing completion of the pipeline work on E. 24th Ave., Miami Ln., and Onyx St. Crews have been scheduled for the final phase of work, and EWEB is now aiming for full project completion by the end of March. 


Thank you to neighbors for keeping an eye on posted signage and moving street-parked cars in advance of any construction activity. 


What to Expect in the Coming Weeks


New, larger-diameter water mains have been installed on 24th Ave. from Miami Ln. to Agate St., Miami Ln. from 24th Ave. to 25th Ave., and Onyx St. from 24th Ave. To 23rd Ave.


In the coming weeks, you will see crews move through the project area to connect the smaller service pipes that lead to individual homes and businesses, which will require a temporary water shutoff. See the next section for more details.

Flow of Work: Replacing Pipes Requires a Temporary Water Shutoff

Planned Water Shutoffs: Why are they Necessary?


EWEB pipe replacement projects go through the same series of steps to ensure neighbors have clean, fresh water with minimal interruptions. The last step – switching over to the new pipes – requires water service to be shut off temporarily. Shutoffs will occur on a rolling basis during the “Test and Tie In” phase after crews have pressure tested and disinfected the pipes. 


When Will Water Shutoffs Happen for this Project? 


The “Test and Tie In” phase will happen during our normal construction hours and take place in block-by-block sections. Water outages are expected to last between 4 – 8 hours. EWEB crews will notify neighbors in person before a shutoff occurs at your home. If a shutoff lasts longer than 8 hours, it is likely that our crews have run into an issue and will continue working until the issue is resolved.

Traffic Impacts 


EWEB crews will continue to shift traffic lanes or keep one lane open with flaggers to direct traffic. Neighbors will still be able to access their street and homes.


For everyone’s safety, please observe all posted traffic controls, parking restrictions, and detours. Cyclists and pedestrians should take extra care to follow traffic and any closure signage. 

  

Neighborhood Impacts 


Construction activity will create noise, vibration, dust, and may disrupt normal neighborhood activity. Work will typically begin at 7:00 a.m. and conclude by 5:00 p.m., Monday through Thursday. 

Repaving Coordination with the City of Eugene  


The E. 24th Ave. pipeline project is in coordination with a City of Eugene repaving project to address pavement conditions and widen bike lanes. The partnership reduces the costs for both the City of Eugene and EWEB and minimizes traffic impacts for the community.  


City of Eugene Update as of December 2025: 


The 24th Avenue project is bundled into a larger South Eugene paving project that will be paving portion of Hilyard Street, Alder Street, and 24th Avenue.


Preparation for work on 24th Avenue began in late 2025 and will continue through winter. Substantial project work is expected in spring 2026, including new pavement, new sidewalk ramps, new buffered bike lanes, and on-street parking lane removal. Work is expected to finish in summer 2026.
