CAMA'S MEMBER IN TRANSITION TOOLKIT:

A GREAT RESOURCE FOR WORKING CAOS

When a municipal Chief Administrative Officer (CAO) experiences the turmoil and emotions that immediately follows a transition, it is often difficult to think about the resources needed and/or where to find them quickly. CAMA’s “Members in Transition Toolkit” will assist members, as well as their companions and families if you are ever in this unfortunate situation, but it will also help you while you are still employed.


We understand that transition can be difficult for our members to deal with and we recognized that one of the best ways to help was to identify the needs at various stages of transition and provide resources for members to access.


Key observations from our research indicated that preparing for any possible transition starts before accepting a CAO position. Having a good solid contract or employment agreement appeared to make the transition easier for many. Visit our Member's Section to review a copy of our CAO Employment Contract Toolkit.  It also appeared that having immediate and continual access to good resources appeared to make getting through transition easier.


The goal of the Members in Transition Toolkit is to provide: peer support and guidance; inspirational quotes and practical tips from those who have experienced transition; and, easy links to professional resources across the country.  The Toolkit is divided into three parts:


Pre-Transition (Something's up?  I feel it coming!)

During Transition (It's happened.  Now what?)

Post Transition (Let the healing begin!)


The Toolkit also features a checklist for companions, ongoing peer support, ask a peer/ contact a mentor, and a feedback section.

Municipal Peak Performance Program


Located in northern York Region, East Gwillimbury is the fastest growing municipality in Canada based on 2021 Census Canada data. An increase in the number of building permits (370 in 2019 up to 897 in 2021) support this unprecedented growth of 44% from 2016 to 2021. 


While the community grew by 44% and continues to grow, the municipal budget is not growing at the same pace. How do we meet the increasing service level demands without a commensurate increase in resources? 


To address this, the Town adopted a new way of thinking through its Municipal Peak Performance Program (MPP) which focuses on fostering an environment that supports creativity and innovation by developing tools and process to drive innovation, improve service, and reduce costs. 


This ongoing work was recognized as a best practice at the Ontario Municipal Administrators Association Fall Symposium (2021) when the Town was invited to speak about the Program.  Other municipalities experiencing growth are also reaching out to East Gwillimbury as they navigate the challenges associated with population growth, demands on services, a commitment to service excellence and resource constraints.

Capital Project Division’s Evolution of Project Delivery


Over the past five years, the City of Kamloops Capital Projects Division has advanced its project delivery approaches to go beyond the traditional design-bid-build method for public infrastructure, toward practices that are more collaborative, efficient, and cost-effective.


It is a bold shift in how the city procures and delivers public infrastructure and has required support from City leadership, multiple departments and the external business community. The changes have resulted in more inclusive working relationships internally and externally, higher levels of public engagement, increased reputation and trust, and projects that are delivered under budget and ahead of schedule. In what the Capital Project Team calls its project delivery evolution, this process encompasses construction management practices, design/build proposals, master service agreements, and integrated project delivery (IPD).  By integrating team participation on technical decisions and communication practices from the planning phase through to project implementation, the City has experienced a variety of benefits that are further explained in the project detail attachment.
