Sheila brings 35+ years of skills and knowledge from the public sector, including her time as SAO for the Hamlet of Tulita, Assistant Deputy Minister for MACA, Deputy Minister of Human Resources and City Manager for the City of Yellowknife. Recognized by Municipal World in 2020 as one of Canada’s Women of Influence in Municipal Governance, she is a strong advocate for local government. Housing NWT has released its second update on the progress of the Housing NWT Renewal Strategy. This marks an important step in its commitment to increasing access to affordable housing for Northwest Territories (NWT) residents and making more homes for Northerners.
Since the launch of its renewed mandate in 2022, Housing NWT has completed 31 of the 42 actions. Eight actions are still in progress, and three are ongoing. Housing NWT is pleased to report that all actions are expected to be completed during the 20th Legislative Assembly.
Since 2022, Housing NWT has been aligning its programs and policies with its renewed mission to ensure that they are client-centred and transparent.
Some of the notable completed actions that have positively impacted NWT residents include:
- An Asset Management Policy framework to guide sustainable and proactive housing maintenance
- An Energy Management Strategy and Action Plan
- Making public housing healthier by banning smoking
- Improving support for low-income residents
- A plain-language Tenant Orientation Handbook (currently available in English, French and Tłı̨chǫ).
Housing NWT remains committed to strengthening the capacity of its staff and Local Housing Organizations through ongoing training, while continuing to collaborate with Indigenous governments and community leaders to effectively respond to the housing challenges in the NWT.

| | CANADA SUPPORTS NORTHERN TOURISM | | |
September 26, 2025 - Rebecca Chartrand, Minister of Northern and Arctic Affairs and Minister responsible for the Canadian Northern Economic Development Agency (CanNor), has announced a contribution of over $1.5 million to six projects that will enhance tourism marketing, upgrade infrastructure, and fuel growth and diversification in the North.
This funding, delivered through CanNor, will support projects led by NWT Tourism, the Yellowknife Historical Society, the Hay River Museum Society, Sport Yukon, the Tourism Industry Association of Yukon and Tutchone Tours.

The NWT On The Land Collaborative is calling for 2025 applications.
The NWT On The Land Collaborative aims to support land-based programs that:
- Get people out on the land;
- Connect community members to their land, culture, languages, and traditions;
- Build or strengthen partnerships;

- Are sustainable, as it relates to the environment and the continuation of the program.

Green Municipal Fund (GMF) supports the adoption of zero-emission vehicles (ZEVs), charging infrastructure and facility upgrades to enable municipalities to cut fuel and maintenance costs, improve service delivery and reduce emissions.
EV infrastructure is growing quickly across the country, with charging stations becoming more accessible and widespread to meet rising demand. By investing in fleet electrification, municipalities can improve air quality, support local jobs and demonstrate leadership in the clean energy transition—building healthier, more resilient communities.
We fund feasibility studies and capital projects to support the electrification of municipal and/or transit fleets—the transition to ZEVs that have the potential to produce no tailpipe emissions, including battery-electric, plug-in hybrid electric and hydrogen fuel cell vehicles.

Patient Experience Questionnaire
Closes November 10, 2025
The Government of the Northwest Territories is asking NWT residents to complete the 2025 Patient Experience Questionnaire. The purpose of the questionnaires is to gather service users’ feedback about their experiences accessing and receiving healthcare services in the last 12 months in the Northwest Territories.
Results from the questionnaire are used to measure the effectiveness of the health care system in meeting the needs of patients accessing services in the territory and will help the Health and Social Services system improve and monitor progress over time.
Collège Nordique Francophone - Management and Leadership Certificate
Closes October 3, 2025
Collège Nordique Francophone is applying to deliver a Management and Leadership Certificate program within the Northwest Territories, with a proposed effective date of January 2026. The application is publicly posted by the GNWT for 15 business days to allow the public and NWT post-secondary education institutions to provide feedback that will be considered in the review process.
Review of the Access to Information and Protection of Privacy Act - Closes September 29, 2025
The Act mandates regular reviews to ensure it remains current and effective. Under Section 74, the Act must be reviewed by the Minister of Justice within 18 months of the start of every second Legislative Assembly to ensure efficiency, understanding, and compliance. Your feedback is important and will help to determine if amendments to the Access to Information and Protection of Privacy Act are required for improvement.
NWT Nominee Program - Closes September 30, 2025
The GNWT wants to hear from you on the Northwest Territories Nominee Program (NTNP). Tell us what’s working well, where improvements are needed, and what changes should be considered as we look ahead. This input will directly inform potential updates to the NTNP for 2026 and beyond.
