City Projects Being Evaluated or

Underway:


>Lohmar Lane Sidewalk and Pedestrian Crossing Improvements Initial field survey and a preliminary concept design have been completed for sidewalk and pedestrian crossing improvements along a short segment of Lohmar Lane adjacent to Madison Park. The proposed improvements are intended to enhance pedestrian connectivity and safety in the neighborhood by filling existing sidewalk gaps and improving crossing accessibility while utilizing the internal neighborhood sidewalks network. The next steps will include City staff review of the concept design to confirm the preferred alignment and project scope before preparing final construction documents and advertising the project for competitive bids.  


>5th Street to Timberwood Sidewalk Connection

Surveying and design services under way for a new sidewalk connection between 5th Street and the Timberwood Farms neighborhood. The project will establish a continuous, ADA-compliant pedestrian route within the existing right-of-way, improving safety and connectivity for residents. As part of the design process, the City will seek neighborhood input and feedback to help shape the final plan, which may also incorporate beautification and landscaping elements along the corridor. The resulting concept and design documents will provide the basis for future construction plans and funding considerations. 


> Old Town On-Street Public Parking Improvements

Surveying and design services for new on-street public parking in two locations within Cottleville’s Old Town district will start soon—along portions of Lime Street and St. Charles Street. The project will evaluate available right-of-way, drainage, and site conditions to design ADA-compliant on-street parking spaces that improve access and convenience for visitors while maintaining the character of the surrounding historic area. The resulting concept plans and cost estimates will assist the City in advancing construction-ready documents and implementing parking enhancements that support continued downtown growth and accessibility.


>Improvements Coming to Vantage Lake in Legacy Park

The City recently selected a contractor through a competitive bidding process. The work is scheduled to be completed by May 30th 2026 weather permitting. The purpose of the work is to stabilize eroding shorelines at Vantage Lake with rip rap (rock).


Proposed Moratorium on New Residential PUD Rezoning Requests Failed but the City Already has Mechanisms in Place to Allow Officials to

Deny Rezoning Requests


At its recent meeting, the Cottleville Board of Aldermen did not pass a the proposed moratorium on new residential Planned Unit Development (PUD) rezoning applications. The City’s Planning and Zoning Commission had previously recommended denial of the moratorium, citing several concerns and practical considerations:


  • The City already has established mechanisms in place that allow officials to deny or condition rezoning requests as appropriate; heightened scrutiny can continue without halting new submissions.
  • Enacting a moratorium could send a negative signal to the development community—including builders, investors, and small businesses—potentially discouraging desirable projects or relocations.
  • The policy might have unintended consequences, such as preventing quality projects from even being considered during the moratorium period.


During public comments, residents and business owners expressed thoughtful perspectives on the issue. One property owner shared that she has been working to create an agri-community style residential development, noting that a moratorium would have halted her ability to move forward with that vision.



City officials emphasized that while the City is currently undertaking a Comprehensive Plan and zoning code update, the existing review process provides sufficient tools to manage development responsibly. The Board’s decision reflects a balanced approach—maintaining flexibility for future high-quality projects while ensuring that all rezoning requests continue to receive careful, case-by-case review.

City of Cottleville Streamlines and Updates Noise Regulations

The City of Cottleville Board of Aldermen recently approved updates to the City’s Noise and Nuisance Ordinance on October 15, 2025, to better balance the needs of residents and businesses within the community’s growing entertainment district. The revised ordinance modernizes terminology, clarifies enforcement procedures, and establishes objective decibel standards measured at the property line—creating a more transparent and consistent process for evaluating potential noise violations.


While the Cottleville Police Department has received only a few noise-related complaints this year, the Board determined it was important to streamline the process for future enforcement and to provide clearer expectations for all property owners. Many local businesses have already taken proactive steps to minimize noise impacts and maintain a positive environment for nearby residents.


Residents are reminded that timely reporting is essential for effective response. To report noise or other ordinance concerns—such as golf cart violations, dogs at large, or fireworks misconduct—please contact the 24-hour non-emergency dispatch line at (636) 939-9966 at the time of occurrence or as soon as safely possible. For emergencies, always call 911.

Delays in reporting or posting concerns on social media do not result in timely police response or resolution. Dispatchers need real-time information to properly log and route calls for service.

Cottleville City Clerk Receives Missouri Professional City Clerk Designation


Tracy Williams City Clerk of Flint Hill, June Frazier City of Clayton and Lisa Schroeder City of St. Peters attended a recent Board of Aldermen on behalf of the Missouri City Clerks and Finance Officers Association to

recognize and celebrate a significant professional achievement by Cottleville's City Clerk, Amy Lewis. MoCCFOA is a professional organization, providing opportunities and resources for

professional development and continuing education designed to assist members in the performance of their daily job responsibilities and equip them to face the future with confidence.


The organization continues to strive to ensure that education is relevant to the needs and position of a city clerk. The city clerk is the oldest of public servants in local government. The profession traces back before Biblical times. When the early colonists came to America, they set up forms of local government to which they were accustomed, and the office of Clerk was one of the first established.


Ms. Williams reported Amy has recently earned her MPCC — Missouri Professional City Clerk —This designation reflects a meaningful combination of education, training, and real-world experience. It represents a strong commitment to the profession and to continued growth. Amy’s achievement not only benefits her personally and professionally but also brings tremendous value to the City of Cottleville, its leadership, and its residents. By supporting her pursuit of certification, elected officials demonstrated commitment to excellence in local government and their recognition of the important role professional development plays in effective city management.

City of Cottleville Establishes Parks & Recreation Advisory Committee

The City of Cottleville has officially established a Parks and Recreation Advisory Committee following Board approval of new enabling legislation on October 15, 2025. The newly created Committee will serve in an advisory role to the Mayor and Board of Aldermen—helping guide decisions related to the planning, development, and enhancement of the City’s parks, trails, and recreational programs.


Cottleville has experienced tremendous growth over the past two decades, adding more than 200 acres of public parkland and open space along with a wide range of community amenities. With this progress comes the opportunity to look ahead—ensuring that the next phase of park and recreation improvements continues to meet the needs of current and future residents.



The City is now seeking resident volunteers who are passionate about Cottleville’s parks, trails, and community recreation initiatives. The goal is to form a geographically diverse committee that represents a variety of neighborhoods and perspectives throughout the community. Members will assist in identifying priorities, promoting engagement, and providing recommendations on future park projects, events, and long-range plans.

Residents interested in serving are encouraged to apply through City Hall. Additional details regarding membership, responsibilities, and meeting schedules are available on the City’s website or by contacting the City Clerk’s Office.

Spire Gas is Upgrading its Pipeline in the St. Charles County Area Including Cottleville

The City has been advised that Spire has begun construction of their new pipeline in the Cottleville area on Motherhead Road, starting at Nolle Court and working their way north towards Highway N. Two lanes of traffic are expected to remain open during construction, allowing travel both north and south, but slowdowns may occur. Therefore please expect delays, use alternate routes and be patient with crews while they work.

Cottleville's Board of Aldermen meet once a month to conduct City business. They meet on the third Wednesday of each month in the boardroom at Cottleville City Hall (5490 5th Street). When necessary, Planning & Zoning meets on the first Monday of each month to review any applications received. The Old Town Historic Commission meets on the first Monday of the month as well. Gutermuth Road Phase 3 


Crews continue to pour concrete, build driveway accesses, multi use trail and more. Please expect delays, use alternate routes and be patient with crews while they continue to work diligently to complete the project which is a St. Charles County Road Board project.


*Phase 3 of Gutermuth Road is a St. Charles County road project. The third and final phase of roadway improvements now underway was initially delayed when the construction bids came in over budget; this put the project on hold but following continued advocacy from City of Cottleville officials, the project design was revised and rebid in an effort to cut costs. These efforts paid off and the revised project scope received competitive bids and the project was awarded to Gershenson Construction and Notice to Proceed was issued in August of 2024.



**The Gutermuth Road Phase 3 improvements will feature many safety enhancements such as new driving pavement, lane widening, flattening of hills, straightening of curves, curb and gutter stormwater systems, and a new 14-foot wide multi-use path on the south side of the road.

New 10 Home Lot Subdivision Recently Approved on Nearly 24 Acres-Now Under Construction


Lombardo Homes received the initial green light from the City of Cottleville to continue their plans for a new 10 lot residential subdivision to be named Villages at Twin Creeks offering 3+ car side entry garages and a price point close to $1.5 million each on the nearly 24 acres of land north of St. Charles Street and west of Crooked Creek adjacent to the Cottleville Trails subdivision. The tentative subdivision name is a direct reference to Crooked Creek and Dardenne Creek which the property borders. The overall density is 2.4 acres per home and the applicant has agreed to a binding development agreement locking in the maximum of 10 residential single family home lots at the request of the Mayor & Board of Aldermen.


The site will feature a lake and Lombardo Homes works with DJM Ecological Services to properly construct their basins as well as planting appropriate plants that have very deep stable root systems. The applicant and property owner (a Cottleville Resident) requested two readings in February so they could close on the property; however, their journey began back in November when they initially submitted their application for 11 lots and no binding development agreement. From the initial application for 11 lots to the 10 lot version a total of 4 public hearings were advertised and held providing the community with the opportunity to ask questions or express concerns. Some of the next steps in the development process include: Corp of Engineers Permit, Floodplain Development Permit, DNR Land Disturbance Permit, No-Rise Certificate, Grading Plans, and Constructions Plans are all required before home construction can begin.


The City is required to have a Development Review Process for residents, land owners and developers. Once the City receives a development proposal/application, the law requires that the City place that proposal on a meeting agenda (for consideration by the Planning & Zoning Commission and/or the Board of Aldermen).

Bank Stabilization and Channelization of the Dardenne Creek in the Cottleville Area is Now Complete.


Last year the City of Cottleville approved an ordinance granting temporary easements to St. Charles County to access and construct stream/bank stabilization and channelization improvements to Dardenne Creek as part of the master plan for the Dardenne Blueway from Dardenne Prairie to St. Peters, with the greatest portion of this phase running through Cottleville.

The overall purpose of the bank stabilization and channelization is to extend the navigability of the upstream portion of Dardenne Creek for kayaking and thus creating a new leg of the Dardenne Blueway. This course is also in conjunction with the Dardenne Greenway Trail which is intended to extend further west to Dardenne Prairie's Bluebird Park. The channelization of Dardenne Creek especially through this stretch is a major undertaking for St. Charles County Parks and its contractor. Channelization and bank stabilization work has began upstream in the northwest area of Dardenne Creek earlier this spring and they plan to complete the work in 2025. No access points have been finalized or constructed south of I-70 within the newest leg and are still being evaluated by the Blueway, St. Charles County Parks and area cities.


The City of Cottleville is continuing to evaluate and promote private and public partnerships for access points. During preliminary discussions among city officials the location of several access points were contemplated. It was noted that a local property owner had offered to possibly privately fund and construct a public access point off Hwy N next to Dardenne Creek on the northwest quadrant where currently no public recreation areas exist in this portion of the City; other locations were suggested such as within Legacy Park. The initial direction provided was to pursue the privately funded access point first to see how much use and success the Blueway garners and then assess if demand exists to support a second access point in Cottleville utilizing tax payer funding. Again, no final decision for access points has been determined by the City of Cottleville or any other cities along this leg of the Blueway.

The City is required to have a City Development Review Process for

 residents, land owners and developers. Once the City receives a

development proposal/application, the law requires that the City place

 that proposal on a meeting agenda (for consideration by the Planning &

 Zoning Commission and/or the Board of Aldermen). However, merely

 being placed on an agenda does not guarantee that the proposal will be

 approved. Instead, the City reviews the proposal to determine whether

 it complies with the City Code.


Throughout a development or application review process it is critical

that voting members of the public entity remain impartial and reserve

their final decision until it is time to vote. The primary reason for

this is to ensure each applicant is granted their due process for

consideration by the governing body. It is equally important for any

person from the community who has questions, concerns, or general

opinions about a given proposal that they communicate directly with

the City through the designated communication channels such as phone,

email, written correspondence, or in-person statements at a public

meeting. Taking to social media to share one's thoughts and opinions

may be therapeutic and even garner like minded sentiment, but there is

no guarantee that any decision makers from the governing body will

become aware of such online statements.


As with any important topic, it is always best to research multiple

sources for information and in the case of city government operations

and activities that would include directing one's questions and

concerns to the City government. Your elected officials can assist

with this process if you ask them to and City staff are another

resource for information and facts on topics and proposals dealing

with local government.

Similar to all of our neighboring cities, a special event application and permit is required,which includes providing a liability insurance certificate listing the City of Cottleville as an additional insured. This assists in protecting yourself, your organization or business, your tax dollars and City infrastructure. Approved permitted events can be featured in our enews, social media, city calendar, etc.

Dogs In Cottleville:

All dogs must be on a leash in Cottleville parks, sidewalks, trails etc. with the exception of inside our fenced dog park at Legacy Park.

Do you have a Cottleville Resident ID Card?

The card(s) are obtained at St. Peters City Hall, the Rec-Plex, or the St. Peters Recycle City. The documents needed are: a photo ID and a piece of mail with a current date and address. If the address on the photo ID is not current, then two (2) pieces of mail are required. Cottleville Resident ID Cards are free of charge.


Residents need the Cottleville Resident ID Card to receive reduced rates at the Rec-Plex and for yard waste privileges at the Earth Centre.

It is with great pride and deep appreciation that the Cottleville Police Department formally commends Officer Grand for his exemplary conduct and professionalism during an incident that occurred recently, involving a suicidal person armed with a knife. Responding to a volatile and potentially deadly situation, he demonstrated outstanding judgment, courage, and restraint. His calm demeanor, clear communication, and tactical awareness were instrumental in de-escalating a life-threatening crisis. Through his skilled negotiation and unwavering composure under pressure, he was able to convince the individual to relinquish the weapon peacefully, preventing injury to all involved including the subject himself.


His actions reflect the highest standards of this department and exemplify what it means to serve and protect with integrity, compassion, and courage. Situations involving armed and suicidal individuals are among the most challenging we face, requiring not only tactical readiness but also empathy and sound decision-making. His conduct during this incident preserved life and reinforced the public’s trust in our department.
