WHEREAS,
Archer
Alexander
born into slavery in Virginia who was brought to Missouri in 1830,
WHEREAS, in 1863, he informed Union troops in St. Charles County area about an incident of local railroad sabotage and hidden weapons; and
Where as, Confederate sympathizers suspected Archer Alexander of his actions, so he escaped to St. Louis and successfully petitioned the Provost Marshal of Missouri for his freedom and;
Whereas,the western sanitary Commission in the early 1870's collected funds from former enslaved people to construct a national Emancipation Memorial in Washington D.C. and
Whereas, a photograph of Archer Alexander commissioned by prominent William Greenleaf was used by artist Thomas Ball to sculpt the face of Alexander alongside President Lincoln n the Emancipation Memorial; and
Whereas, the Emancipation Memorial featuring Archer Alexander's likeness has stood in Washington D.C. Lincoln Park since 1876; and
Whereas, St. Charles County Steve Elhmann in January 2018 submitted a proposal; to the United States Board of geographic names to officially designate a south flowing, formerly unnamed 2.5 mile long stream with it's head in O'Fallon as Archer Alexander Creek.; and
Whereas; the Missouri Board on Geographic Names is the authority governing procedures for naming and renaming geographic features within the state; and
Whereas, the Missouri Board on Geographic Names at their May 2018 meeting recommended the proposal be approved by the United States Board of Geographic Names and;
Whereas; the United States Board on Geographic Names officially approved the Archer Alexander Creek proposal at their June 2018 meeting; and
Now therefore I , John R. Ashcroft, Secretary of State do hereby proclaim that the formerly unnamed stream in St. Charles County is today, June 28, 2018 officially Archer Alexander Creek.
