City of Cottleville Selected PGAV Planners for New Comp Plan — Work Continues- Open House Coming Up -Community Engagement has been Key Component!

The City of Cottleville is making steady progress on its new Comprehensive Plan, a guiding document that will help shape the community. In partnership with PGAV Planners, city leaders, staff, and residents are actively engaged in a collaborative planning process that is well underway.


The Planning & Zoning Commission has held several productive work sessions in recent months. Most recently, the Commission participated in a joint work session with the Parks & Recreation Advisory Committee. During this session, participants broke into small groups to work through interactive exercises, review trail connectivity maps, and other maps. These conversations are helping to identify priorities and opportunities that reflect the community’s vision.


The City of Cottleville and the Board of Aldermen selected PGAV Planners to lead the development of the Comprehensive Plan in late 2025. With extensive experience across the Midwest, PGAV brings expertise in land use planning, economic development, community engagement, and urban design. City staff continues to work closely alongside the planning team to ensure the process remains inclusive, data-driven, and community-focused.


The planning effort officially kicked off late last fall and will continue through fall 2026. The process includes a thorough assessment of existing conditions, community needs, and future opportunities. The end result will be a set of goals and strategies designed to guide thoughtful growth, preserve community character, and enhance overall quality of life in Cottleville.


Community engagement has been a key component of the process so far. The City is grateful for the strong participation from residents, with more than 700 responses received through the recent community survey. In addition, the last open house drew a great turnout, providing valuable feedback and ideas.

Vantage Lake Spillway Improvements Near Completetion


The City recently selected a contractor through a formal bid process for the Vantage Lake bank stabilization project. This portion of the project is substantially completed. At the March 18th Board of Aldermen Meeting, the board authorized the contractor currently performing bank stabilization and erosion mitigation at Vantage Lake to also repair and restore the Vantage Lake spillway/overflow. Work is expected to begin immediately, weather permitting.

Stamped Sidewalk Replacement & Repairs Near Completion in Old Town Area of Cottleville.

The City recently selected a contractor through a formal bid process, and work has officially begun. This project is expected to be completed later next week, weather permitting.

These improvements focus on repairing the stamped concrete sidewalks in various locations in the Old Town area that are a priority. Please be aware that temporary lane closures and minor delays may occur in the area during construction.

As the home of St. Charles Community College, our city was honored to see local leaders and community members come together for an inspiring evening dedicated to giving back. The St. Charles Community College Foundation plays a vital role in supporting student success by providing scholarships, educational resources, and program funding that strengthen both students and the broader community.

St. Charles Community College (SCC) continues to be recognized for excellence. Recent initiatives—such as the Technology Building redesign and the Center for Immersive Learning in partnership with Dreamscape Learn—highlight SCC’s commitment to innovative, forward-thinking education.

Former Mayor Bob Ronkoski, now serving as one of the newest elected members of the St. Charles Community College Board of Trustees, was also in attendance. Congratulations!

The City of Cottleville was Proud to Host the Quarterly St. Charles County Municipal League Meeting!


Alderman Johnny Gnau welcomed attendees to Cottleville and helped kick off an evening of collaboration and connection among local leaders. We’re also excited to share that Cottleville’s Alderman Gnau was recently elected by his peers to serve as a board member on the St. Charles County MML Board—an honor that reflects his commitment to our community and the region.

Guests enjoyed great conversation, followed by an engaging economic panel discussion that highlighted key trends and opportunities impacting our area.

2026 Mission Clean Stream

Thank You Volunteers!


Thank you to everyone who participated in 2026 Mission: Clean Stream during the weekend of April 11th and 12th.


We had 66 volunteers visit 15 different cleanup sites across Cottleville, collecting a total of 200 pounds of trash. Thanks to your hard work, this waste has been successfully removed from our local streams, creeks, lakes, and rivers.


We truly appreciate your dedication to keeping our community clean.


Have You Heard of the Local Litter Buster's Group?

Back in 2022, while Cottleville resident LeaAnn Grimshaw was picking up trash along the roadside, her friend Jan Rovin suggested making it a group effort? What started as a shared passion for keeping the community clean quickly grew into something more—an opportunity to connect, have fun, and make a visible difference together.

Both LeaAnn and Jan were enthusiastic about beautifying the area. They recognized that picking up litter is not only an easy way to improve the community, but also a chance to meet new people, enjoy the outdoors, and stay active.

Jan soon brought in another friend Marilyn Westenberger, a natural connector known for her recruiting and networking skills, to round out the leadership team. Each brought something unique—Jan’s creativity and branding, LeaAnn’s initiative, and Marilyn’s ability to bring people together.

The three met for lunch to share ideas, and by the end of that meeting, Litter Busters was born.

Since then, the group has learned a lot—everything from coordinating safety vests and arranging dumpsters to building a presence on social media. Along the way, they’ve attracted other like-minded individuals who share their passion for community pride.

Today, Litter Busters continues to grow, proving that even a small group of friends with just an hour to spare can make a big impact in beautifying our city.

Lake St. Louis, Missouri Inaugural Mayor’s Veteran's Cup—Making a Meaningful impact

Michael Padella, Cottleville City Administrator, partnered with area veterans to bring home the Cup at the Lake St. Louis, Missouri, Inaugural Mayor’s Cup—making a meaningful impact along the way!

This year’s victory was even more special, as the event proudly

dedicated their effort to raising funds in support of the PGA HOPE

program (Helping Our Patriots Everywhere).


Warren Elementary School in Cottleville Celebrated 25 Amazing Years of Education, Community, and Tradition!

Named after Revolutionary War veteran Warren G. Cottle, who founded Cottleville in 1798, the school proudly carries forward a legacy of service, strength, and dedication that continues to inspire students and families every day.

The school's milestone celebration was student-led and featured special guest speakers Superintendent Mr. Mark Delaney (Former Cottleville Police Chief), St. Charles County Sheriff Scott A. Lewis, and Cottleville Alderman Michael Guccione — all of whom shared a meaningful connection to Warren Elementary, with children who have attended or are currently attending the school. Their presence is a testament to the lasting impact Warren has on the community.

Adding to the celebration, commemorative stones donated by Buchheit Supply in Cottleville serve as a lasting tribute to 25 years of memories, achievements, and growth.

Cottleville Receives TAP Grant



The City of Cottleville has been awarded a federal Transportation Alternatives Program (TAP) grant to support pedestrian and bicycle safety improvements along Highway N, with funding administered through the East-West Gateway Council of Governments and the Missouri Department of Transportation. The grant, funded by the Federal Highway Administration, will advance a key corridor improvement project that enhances safety, connectivity, and accessibility for residents and visitors alike. 


The project includes the construction of a shared-use path, sidewalk improvements, and traffic-calming features along Highway N, extending from Knaust Road/Cottleville Parkway to Gutermuth Road. These improvements aim to provide safer accommodations for pedestrians and cyclists, improve mobility along a heavily traveled corridor, and support the City’s broader goals related to transportation safety and multi-modal connectivity. Under the grant agreement, federal funds will cover up to 80 percent of eligible project costs, with the City responsible for the remaining local share and long-term maintenance of the improvements.


The project will move through design, environmental review, public engagement, and right of way phases before construction, consistent with federal and state requirements. The City appreciates the partnership with East-West Gateway, MoDOT, and federal agencies in securing this important funding investment for the community.

FRIDAY, MAY 15, 2026

Expect possible delays & road closures between 9:30 AM to 10:30 AM in the old town area of Cottleville.


The parade plans to LEAVE at approximately 9:45 AM from the St. Joseph School parking lot and RETURN at approximately 10:15 AM to the St. Joseph School parking lot.


PARADE ROUTE --- From St Joseph's School lower parking lot: turn left onto Motherhead Road, down Highway N. Turn right onto St. Charles St. (at Bemo's). Turn right onto 5th Street heading back to Highway N. Turn right onto Highway N. Turn left on Motherhead Road back to St. Joseph's School lower parking lot.


The roads will be closed at the following locations for the duration of the parade -

1) Motherhead Rd. and Gutermuth Rd.

2) Hwy N at 5th St.

3) Hwy N at the entrance to Legacy Park

4) 5th St. at St. Charles St. (Behind Bemo's)


****Also note that all the old town area Cottleville interior streets will be closed where they intersect Hwy N and 5th St. for the duration of the parade****

Cottleville Parks & Recreation/Public Works Employees Jump into Spring Duties While Looking to Add Staff!

"Spring has arrived, bringing a renewed sense of energy and purpose for the Cottleville Parks and Recreation Department," says Mike Braun, Parks and Public Works Superintendent, who has been with the City for nearly 9 years. After a long winter, employees and crews are back in full force, working diligently to complete improvement projects, refresh public spaces, and finalize ambitious project lists designed to enhance the community’s outdoor experience.


This season marks one of the busiest times of the year for the veteran department, which has three full-time employees, one seasonal part-time employee, and is seeking to fill two part-time positions. From early morning maintenance work, to large-scale upgrades, employees are focused on making parks cleaner, safer, and more enjoyable for everyone. In addition to routine mowing and maintenance, walking trails are being repaired and resurfaced, improvment projects are being coordinated, playground equipment is being inspected and repaired, drinking fountains are being replaced, stormwater drainage is being improved, sand volleyball court sand has been replenished, playground nets are being replaced, and trees, flowers, and greenery are being replanted and mulched to bring vibrant color back to public spaces. Many of these projects were carefully planned over the winter months, and spring provides the ideal conditions to bring those plans to life. Behind the scenes, the department has also been hard at work organizing and finalizing project lists that will guide development throughout the year. These lists prioritize community needs, budget considerations, and long-term sustainability goals. By mapping out these initiatives early, the department ensures that resources are used efficiently and that projects stay on schedule.


Community involvement remains a key part of the process. Feedback from residents helps shape which improvements are prioritized, and many local volunteers contribute their time to clean-up days and other projects. City of Cottleville Clarifies Regulations for “Mini Bikes” and Similar Motorized Devices


The City of Cottleville updated safety regulations regarding the operation of "mini-bikes," pocket bikes, and other motorized play vehicles. While these devices are popular, many exceed the 49cc limit set by state law for unregistered road use. We have seen an increase in safety concerns, particularly involving unlicensed minors operating these vehicles on sidewalks, multipurpose trails, and roadways, which creates hazards for pedestrians and motorists.


To address these issues the Board of Aldermen adopted new definitions within the Municipal Traffic Code which establishes the following:

- Operation Restrictions: Mini-bikes, motorized scooters, and similar devices are prohibited on City streets, sidewalks, and within City parks, except during permitted events.

- Parental Responsibility: The ordinance establishes penalties for adults who knowingly allow minors to operate these vehicles unlawfully.

Reminder: The City of Cottleville Streamlined and Updated Noise Regulations Last October


The City of Cottleville Board of Aldermen recently approved updates to the City’s Noise and Nuisance Ordinance on October 15, 2025, to better balance the needs of residents and businesses within the community’s growing entertainment district. The revised ordinance modernizes terminology, clarifies enforcement procedures, and establishes objective decibel standards measured at the property line—creating a more transparent and consistent process for evaluating potential noise violations.


While the Cottleville Police Department has received only a few noise-related complaints this year, the Board determined it was important to streamline the process for future enforcement and to provide clearer expectations for all property owners. Many local businesses have already taken proactive steps to minimize noise impacts and maintain a positive environment for nearby residents.


Residents are reminded that timely reporting is essential for effective response. To report noise or other ordinance concerns—such as golf cart violations, dogs at large, or fireworks misconduct—please contact the 24-hour non-emergency dispatch line at (636) 939-9966 at the time of occurrence or as soon as safely possible. For emergencies, always call 911.


Delays in reporting or posting concerns on social media do not result in timely police response or resolution. Dispatchers need real-time information to properly log and route calls for service.

The City often gets requests for events to be held in Cottleville on City property, in a City park or using City infrastructure such as trails, sidewalks or City streets. These can include festivals, organized parades, runs, walks, trunk or treat, car shows, block parties and more. Similar to all of our neighboring cities, a special event application and permit is required,which includes providing a liability insurance certificate listing the City of Cottleville as an additional insured. This assists in protecting yourself, your organization or business, your tax dollars and City infrastructure. Approved permitted events can be featured in our enews, social media, city calendar, etc.

Local St. Charles County Historical Society Chapter Kick Off Meeting Well Attended!


The City of Cottleville has taken an important step in preserving local heritage by entering into an agreement to provide annual support to the St. Charles County Historical Society. This partnership highlights a shared commitment to safeguarding the rich history of the region while expanding access to valuable resources for residents.


The Historical Society plays a vital role in the community by maintaining historical documents, artifacts, and records that tell the story of St. Charles County and its surrounding areas. Beyond preservation, the organization also offers a variety of services aimed at educating and engaging the public with local history.


As part of its ongoing efforts to deepen community involvement, the Society is launching a series of local chapters focused on specific areas and family histories. The first of these, the Cottleville–Weldon Spring Chapter, officially kicked off with a meeting held on Wednesday, March 18 at Cottleville City Hall.


The event drew a strong turnout, reflecting clear interest in local history. Scott Lewis, City Historian, expressed enthusiasm about the response and extended his appreciation to the City of Cottleville for hosting the inaugural gathering. He emphasized that the chapter is designed to be accessible and welcoming, with meetings open to the public, informal in nature, and free of any membership requirements or dues.


To accommodate a wide range of participants, the chapter plans to meet quarterly at varying times and locations. The next meeting is scheduled to take place in June at Weldon Spring City Hall, with the exact date and time to be announced.


Residents who were unable to attend the kickoff meeting but are interested in participating are encouraged to reach out to the Historical Society or via email (slewis@sccmo.org) to stay informed about future events. With strong community backing and an inclusive approach, the Cottleville–Weldon Spring Chapter is poised to become a valuable hub for anyone interested in exploring and preserving the unique history of the area.


Gutermuth Road Phase 3 Opens to Two-Way Traffic!


Crews have opened Gutermuth Road to two-way traffic. There may be some delays while they finish the remaining punch list items. Please be patient with crews while they continue to work diligently to complete the project, which is a St. Charles County Road Board project.


*Phase 3 of Gutermuth Road is a St. Charles County road project. The third and final phase of roadway improvements now underway was initially delayed when the construction bids came in over budget; this put the project on hold, but following continued advocacy from City of Cottleville officials, the project design was revised and rebid in an effort to cut costs. These efforts paid off, and the revised project scope received competitive bids. The project was awarded to Gershenson Construction, and Notice to Proceed was issued in August of 2024.



**The Gutermuth Road Phase 3 improvements feature many safety enhancements such as new driving pavement, lane widening, flattening of hills, straightening of curves, curb and gutter stormwater systems, and a new 14-foot wide multi-use path on the south side of the road. Weldon Spring Rotary Club


Have you heard of Rotary? If so, you may have wondered what it’s all about. Rotary is a global service organization made up of over 1.2 million members dedicated to making a positive impact in their communities and around the world. Since 1905, Rotary has lived by its motto: “Service Above Self.”

Local Rotary clubs organize fundraisers and service projects that support important causes—both locally and internationally. From community improvements to humanitarian efforts, Rotary members work together to create meaningful change.


Here in St. Charles County, there are five Rotary clubs—including one right in Cottleville. The Cottleville/Weldon Spring Rotary Club has proudly served the area for over 26 years. We meet every Wednesday at noon at Bemo’s, where we enjoy lunch, connect with one another, and plan ways to give back.


Our club is currently looking to grow, and we’re inviting individuals who live or work in the Cottleville/Weldon Spring area to come see what we’re all about. If you’re interested in networking, building friendships, and making a difference in your community, we’d love to have you join us for a meeting.

Cottleville Weldon Spring Rotary

City Information

Cottleville's Board of Aldermen meet once a month to conduct City business. They meet on the third Wednesday of each month in the boardroom at Cottleville City Hall (5490 5th Street). When necessary, Planning & Zoning meets on the first Monday of each month to review any applications received. The Old Town Historic Commission meets on the first Monday of the month as well. Hey Parents and Students Looking for Eagle Scout Projects!


To date, the City has received 1 Eagle Scout project that is underway but there is room for more! Contact the City Clerk at the City of Cottleville. We have projects for you or you can submit yours for consideration! The Eagle Scout is the highest rank achievable in the Scouting BSA program, a prestigious accomplishment for Scouts. Earning this rank requires a significant commitment to personal growth, leadership development, and community service.

Reserve your 2026 Pavilion today!

The City of Cottleville has 6 pavilions that can be reserved online now through December 31st for family, company, and other gatherings. Pavilion reservations open up after February 1st of each year. 


The BEST way to reserve the pavilion on the date and time you need is to use our online system. Now you're able to conveniently book and pay 24 hours a day. New reservations made via the old form will, in many cases, experience requested dates being booked, due to delays in paperwork processing time.


Pricing includes a 4 hour reservation, leaving 60 minutes between reservations for clean up and set up. Pavilion Rental Fee(s) are Non-Refundable.


Please note that pavilion reservations open annually after February 1st.


 We recommend using the online portal, as reservations made via the legacy form via US mail or in person may experience delays in processing, which could result in your requested date being booked by another party in the interim.

Did you know? The City is Required to Have a Development Review Process


The City is required to have a City Development Review Process for

 residents, land owners and developers. Once the City receives a

development proposal/application, the law requires that the City place

 that proposal on a meeting agenda (for consideration by the Planning & Zoning Commission and/or the Board of Aldermen). However, merely being placed on an agenda does not guarantee that the proposal will be approved. Instead, the City reviews the proposal to determine whether it complies with the City Code.


Throughout a development or application review process it is critical

that voting members of the public entity remain impartial and reserve

their final decision until it is time to vote. The primary reason for

this is to ensure each applicant is granted their due process for

consideration by the governing body. It is equally important for any

person from the community who has questions, concerns, or general

opinions about a given proposal that they communicate directly with

the City through the designated communication channels such as phone, email, written correspondence, or in-person statements at a public meeting. Taking to social media to share one's thoughts and opinions may be therapeutic and even garner like minded sentiment, but there is no guarantee that any decision makers from the governing body will become aware of such online statements.


As with any important topic, it is always best to research multiple

sources for information and in the case of city government operations

and activities that would include directing one's questions and

concerns to the City government. Your elected officials can assist

with this process if you ask them to and City staff are another

resource for information and facts on topics and proposals dealing

with local government.

Dogs In Cottleville:

All dogs must be on a leash in Cottleville parks, sidewalks, trails etc. with the exception of inside our fenced dog park at Legacy Park.

Do you have a Cottleville Resident ID Card?

The card(s) are obtained at St. Peters City Hall, the Rec-Plex, or the St. Peters Recycle City. The documents needed are: a photo ID and a piece of mail with a current date and address. If the address on the photo ID is not current, then two (2) pieces of mail are required. Cottleville Resident ID Cards are free of charge.


Residents need the Cottleville Resident ID Card to receive reduced rates at the Rec-Plex and for yard waste privileges at the Earth Centre.

Attention: Important Update to the City of Cottleville Solid Waste Billing Policy. Late Fees Reduced!

The Board of Aldermen reduced the City's waste hauling penalty rate to 10% of the outstanding balance. This change reflects our commitment to providing fair, transparent, and customer-friendly service while maintaining reliable operations.


We understand that occasional payment delays happen; this adjustment offers greater flexibility while still encouraging timely payments.


Your March/April Billing Cycle will reflect the updated reduced penalty rate. Please note, the penalty will apply if your balance is not paid by the due date, the 17th. If you are not already using the free Cottleville solid waste online account access, enroll now at online payment . Residents can receive e-billing, select auto-payment, or make an online payment.

New Extra Service- 55-Gallon Contractor Bags

Now Accepted Alongside Your Can

MUST be a 55-Gallon Contractor Bag--

Sometimes we just produce more trash. Beginning January 2026, you have an additional option for more trash to be collected curbside in Cottleville. You can place a maximum of one (1) 55-gallon heavy-duty contractor trash bag at the curb next to your trash cart for collection. You can find 55-gallon heavy-duty contractor trash bags at most retail and home improvement stores.

* The extra 55-gallon heavy-duty trash bag is for household waste only and must be tied closed.

* The cost will be $5 extra per bag for this contractor trash bag service. The additional cost will be charged on your next Cottleville Solid Waste bill.

* Only one (1) contractor trash bag will be accepted per trash collection day. Place the bag next to your trash cart by 6:30am. No scheduling/pre registration is needed.
