Gutermuth Road Phase 3

Under Construction

Mayor Bob Ronkoski and County Executive Steve Ehlmann met to review

the construction progress on the Gutermuth Rd. Phase 3 road

improvement project. Phase 3 is a St. Charles County road project,

however, it has been a partnership between the City of Cottleville and

the County Government. The third and final phase of roadway

improvements now underway was initially delayed when the construction

bids came in over budget; this put the project on hold but following

continued advocacy from City of Cottleville officials, the project

design was revised and rebid in an effort to cut costs. These efforts

paid off and the revised project scope received competitive bids and

the project was awarded to Gershenson Construction and Notice to

Proceed was issued in August of 2024.


The Gutermuth Rd. Phase 3 improvements will feature many safety

enhancements such as new driving pavement, lane widening, flattening

of hills, straightening of curves, curb and gutter stormwater systems,

and a new 14-foot wide multi-use path on the south side of the road.

Cottleville is a Certified Local Government


The City of Cottleville, a "Certified Local Government (CLG)" since 2008, recently welcomed Ethan Starr from the Missouri Historic Preservation Office for a refresher training with the "Old Town Historic District Commission". This training was part of the city’s commitment to maintaining its CLG status, a designation held by only 65 cities in Missouri. This status allows Cottleville city wide to access additional grant opportunities and historic tax credits for the rehabilitation of historic buildings should property owners desire to do so. In addition, as a CLG the City can assist a property owner with being placed on the a State or National Registry of Historic places, again IF the property owner desires to be on such registry.


As part of the visit, city staff took Mr. Starr on a tour of the "Old Town District", showcasing several businesses that operate within historic buildings. Mr. Starr expressed his admiration for the level of dedication shown by the building owners in preserving these important historical structures, underscoring the city's commitment to its cultural heritage.

Cottleville Recognizes Constitution Week!


WHEREAS: The Constitution of the United States of America, the guardian of our liberties,

embodies the principles of

limited government in a Republic dedicated to rule by law; and

WHEREAS: September 17, 2024, marks the two hundred and thirty-seventh anniversary of the framing of the Constitution of the United States of America by the Constitutional Convention; and

WHEREAS: It is fitting and proper to accord official recognition to this magnificent document and its memorable anniversary, and to the patriotic celebrations which will commemorate it; and

WHEREAS: Public Law 915 guarantees the issuing of a proclamation each year by the President of the United States of America designating September 17 through 23 as Constitution Week,

NOW, THEREFORE I, Bob Ronkoski by virtue of the authority vested in me as Mayor of the City of Cottleville do hereby proclaim the week of September 17 through 23 as:

CONSTITUTION WEEK

and ask our citizens to reaffirm the ideals the Framers of the Constitution had in 1787 by vigilantly protecting the freedoms guaranteed to us through this guardian of our liberties.

New Street Light

Planning & Install Underway


City staff is working with Ameren UE to plan and install a new street light on the west side of Hwy N over the new cross walk adjacent to the Cottleville City Hall parking lot and sidewalk leading over to the west side of Highway N. In addition, a new street light is planned to be installed along the Jim Hennessey Trail where it is below the Hwy N roadway grade, roughly 500 feet west of the intersection of Hwy N and Weise Road.


In addition, the City has selected an engineering firm to design extending the street lighting on Highway N between the old town historic area monuments down toward Piazza Messina.

Cottleville Employee Becomes

Certified Municipal Official

JEFFERSON CITY -

Amy C. Lewis of Cottleville has earned the designation of Certified Municipal Official from the Missouri Municipal League’s Municipal Governance Institute.

The Municipal Governance Institute was created under the direction of the Missouri Municipal League’s board of directors, to provide a training program focused on the important areas municipal officials and professional staff need for success. In order to achieve this high honor, a municipal official must complete various credit hours of training conducted or endorsed by the Municipal Governance Institute.


Amy C. Lewis, City Clerk & Treasurer,

has received training in subjects such as council meeting procedures, parliamentary procedures, the Missouri Open Meetings and Records Law, conflicts of interest, the State Ethics Law, duties of the mayor and council, tort liability, purchasing and bidding requirements, municipal revenues sources, personnel law, emergency management and budgeting.

“All MGI graduates spend many hours over several years attending workshops and lectures on the finer points of municipal government,” said Richard Sheets, Executive Director of the Missouri Municipal League. “Earning the CMO

designation is a significant achievement, and I commend our graduates for their dedication and motivation to become better informed and more effective municipal officials.”

Cottleville's Property Tax Rate Recently Set


The City's 2024 real estate and personal property tax rate is set at

.2462, which is among the lowest in St. Charles County!

Pedestrian Safety Projects Underway


Work has begun on installing an additional cross walk on Highway N at the entrance to old town near the parking areas by City Hall and Legacy Park. City staff added sidewalk extensions and striping. A flashing beacon system has been ordered for the crosswalk which matches the signal located at St. Charles Street. In addition, the city has selected a contractor to install rumble strip pavement grooves along the shoulders of Highway N between the old town historic area monuments down toward Piazza Messina. Rumble strip work should begin on or about October 3rd. The City has been and continues to be committed to pursuing these types of improvements.



In 2022 and 2023 the City improved pedestrian safety throughout the City by:

*restriped crosswalks,

*erected more pedestrian crosswalk signage,

*installed new pedestrian crosswalk signs within the actual crosswalks,

*added lighting,

*constructed new connecting sidewalks,

*installed a new larger crosswalk signal at Weiss Road and the Warren G. Cottle Trail,

*installed a flashing pedestrian signal at St. Charles Street and Highway N.

It's Not Cool To Bully!

Did you know? The City is Required to Have a Development Review Process


The City is required to have a City Development Review Process for

residents, land owners and developers. Once the City receives a

development proposal/application, the law requires that the City place

that proposal on a meeting agenda (for consideration by the Planning &

Zoning Commission and/or the Board of Aldermen). However, merely being placed on an agenda does not guarantee that the proposal will be

approved. Instead, the City reviews the proposal to determine whether

it complies with the City Code.


Sometimes, a developer submits an application for a development and is

placed on a meeting agenda and, subsequently, the City Staff determine

that it needs additional information from the developer. In those

circumstances, the development proposal will be postponed/continued to

a subsequent meeting. The purpose of a continuation is to ensure that

more information is available for review by the City, and input from

the residents, in order to guarantee a more informed decision making

process by the City officials.

Special Event in Cottleville?

The City often gets requests for events to be held in Cottleville on City property, in a City park or using City infrastructure such as trails, sidewalks or City streets. These can include festivals, organized parades, runs, walks, trunk or treat, car shows, block parties and more. Similar to all of our neighboring cities, a special event application and permit is required,which includes providing a liability insurance certificate listing the City of Cottleville as an additional insured. This assists in protecting yourself, your organization or business, your tax dollars and City infrastructure. Approved permitted events can be featured in our enews, social media, city calendar, etc.

Dogs In Cottleville:

All dogs must be on a leash in Cottleville parks, sidewalks, trails etc. with the exception of inside our fenced dog park at Legacy Park.

Also, Cottleville animal control services are provided by St. Charles County Animal Control.

Do you have a Cottleville Resident ID Card?

The card(s) are obtained at St. Peters City Hall, the Rec-Plex, or the St. Peters Recycle City. The documents needed are: a photo ID and a piece of mail with a current date and address. If the address on the photo ID is not current, then two (2) pieces of mail are required. Cottleville Resident ID Cards are free of charge.


Residents need the Cottleville Resident ID Card to receive reduced rates at the Rec-Plex and for yard waste privileges at the Earth Centre.

Cottleville's Board of Aldermen meet once a month to conduct City business. They meet on the third Wednesday of each month in the boardroom at Cottleville City Hall (5490 5th Street). When necessary, Planning & Zoning meets on the first Monday of each month to review any applications received. The Old Town Historic Commission meets on the first Monday of the month as well. IF NOT: You can register to vote, make name or address changes online at: Voter Registration OR in person during normal business hours at Cottleville City Hall (appointment recommended) OR in person at the St. Charles County Election Authority located at 397 Turner Blvd St. Peters, Mo. 63376.

Mosquitoes and Your Safety

 

Summertime brings fun in the sun, but it also means pesky critters which can be annoying, and even dangerous. Cottleville contracts with St. Charles County Environmental Service for Mosquito control. If you need to request additional mosquito control in your neighborhood please submit your request using this online form.


Mosquito safety is as easy as A, B, C, D...

Avoid bites---use insect repellent!

Be safe---always follow the repellent label instructions!

Cover up---wear loose, light-colored long sleeves and pants!

Dump---remove standing water around your home to reduce mosquito habitat! Check it regularly for standing water and remove it!


The best way that citizens can help, is to eliminate breeding grounds on their own property. Clogged gutters, potted plant trays, buckets and lids, old tires, garden ponds etc are an oasis of breeding grounds for mosquitos!

The City provides Code Enforcement services for things such as: tall grass and weeds, peeling paint, missing windows or siding, broken fencing and other property maintenance items. Please report any code enforcement requests online at: Code Enforcement

The City does projects throughout the City and in Cottleville subdivisions each year. Every winter thaw causes potholes and erosion. Adding salt to the roadways compounds the problem and requires spring road maintenance. Repairs continue throughout each year by using City staff, contractors, and the St. Charles County Highway Department. Please report street slab(s), curb(s) pothole(s), or sidewalk(s) in need of repair online at: Street Requests

Please note the following curbside bulky trash pick up rules:


-You are required to pre-register at least two days in advance. (In this case the deadline is October 28th)


-A minimum charge of $55.00 may be added to your waste hauling service account if you set out bulky trash without pre-registering at least two days in advance.


-Bulky trash scheduled for curbside pick up should be at the curb on the evening before or by 6:30am the day of collection.


-A maximum of 3 cubic yards can be set out for curbside bulky trash collection which is approximately the amount that can fit in a pick up truck bed.


-A minimum charge of $55.00 may be added to your waste hauling service account if you set out an excessive amount of bulk trash.

WE'RE ON A ROLL!

 

The City of Cottleville has an intergovernmental agreement with the City of St. Peters for waste hauling services who have recently upgraded their trucks and software. Therefore like St. Peters - it is time for a recycling UPGRADE for Cottleville.



The cost of blue bags more than doubled in price and would cost half a million dollars to continue using them for both Cottleville and St. Peters.  St. Peters Environmental Services are transitioning to Single Stream Recycling – at this time Recycle Carts are scheduled to be delivered in December 2024.

 

The new Recycling Carts will replace Blue Bags—you’ll “keep it loose” (not bagged) with this new recycling program! 

You will use your current Trash Cart for trash only. 

(You can continue to use Blue Bags to recycle for the remainder of 2024—the new Recycling Cart program begins in January 2025).

 

Again, your new Recycling Cart will replace your Blue Bags for recycling beginning in 2025.

Experts say your Recycling Cart is going to make recycling easier and provide you more space to recycle more items—a true win-win!  Recycling Carts are scheduled to be dropped off at Cottleville homes in December 2024 along with more important program information—including your scheduled pickup day beginning in January 2025. Also you will be provided an opportunity to opt out of the recycle program if you wish at a later date. However, grant requirements include all residents are delivered a can initially.
