Rabbi Chaim Visits Cottleville City Hall

We were honored to welcome Rabbi Chaim Landa of the Chabad Jewish Center of St. Charles County to Cottleville City Hall on December 15 to help kick off the celebration of Hanukkah. As the spiritual leader of the St. Charles Jewish community—where he and his wife, Bassy Landa, co-direct a vibrant center that offers holiday celebrations, education, and community outreach—Rabbi Chaim spent time with Mayor Thompson, city staff, and members of the Cottleville Police Department. His visit brought an atmosphere of joy and unity to City Hall as he shared the traditions and meaning of the Jewish Festival of Lights with those present.

In the spirit of the season, Rabbi Chaim brought traditional Jewish donuts (sufganiyot) to share—a delicious symbol of Hanukkah’s culinary heritage—and engaged in warm conversation with staff and first responders. His visit was a wonderful reminder of the diverse cultural and religious traditions that enrich our community and the importance of building strong relationships across all backgrounds."

CWS Rotary Recognizes Members

The Cottleville/Weldon Spring Rotary Club is proud to announce that Michael Padella, Cottleville's City Administrator, and Katie Lyczak, Executive Director of the Sparrow's Nest, have been honored as Paul Harris Fellows, one of Rotary's most distinguished recognitions. The honor was presented by fellow Rotarian Susan Cobb in recognition of their commitment to service and support of Rotary's mission.

Named after Paul Harris, founder of Rotary International, the Paul Harris Fellow designation recognizes individuals who have made significant contributions to the Rotary Foundation or who have demonstrated exceptional service to their local community. Contributions support global humanitarian efforts including clean water initiatives, disease prevention, education, and peacebuilding.

"Michael and Katie exemplify Rotary's motto of "Service Above Self", said Susan Cobb. "Their dedication to both local and global service reflects the very best of Rotary values."

The City of Cottleville congratulates Michael Padella and Katie Lyczak on the well-deserved and meaningful honor!

City of Cottleville Clarifies Regulations for “Mini Bikes” and Similar Motorized Devices

The City of Cottleville updated safety regulations regarding the operation of "mini-bikes," pocket bikes, and other motorized play vehicles. While these devices are popular, many exceed the 49cc limit set by state law for unregistered road use.

We have seen an increase in safety concerns, particularly involving unlicensed minors operating these vehicles on sidewalks, multipurpose trails, and roadways, which creates hazards for pedestrians and motorists.

To address these issues the Board of Aldermen adopted new definitions within the Municipal Traffic Code which establishes the following:

- Operation Restrictions: Mini-bikes, motorized scooters, and similar devices are prohibited on City streets, sidewalks, and within City parks, except during permitted events.

- Parental Responsibility: The ordinance establishes penalties for adults who knowingly allow minors to operate these vehicles unlawfully.

These updates are intended to enhance public safety and ensure our parks and trails remain safe for everyone. For more information please visit:  Cottleville Mini-Bike Ordinance Update

Please contact the Cottleville Police if you have any further questions.

City of Cottleville Streamlines and Updates Noise Regulations

The City of Cottleville Board of Aldermen recently approved updates to the City’s Noise and Nuisance Ordinance on October 15, 2025, to better balance the needs of residents and businesses within the community’s growing entertainment district. The revised ordinance modernizes terminology, clarifies enforcement procedures, and establishes objective decibel standards measured at the property line—creating a more transparent and consistent process for evaluating potential noise violations.

While the Cottleville Police Department has received only a few noise-related complaints this year, the Board determined it was important to streamline the process for future enforcement and to provide clearer expectations for all property owners. Many local businesses have already taken proactive steps to minimize noise impacts and maintain a positive environment for nearby residents.

Residents are reminded that timely reporting is essential for effective response. To report noise or other ordinance concerns—such as golf cart violations, dogs at large, or fireworks misconduct—please contact the 24-hour non-emergency dispatch line at (636) 939-9966 at the time of occurrence or as soon as safely possible. For emergencies, always call 911.

Delays in reporting or posting concerns on social media do not result in timely police response or resolution. Dispatchers need real-time information to properly log and route calls for service.

The City appreciates the continued support and cooperation of residents and businesses as we work together to maintain a safe, enjoyable, and vibrant community for all.

Gutermuth Road Phase 3

Crews continue to pour concrete, build driveway accesses and more. Please expect delays, use alternate routes and be patient with crews while they continue to work diligently to complete the project which is a St. Charles County Road Board project.

*Phase 3 of Gutermuth Road is a St. Charles County road project. The third and final phase of roadway improvements now underway was initially delayed when the construction bids came in over budget; this put the project on hold but following continued advocacy from City of Cottleville officials, the project design was revised and rebid in an effort to cut costs. These efforts paid off and the revised project scope received competitive bids and the project was awarded to Gershenson Construction and Notice to Proceed was issued in August of 2024.

**The Gutermuth Road Phase 3 improvements will feature many safety enhancements such as new driving pavement, lane widening, flattening of hills, straightening of curves, curb and gutter stormwater systems, and a new 14-foot wide multi-use path on the south side of the road.

For more information about this road improvement project please visit: Gutermuth Road Phase 3

New 10 Home Lot Subdivision Recently Approved on Nearly 24 Acres-Now Under Construction

Lombardo Homes received the initial green light from the City of Cottleville to continue their plans for a new 10 lot residential subdivision to be named Villages at Twin Creeks offering 3+ car side entry garages and a price point close to $1.5 million each on the nearly 24 acres of land north of St. Charles Street and west of Crooked Creek adjacent to the Cottleville Trails subdivision. The tentative subdivision name is a direct reference to Crooked Creek and Dardenne Creek which the property borders. The overall density is 2.4 acres per home and the applicant has agreed to a binding development agreement locking in the maximum of 10 residential single family home lots at the request of the Mayor & Board of Aldermen.

The site will feature a lake and Lombardo Homes works with DJM Ecological Services to properly construct their basins as well as planting appropriate plants that have very deep stable root systems. The applicant and property owner (a Cottleville Resident) requested two readings in February so they could close on the property; however, their journey began back in November when they initially submitted their application for 11 lots and no binding development agreement. From the initial application for 11 lots to the 10 lot version a total of 4 public hearings were advertised and held providing the community with the opportunity to ask questions or express concerns. Some of the next steps in the development process include: Corp of Engineers Permit, Floodplain Development Permit, DNR Land Disturbance Permit, No-Rise Certificate, Grading Plans, and Constructions Plans are all required before home construction can begin.

The City is required to have a Development Review Process for residents, land owners and developers. Once the City receives a development proposal/application, the law requires that the City place that proposal on a meeting agenda (for consideration by the Planning & Zoning Commission and/or the Board of Aldermen).

For more information on Lombardo Homes please visit: Lombardo Missouri Homes, or for more information about the City's Development Review Process please contact City Hall, 636.498.6565 or visit our website at www.cityofcottleville.com.

Bank Stabilization and Channelization of the Dardenne Creek in the Cottleville Area is Complete.

Last year the City of Cottleville approved an ordinance granting temporary easements to St. Charles County to access and construct stream/bank stabilization and channelization improvements to Dardenne Creek as part of the master plan for the Dardenne Blueway from Dardenne Prairie to St. Peters, with the greatest portion of this phase running through Cottleville.

The overall purpose of the bank stabilization and channelization is to extend the navigability of the upstream portion of Dardenne Creek for kayaking and thus creating a new leg of the Dardenne Blueway. This course is also in conjunction with the Dardenne Greenway Trail which is intended to extend further west to Dardenne Prairie's Bluebird Park. The channelization of Dardenne Creek especially through this stretch is a major undertaking for St. Charles County Parks and its contractor. Channelization and bank stabilization work has began upstream in the northwest area of Dardenne Creek earlier this spring and they plan to complete the work in 2025. No access points have been finalized or constructed south of I-70 within the newest leg and are still being evaluated by the Blueway, St. Charles County Parks and area cities.

The City of Cottleville is continuing to evaluate and promote private and public partnerships for access points. During preliminary discussions among city officials the location of several access points were contemplated. It was noted that a local property owner had offered to possibly privately fund and construct a public access point off Hwy N next to Dardenne Creek on the northwest quadrant where currently no public recreation areas exist in this portion of the City; other locations were suggested such as within Legacy Park. The initial direction provided was to pursue the privately funded access point first to see how much use and success the Blueway garners and then assess if demand exists to support a second access point in Cottleville utilizing tax payer funding. Again, no final decision for access points has been determined by the City of Cottleville or any other cities along this leg of the Blueway.

Cottleville Zip Codes

All City residents and businesses should use "Cottleville", Mo as their City identification, followed by their current zip code, as their permanent address on utility bills and all other mail.

*Taxes collected and dispersed are often based upon a City zip code.

For example, if you are a Cottleville resident and are currently using "St. Peters, Mo" or St. Charles, Mo or O'Fallon, Mo as your address, you MAY be paying a higher tax rate on your leased vehicle, purchased vehicles, phone bill, utility bills, online purchases, cable bill, gas bills etc.

As a result, you may lose money AND the City may also lose the tax revenue to the wrong City list on that bill or purchase. These taxes are used to provide vital services such as parks, police, street repair, street lights, and so on.

It is important to note this advisory by the United States Postal Service:

To avoid mail delivery delays, you must always use the correct City and zip code on your mail.

Did you know? The City is Required to Have a Development Review Process

The City is required to have a City Development Review Process for

residents, land owners and developers. Once the City receives a

development proposal/application, the law requires that the City place

that proposal on a meeting agenda (for consideration by the Planning &

Zoning Commission and/or the Board of Aldermen). However, merely

being placed on an agenda does not guarantee that the proposal will be

approved. Instead, the City reviews the proposal to determine whether

it complies with the City Code.

Throughout a development or application review process it is critical

that voting members of the public entity remain impartial and reserve

their final decision until it is time to vote. The primary reason for

this is to ensure each applicant is granted their due process for

consideration by the governing body. It is equally important for any

person from the community who has questions, concerns, or general

opinions about a given proposal that they communicate directly with

the City through the designated communication channels such as phone,

email, written correspondence, or in-person statements at a public

meeting. Taking to social media to share one's thoughts and opinions

may be therapeutic and even garner like minded sentiment, but there is

no guarantee that any decision makers from the governing body will

become aware of such online statements.

As with any important topic, it is always best to research multiple

sources for information and in the case of city government operations

and activities that would include directing one's questions and

concerns to the City government. Your elected officials can assist

with this process if you ask them to and City staff are another

resource for information and facts on topics and proposals dealing

with local government.

Cottleville Police Partner with U.S. Marshals and

Homeland Security Investigations

The Cottleville Police Department is proud to announce a new partnership with the

United States Marshals Service and Homeland Security Investigations (HSI) through the

assignment of Cottleville officers as Task Force Officers (TFOs).

Through this partnership, Cottleville officers will assist these federal agencies primarily

with the service of arrest and search warrants. The U.S. Marshals Service focuses

largely on locating and apprehending fugitives, while Homeland Security Investigations

works a wide range of complex cases involving drug trafficking, firearms offenses,

financial crimes, and other specialized investigations.

This assignment is part-time and as needed, meaning there is no loss of patrol staffing

or daily police services for the City of Cottleville. When not assisting federal partners,

officers continue to serve the community in their normal roles.

The benefits of this partnership extend beyond individual cases. By working side-by-

side with federal agencies, Cottleville officers gain valuable experience and strengthen

professional relationships with law enforcement partners at the local, state, and federal

levels. These connections also provide access to additional resources and expertise

that can be leveraged if assistance is ever needed within Cottleville or St. Charles

County.

The Cottleville Police Department is excited to collaborate with two of the oldest and

most historic law enforcement agencies in the United States. This partnership

represents a proactive approach to public safety and reinforces the department’s

commitment to protecting residents through cooperation, professionalism, and

preparedness.

City officials and the Police Department believe this agreement is a positive step

forward not only for the department, but for the residents of Cottleville and the greater

St. Charles County community.
