Shamrock Run and Irish Fest Coming to Cottleville on March 14

Cottleville will be seeing a little extra green this March as the community hosts its annual Shamrock Run and Irish Fest on Saturday, March 14. The event brings runners, families, and visitors together for a festive celebration of Irish spirit, fitness, and community fun. Residents and commuters should be aware that the fest and Shamrock Run will require temporary road closures to ensure the safety of participants. Roads will be blocked from approximately 8:30 a.m. to 11:00 a.m., or until the last runner has completed the course.

The following roads will be closed during the run:

  • Highway N, from the fire station to Weiss Road
  • Weiss Road, from Highway N to Cottleville Parkway
  • Eastbound Cottleville Parkway, from Weiss Road to Mid Rivers Mall Drive
  • (Westbound Cottleville Parkway will remain open)

Motorists are encouraged to plan ahead to allow extra travel time, and use alternate routes during the closure period.

In addition, to the run, the Irish Fest will offer a lively atmosphere with festivities celebrating Irish culture, making it a great opportunity to come out and enjoy the community.

Vantage Lake Bank Stabilization Project Underway 


The City recently selected a contractor through a formal bid process. 

This budgeted project is scheduled for completion this spring, weather permitting. 

These efforts are focused on repairing and improving bank stabilization at the lake with rock.


Cottleville Receives TAP Grant



The City of Cottleville has been awarded a federal Transportation Alternatives Program (TAP) grant to support pedestrian and bicycle safety improvements along Highway N, with funding administered through the East-West Gateway Council of Governments and the Missouri Department of Transportation. The grant, funded by the Federal Highway Administration, will advance a key corridor improvement project that enhances safety, connectivity, and accessibility for residents and visitors alike. 


The project includes the construction of a shared-use path, sidewalk improvements, and traffic-calming features along Highway N, extending from Knaust Road/Cottleville Parkway to Gutermuth Road. These improvements aim to provide safer accommodations for pedestrians and cyclists, improve mobility along a heavily traveled corridor, and support the City’s broader goals related to transportation safety and multi-modal connectivity. Under the grant agreement, federal funds will cover up to 80 percent of eligible project costs, with the City responsible for the remaining local share and long-term maintenance of the improvements.


The project will move through design, environmental review, public engagement, and right of way phases before construction, consistent with federal and state requirements. The City appreciates the partnership with East-West Gateway, MoDOT, and federal agencies in securing this important funding investment for the community.

Dr., Cottleville, Missouri, has for many years delighted residents and visitors alike with freshly-made

donuts served multiple times a day; and


WHEREAS, operating in two locations (including their original store in Florissant) and having opened

the Cottleville location in 2012, Old Town Donuts has demonstrated enduring commitment to quality

ingredients, three daily production shifts, and consistent service to the community; and


WHEREAS, Old Town Donuts has earned national recognition, including being voted “Best Donuts in

America” in a fan-voted national tournament, and has been officially proclaimed “America’s Best

Donut” by the City of Florissant in July 2025; and


WHEREAS, by serving the Cottleville and wider St. Charles County community with outstanding

baked goods, welcoming hospitality, morning and day-long hours (5 a.m. to 8 p.m. daily at the

Cottleville location) and offering quantity discounts to schools, churches, offices and non-profits, Old

Town Donuts has become both a local institution and a regional draw; and


WHEREAS, the City of Cottleville recognizes that thriving small businesses such as Old Town Donuts

contribute significantly to the vitality, character and economic wellbeing of our community, providing

local employment, attracting visitors, and enhancing quality of life for our residents;


NOW, THEREFORE, I, Stephen Thompson, Mayor of the City of Cottleville, Missouri, along with the

Board of Aldermen, do hereby proclaim Wednesday, February 18, 2026 as “OLD TOWN DONUTS

The City of Cottleville recently entered into an agreement to provide annual support for the St. Charles County Historical Society who offers a variety of services to area residents as well as retaining important historical documents and items. The St. Charles County Historical Society is establishing Chapters that will focus on local history and families. The first is going to be the Cottleville - Weldon Spring Chapter. A kickoff meeting will be held on Wednesday, March 18th, 9:00 AM at Cottleville City Hall.

The meeting is open to the public; no membership required. Please share and invite anyone you think has an interest in the Cottleville - Weldon Spring area history!

CBI Program Visits City Hall


The City of Cottleville recently partnered with the Francis Howell School District to support students participating in its Career-Based Instruction (CBI) program. CBI provides students with the skills and independence needed for potential employment after high school, while related Community-Based Instruction programs help other students build consumer and daily living skills with additional support.

On Thursday, February 26, the City welcomed CBI students AJ and Will to City Hall, accompanied by their teacher advisor, Ms. Haupt. The City would like to extend a special thank-you to Gina Harmon for referring the program leader, Juli Smith, Essential Skills Teacher for grades 9–12, to City Hall. Through this partnership, students gain valuable exposure to a real municipal work environment while strengthening workplace and interpersonal skills.

Eagle Scout project completed at the Community Garden in Legacy Park. Reserve Your Community Garden Spot Today!


We are pleased to share that an Eagle Scout project has been completed at the Community Garden in Legacy Park. On February 7th, a rain collector was installed at the garden to help provide water for the community members who use the space. We would like to thank Shaun, a member of Troop 984 based out of O'Fallon, Missouri, for choosing Cottleville for his Eagle Scout project.


The Cottleville Community Gardens, located in Legacy Park near Madison Park Manor, is open for 2026 reservations. This free gardening program is available to Cottleville residents and offers 19 raised garden plots each year. The City allows returning gardeners the first opportunity to reserve their same plot from the previous year. Gardens are maintained by the gardeners themselves, with a hands-off approach from the City once the season begins. Gardeners are responsible for tasks like weeding and trimming within and around their plots. There is no permanent water source; some gardeners use rain barrels to collect water. The City encourages community participation, and gardeners are asked to keep their plots in good condition throughout the season.

To reserve a garden plot, interested gardeners must complete a reservation form available on the City’s website under the “Forms, Permits, and Licenses” section

Community Garden Form Forms should be submitted to City Administrator Michael Padella at michael.padella@cityofcottleville.com. Availability is limited, and reservations are on a first-come, first-served basis. Any unreserved plots will be made available to those who have submitted forms by March 10th.

City of Cottleville Clarifies Regulations for “Mini Bikes” and Similar Motorized Devices


The City of Cottleville updated safety regulations regarding the operation of "mini-bikes," pocket bikes, and other motorized play vehicles. While these devices are popular, many exceed the 49cc limit set by state law for unregistered road use. 

We have seen an increase in safety concerns, particularly involving unlicensed minors operating these vehicles on sidewalks, multipurpose trails, and roadways, which creates hazards for pedestrians and motorists.


To address these issues the Board of Aldermen adopted new definitions within the Municipal Traffic Code which establishes the following:

- Operation Restrictions: Mini-bikes, motorized scooters, and similar devices are prohibited on City streets, sidewalks, and within City parks, except during permitted events.

- Parental Responsibility: The ordinance establishes penalties for adults who knowingly allow minors to operate these vehicles unlawfully.

Reminder: The City of Cottleville Streamlined and Updated Noise Regulations Last October


The City of Cottleville Board of Aldermen recently approved updates to the City’s Noise and Nuisance Ordinance on October 15, 2025, to better balance the needs of residents and businesses within the community’s growing entertainment district. The revised ordinance modernizes terminology, clarifies enforcement procedures, and establishes objective decibel standards measured at the property line—creating a more transparent and consistent process for evaluating potential noise violations.


While the Cottleville Police Department has received only a few noise-related complaints this year, the Board determined it was important to streamline the process for future enforcement and to provide clearer expectations for all property owners. Many local businesses have already taken proactive steps to minimize noise impacts and maintain a positive environment for nearby residents.

Residents are reminded that timely reporting is essential for effective response. To report noise or other ordinance concerns—such as golf cart violations, dogs at large, or fireworks misconduct—please contact the 24-hour non-emergency dispatch line at (636) 939-9966 at the time of occurrence or as soon as safely possible. For emergencies, always call 911.


Delays in reporting or posting concerns on social media do not result in timely police response or resolution. Dispatchers need real-time information to properly log and route calls for service.

Spire Gas Continues to Upgrade Its Pipeline in the St. Charles County Area Including Cottleville

The City has been advised that Spire has begun construction of their new pipeline in the Cottleville area on Motherhead Road, starting at Nolle Court and working their way north towards Highway N. Two lanes of traffic are expected to remain open during construction, allowing travel both north and south, but slowdowns may occur. Therefore please expect delays, use alternate routes and be patient with crews while they work.

Cottleville's Board of Aldermen meet once a month to conduct City business. They meet on the third Wednesday of each month in the boardroom at Cottleville City Hall (5490 5th Street). Gutermuth Road Phase 3 Construction Continues


Crews continue to pour concrete, build driveway accesses, relocate utilities and more. Please expect delays, use alternate routes and be patient with crews while they continue to work diligently to complete the project which is a St. Charles County Road Board project.


*Phase 3 of Gutermuth Road is a St. Charles County road project. The third and final phase of roadway improvements now underway was initially delayed when the construction bids came in over budget; this put the project on hold but following continued advocacy from City of Cottleville officials, the project design was revised and rebid in an effort to cut costs. These efforts paid off and the revised project scope received competitive bids and the project was awarded to Gershenson Construction and Notice to Proceed was issued in August of 2024.



**The Gutermuth Road Phase 3 improvements will feature many safety enhancements such as new driving pavement, lane widening, flattening of hills, straightening of curves, curb and gutter stormwater systems, and a new 14-foot wide multi-use path on the south side of the road.

New 10 Home Lot Subdivision Recently Approved on Nearly 24 Acres- Construction Continues


Lombardo Homes received the initial green light from the City of Cottleville to continue their plans for a new 10 lot residential subdivision to be named Villages at Twin Creeks offering 3+ car side entry garages and a price point close to $1.5 million each on the nearly 24 acres of land north of St. Charles Street and west of Crooked Creek adjacent to the Cottleville Trails subdivision. The tentative subdivision name is a direct reference to Crooked Creek and Dardenne Creek which the property borders. The overall density is 2.4 acres per home and the applicant has agreed to a binding development agreement locking in the maximum of 10 residential single family home lots at the request of the Mayor & Board of Aldermen.


The site will feature a lake and Lombardo Homes works with DJM Ecological Services to properly construct their basins as well as planting appropriate plants that have very deep stable root systems. The applicant and property owner (a Cottleville Resident) requested two readings in February so they could close on the property; however, their journey began back in November when they initially submitted their application for 11 lots and no binding development agreement. From the initial application for 11 lots to the 10 lot version a total of 4 public hearings were advertised and held providing the community with the opportunity to ask questions or express concerns. Some of the next steps in the development process include: Corp of Engineers Permit, Floodplain Development Permit, DNR Land Disturbance Permit, No-Rise Certificate, Grading Plans, and Constructions Plans are all required before home construction can begin.


The City is required to have a Development Review Process for residents, land owners and developers. Once the City receives a development proposal/application, the law requires that the City place that proposal on a meeting agenda (for consideration by the Planning & Zoning Commission and/or the Board of Aldermen).

The City of Cottleville has 6 pavilions that can be reserved online now through December 31st for family, company, and other gatherings. Pavilion reservations open up after February 1st of each year. 


The BEST way to reserve the pavilion on the date and time you need is to use our online system. Now you're able to conveniently book and pay 24 hours a day. New reservations made via the old form will, in many cases, experience requested dates being booked, due to delays in paperwork processing time.


Pricing includes a 4 hour reservation, leaving 60 minutes between reservations for clean up and set up. Pavilion Rental Fee(s) are Non-Refundable.


Please note that pavilion reservations open annually after February 1st.


 We recommend using the online portal, as reservations made via the legacy form via US mail or in person may experience delays in processing, which could result in your requested date being booked by another party in the interim.

The City is required to have a City Development Review Process for

 residents, land owners and developers. Once the City receives a

development proposal/application, the law requires that the City place

 that proposal on a meeting agenda (for consideration by the Planning & Zoning Commission and/or the Board of Aldermen). However, merely being placed on an agenda does not guarantee that the proposal will be approved. Instead, the City reviews the proposal to determine whether it complies with the City Code.


Throughout a development or application review process it is critical

that voting members of the public entity remain impartial and reserve

their final decision until it is time to vote. The primary reason for

this is to ensure each applicant is granted their due process for

consideration by the governing body. It is equally important for any

person from the community who has questions, concerns, or general

opinions about a given proposal that they communicate directly with

the City through the designated communication channels such as phone, email, written correspondence, or in-person statements at a public meeting. Taking to social media to share one's thoughts and opinions may be therapeutic and even garner like minded sentiment, but there is no guarantee that any decision makers from the governing body will become aware of such online statements.


As with any important topic, it is always best to research multiple

sources for information and in the case of city government operations

and activities that would include directing one's questions and

concerns to the City government. Your elected officials can assist

with this process if you ask them to and City staff are another

resource for information and facts on topics and proposals dealing

with local government.

All dogs must be on a leash in Cottleville parks, sidewalks, trails etc. with the exception of inside our fenced dog park at Legacy Park.

Do you have a Cottleville Resident ID Card?

The card(s) are obtained at St. Peters City Hall, the Rec-Plex, or the St. Peters Recycle City. The documents needed are: a photo ID and a piece of mail with a current date and address. If the address on the photo ID is not current, then two (2) pieces of mail are required. Cottleville Resident ID Cards are free of charge.


Residents need the Cottleville Resident ID Card to receive reduced rates at the Rec-Plex and for yard waste privileges at the Earth Centre.

CPD Receives New Equipment, Upgrades, and Partnerships


Over the past several months, the Police Department has invested in new equipment, technology, and partnerships to better serve the community while strengthening safety, transparency, and efficiency.


A new Mini Cooper has been added to the fleet and will be stationed at Warren Elementary School through the School Resource Officer (SRO) program, enhancing the department’s presence on campus and strengthening relationships with students and staff.


The department also welcomes K-9 Zeke, a fully trained German Shepherd Police K-9 who is already assisting with tracking, searches, and community engagement efforts.


Officers are preparing to upgrade body cameras and software systems next month to improve video quality, evidence management, and overall efficiency. 


These investments reflect CPD’s continued commitment to modern policing, operational excellence, and dedicated service to the community.

New Extra Service- 55-Gallon Contractor Bags

Now Accepted Alongside Your Can

MUST be a 55-Gallon Contractor Bag--

Sometimes we just produce more trash. Beginning January 2026, you have an additional option for more trash to be collected curbside in Cottleville. You can place a maximum of one (1) 55-gallon heavy-duty contractor trash bag at the curb next to your trash cart for collection. You can find 55-gallon heavy-duty contractor trash bags at most retail and home improvement stores.

* The extra 55-gallon heavy-duty trash bag is for household waste only and must be tied closed.

* The cost will be $5 extra per bag for this contractor trash bag service. The additional cost will be charged on your next Cottleville Solid Waste bill.

* Only one (1) contractor trash bag will be accepted per trash collection day. Place the bag next to your trash cart by 6:30am. No scheduling/pre registration is needed.
