Work to Install New Decorative Street Lighting Along Highway N Continues!

The City of Cottleville is pleased the contractor continues to diligently work on installing the new decorative street lighting along Highway N as materials arrive. This project will enhance public safety by adding and extending street and parking lot lighting along Highway N north to the entrance of Piazza Messina. Additionally, the west parking lot at City Hall will also receive new lighting.

This project has been on the radar for sometime as the City continued other lighting improvements in and around the City over the last several years. This current lighting project began back in the spring of 2024 by advertising, seeking, reviewing and selecting a qualified engineering consultant. Upon that selection the review and design work began and continued with the consultant throughout the summer with staff review following and being completed in October of 2024. The City immediately then selected a contractor through a competitive bid process which started in November and was awarded in December at the next available Board of Aldermen meeting.

Then the real work began! Materials and supplies were ordered in January. Despite the harsh winter, the contractor mobilized to begin work in February and they made a lot of progress. The City appreciates the work of the contractor and those on the ground continuing to complete this project to enhance our beautiful City. The selected lighting style compliments the existing aesthetic of the old town area of Cottleville. We anticipate that the project will be completed this spring weather permitting and pending the arrival of the additional materials.

Thank you for your continued support and we look forward to continuing to improve Cottleville for residents, business owners, and visitors!

New 10 Home Lot Subdivision Recently Approved on Nearly 24 Acres

Lombardo Homes received the initial green light from the City of Cottleville to continue their plans for a new 10 lot residential subdivision to be named Village at Twin Creeks offering 3+ car side entry garages and a price point close to $1.5 million each on the nearly 24 acres of land north of St. Charles Street and west of Crooked Creek adjacent to the Cottleville Trails subdivision. The tentative subdivision name is a direct reference to Crooked Creek and Dardenne Creek which the property borders. The overall density is 2.4 acres per home and the applicant has agreed to a binding development agreement locking in the maximum of 10 residential single family home lots at the request of the Mayor & Board of Aldermen.

The site will feature a lake and Lombardo Homes works with DJM Ecological Services to properly construct their basins as well as planting appropriate plants that have very deep stable root systems. The applicant and property owner (a Cottleville Resident) requested two readings in February so they could close on the property; however, their journey began back in November when they initially submitted their application for 11 lots and no binding development agreement. From the initial application for 11 lots to the 10 lot version a total of 4 public hearings were advertised and held providing the community with the opportunity to ask questions or express concerns. Some of the next steps in the development process include: Corp of Engineers Permit, Floodplain Development Permit, DNR Land Disturbance Permit, No-Rise Certificate, Grading Plans, and Constructions Plans are all required before home construction can begin.

The City is required to have a Development Review Process for residents, land owners and developers. Once the City receives a development proposal/application, the law requires that the City place that proposal on a meeting agenda (for consideration by the Planning & Zoning Commission and/or the Board of Aldermen).

For more information on Lombardo Homes please visit: Lombardo Missouri Homes, or for more information about the City's Development Review Process please contact City Hall, 636.498.6565 or visit our website at www.cityofcottleville.com.

Ameren UE Installed Two New Street Lights In Cottleville-Project Now Complete!!

City staff began working with Ameren UE last fall to install a new street light along the Jim Hennessey Trail where it is below the Hwy N roadway grade, roughly 500 feet west of the intersection of Hwy N and Weiss Road.

In addition, a new street light was installed on the west side of

Hwy N over the NEW crosswalk adjacent to the City Hall

parking lot and sidewalk leading across Highway N.

Completed Work on the Cottleville Weldon Spring Amphitheater Expansion Project:

The contractor, who was selected through a bid process, has mobilized and finished the concrete sidewalk and stage/dance floor expansion project at the Cottleville Weldon Spring Rotary Club Amphitheatre. This project provided a concrete dance floor area but also provided better access to the amphitheater for both guests and bands to unload and load their equipment for music and other activities in Legacy Park.

Cottleville Community Garden Information:

The Cottleville Community Gardens, located in Legacy Park near Madison Park Manor, were opened for reservations back in February. This free gardening program is available to Cottleville residents and offers 19 raised garden plots each year. The City is considering several improvements and raising some garden beds has already been done by City staff. Thank you!

Gardens are maintained by the gardeners themselves, with a hands-off approach from the City once the season begins. Gardeners are responsible for tasks like weeding and trimming within and around their plots. As there is no permanent water source, some gardeners use rain barrels to collect water. The City encourages community participation, and gardeners are asked to keep their plots in good condition throughout the season.

Mark your calendars to reserve a garden plot next year, interested gardeners must complete a reservation form available on the City’s website under the “Forms, Permits, and Licenses” section Community Garden Form

Forms should be submitted to City Administrator Michael Padella at michael.padella@cityofcottleville.com. Availability is limited, and reservations are on a first-come, first-served basis. Any unreserved plots are made available to those who have submitted forms by the deadline.

Cottleville Entered into

an Agreement with St. Charles County to Allow for Blueway Bank Stabilization

The overall purpose of the bank stabilization and channelization is to extend to the upstream portion of Dardenne Creek the ability to navigate the creek via kayak and/or canoe creating a new leg of the Dardenne Blueway. This of course is also in conjunction with the Dardenne Greenway Trail which is also intended to extend further west to Dardenne Prairies' BlueBird Park. The portion that traverses Cottleville is in the "middle" but is also the longest segment of the new extension. St. Charles County's Parks Department hopes to have construction of the bank stabilization and channelization begin this year and completed by spring/summer of 2025. This is a joint effort between the adjoining cities and county governments with the goal of adding new outdoor recreational opportunities for area residents to enjoy. Did you know? The City is Required to Have a Development Review Process

The City is required to have a City Development Review Process for

residents, land owners and developers. Once the City receives a

development proposal/application, the law requires that the City place

that proposal on a meeting agenda (for consideration by the Planning &

Zoning Commission and/or the Board of Aldermen). However, merely

being placed on an agenda does not guarantee that the proposal will be

approved. Instead, the City reviews the proposal to determine whether

it complies with the City Code.

Throughout a development or application review process it is critical

that voting members of the public entity remain impartial and reserve

their final decision until it is time to vote. The primary reason for

this is to ensure each applicant is granted their due process for

consideration by the governing body. It is equally important for any

person from the community who has questions, concerns, or general

opinions about a given proposal that they communicate directly with

the City through the designated communication channels such as phone,

email, written correspondence, or in-person statements at a public

meeting. Taking to social media to share one's thoughts and opinions

may be therapeutic and even garner like minded sentiment, but there is

no guarantee that any decision makers from the governing body will

become aware of such online statements.

As with any important topic, it is always best to research multiple

sources for information and in the case of city government operations

and activities that would include directing one's questions and

concerns to the City government. Your elected officials can assist

with this process if you ask them to and City staff are another

resource for information and facts on topics and proposals dealing

with local government.

Hosting a

Special Event in Cottleville?

The City often gets requests for events to be held in Cottleville on City property, in a City park or using City infrastructure such as trails, sidewalks or City streets. These can include festivals, organized parades, runs, walks, trunk or treat, car shows, block parties and more. Similar to all of our neighboring cities, a special event application and permit is required, which includes providing a liability insurance certificate listing the City of Cottleville as an additional insured. This assists in protecting yourself, your organization or business, your tax dollars and City infrastructure. Approved permitted events can be featured in our enews, social media, city calendar, etc.

Mosquitoe

Information

Summertime brings fun in the sun, but it also means pesky critters which can be annoying, and even dangerous. Cottleville contracts with St. Charles County Environmental Service for Mosquito control. If you need to request additional mosquito control in your neighborhood, please submit your request using this online form.

Mosquitoes can develop from eggs to adults in as little as seven days and very little water is needed to become a home to mosquitos. Even a tray under a flowerpot can hatch mosquitoes. It is important to actively remove standing water from your property.  You play an important role in reducing the mosquito population!

  1. Once a week, empty and scrub, turn over, cover, or throw out items that hold water, such as tires, buckets, planters, toys, pools, birdbaths, flowerpots, or trash containers. Check inside and outside your home.
  2. Tightly cover water storage containers (buckets, cisterns, rain barrels) so mosquitoes cannot get inside to lay eggs.
  3. If you have items in your yard that tend to collect water, either cover them or lean them up against something so the water will drain easily.

The City provides Code Enforcement services for things such as: tall grass and weeds, peeling paint, missing windows or siding, broken fencing and other property maintenance items. Please report any code enforcement requests online at: Code Enforcement

The City does projects throughout the City and in Cottleville subdivisions each year. Every winter thaw causes potholes and erosion. Adding salt to the roadways compounds the problem and requires spring road maintenance. Repairs continue throughout each year by using City staff, contractors, and the St. Charles County Highway Department. Please report street slab(s), curb(s) pothole(s), or sidewalk(s) in need of repair online at: Street Requests

**Please note if you have already reported any of these items previously this year via phone or email, they are already on the list. There is no need to report again online.

Recycling Buzz:

"I feel like it should be recyclable."

Do you ever say those words? If so, you might be wish-cycling.

We appreciate the enthusiasm of our many avid recyclers who are using the new Recycling Cart. You're doing a great job! We know it's not easy to learn a new system. We also know well-intentioned efforts can lead to placing items in your Recycling Cart that we just can't recycle. Spring cleaning time has led to some unusual objects in the Recycling Cart, including cut-up metal lawn furniture and other various metal objects.

These items seem like they should be recycled, but metal furniture falls under "wish-cycling" and we can't recycle it in our Recycling Cart program. (Tip: Didion Orf, located near our Recycle City on Ecology Drive, accepts many metal items for drop-off).

No amount of wishing will help us recycle items we can't accept in our new recycling program. BEE WISE, RECYCLE only the following items:

  • Paper & cardboard (*not shredded paper)
  • Tin and aluminum cans (*not other metal items)
  • Plastic containers (*not plastic bags)
  • Glass jars and bottles
