City Council held a special meeting on Monday, Sept. 12 at Lakeway City Hall. Here is a brief recap from that meeting:
VETERAN MEMORIAL VIDEO
Mayor Kilgore led a moment of silence following a special video tribute for two Lakeway WWII veterans who recently passed away. Pat P. Pavone and Richard T. Drury both passed away in August. Brig. Gen. Richard T. Drury, USAF (Ret.) was the special guest speaker at the City of Lakeway's Memorial Day Ceremony that took place May of this year. TEACHER'S DAY PROCLAMATION
Mayor Kilgore presented a signed proclamation Monday evening announcing Oct. 5, 2022 as Teacher's Day. The City of Lakeway joins #TeachersCan in celebrating its commitment to elevating the teaching profession and honoring the critical role teachers play in the success of Texas students and families, and making special note that Lake Travis ISD teachers have demonstrated great resilience, adaptability and creativity during the COVID-19 crisis.
FY 2023 BUDGET PUBLIC HEARING
The City of Lakeway held a public hearing on the proposed budget, which shows the FY 2023 projections for revenue at $17,659,712 and proposed total expenditures at $17,824,660, which would leave an estimated City fund balance of $6,179,200. That amount would place the fund balance ratio at 35%, which is at the higher end of the targeted ratio of 30%-35%. The proposed budget includes a cost of living adjustment for all positions, as well as a 2.2% merit for employees, three replacement pick-ups, and new positions including an assistant parks director, multimedia specialist and crew leader at the Lakeway Activity Center. The FY 2023 budget will be voted on by City Council at the next City Council meeting on Monday, Sept. 19 with the new fiscal year starting Oct. 1, 2022.
TAX RATE PUBLIC HEARING
The City of Lakeway also held a public hearing on the proposed tax rate, which is proposed at the No New Revenue Tax Rate of .1290. That rate is about 17% lower than the current tax rate of .1545, and would save the average homeowner about $40 on their property tax bill. The City of Lakeway encompasses about 7% of a homeowners' property tax bill, and helps pay for important city services like police, courts, code compliance, solid waste, parks and recreation, public works (local road maintenance), and other services. City Council will also vote on the tax rate at the next City Council meeting on Monday, Sept. 19.
THE OAKS AT LAKEWAY (PHASE II)
City Council approved (5-2) Phase 2 of The Oaks Planned Unit Development (PUD), which is currently the empty plot of land located behind H-E-B. The vote included additional amendments. The approved amended PUD includes a timeline for the extension of Main Street and a bridge over Yaupon Creek (with a $1 million reimbursement by the City to the developer upon acceptance of Main Street and the bridge), up to 270 apartment units on the south side of the property, and over 22 acres of open space on the north side of the future Main Street to be dedicated as a park to the City of Lakeway. Construction of the middle section of Main Street shall be complete within 24 months as part of the amended agreement. The other development already in progress known as The Square at Lohmans will connect the remaining portion of Main Street to Lohmans Crossing Road.
