Public Welfare Ordinance Aims to Maintain Safe and Accessible Public Spaces |
The City of Selma has introduced a new Public Welfare Ordinance to regulate behaviors such as lying, sleeping, and camping in certain public spaces. This ordinance, which took effect on November 16, 2024, is part of the city's efforts to ensure public areas remain safe, clean, and accessible for all residents.
The ordinance's restrictions are designed to address concerns about public safety and cleanliness while promoting the shared use of community spaces. By managing these behaviors, the ordinance also aligns with broader initiatives aimed at addressing homelessness and enhancing public welfare in Selma.
It is important for community members to stay informed about the ordinance and consider how it may impact them or their neighbors. The regulation of public spaces can play a significant role in maintaining a welcoming environment for all and fostering a sense of shared responsibility.
Residents seeking more information about the ordinance or looking to get involved are encouraged to contact the Selma Police Department. The department can provide details about the ordinance and guidance on how residents can engage in solutions for public welfare.
Contact Information:
- Phone: 559-896-2525
- Address: 2055 Third Street, Selma, CA 93662
Your awareness and participation are crucial in ensuring the ordinance achieves its goals of enhancing the safety and well-being of Selma’s community spaces.

Proper Leaf Disposal Keeps Selma’s Streets Clean |
The City of Selma reminds residents to avoid piling large amounts of leaves into gutters for collection by street sweepers. These sweepers are designed to remove dust and small debris, helping to keep our air and water systems clean. However, they are not equipped to handle large piles of leaves. Attempting to sweep them can clog the machines and cause costly breakdowns.
Residents are encouraged to dispose of leaves properly. You can place leaves in your Organics (green) cart or arrange for their removal through a gardening service. If large piles of leaves are left in front of a residence, street sweepers may need to skip that area to prevent mechanical issues.
By ensuring proper leaf disposal, we can all help keep Selma’s streets clean and safe throughout the season. Thank you for doing your part to support our community’s cleanliness and the functionality of essential equipment.
Please note that as of January 6, 2025, Mid Valley Disposal has taken over street sweeping responsibilities; Public Works is no longer managing this routine. We appreciate your continued support as we strive to enhance the quality of life in Selma.

Understanding When You Need a Permit in Selma |
Permits are required for a wide range of construction and remodeling projects to ensure safety, compliance, and adherence to state and city standards. Homeowners and contractors typically need permits for projects such as new construction, additions, structural changes, electrical and plumbing work, and major HVAC upgrades. Common exceptions include installing flooring, replacing countertops, performing minor drywall repairs, or basic landscaping. Smaller tasks like painting, minor repairs, or cosmetic changes often do not require permits. However, any work that involves altering the structural integrity of a property, modifying utility systems, or expanding a home typically requires one. If you are unsure whether your home repairs will require a permit you can reach the City of Selma Building Departments and our team can provide specific guidance on whether permits are required for your project.
Importance of Obtaining a Permit
Obtaining a building permit is crucial for both homeowners and contractors because it ensures the project complies with safety standards and local regulations. Permits help avoid issues like faulty workmanship or code violations that can lead to safety hazards, legal disputes, or decreased property value. Failing to obtain a permit can result in hefty fines, project delays, or forced removal of unauthorized work. To apply for a permit, homeowners or contractors must submit detailed plans, pay application fees, and schedule inspections during and after construction to ensure compliance. To

Selma Residents: Protect Your Property with the
Fresno County Property Owners Protection Alert
|
Selma property owners now have a new tool to protect their property from potential fraud. The Fresno County Assessor-Recorder's Office has launched the Property Owners Protection Alert (FCPOPA), a free program designed to notify property owners when any documents are recorded using their personal or property information.
By enrolling in this program, Selma residents can receive immediate email alerts whenever a document is recorded that affects their property or matches their registered name. This proactive service helps protect against Real Property Title Fraud, which has become one of the fastest-growing cybercrimes in the nation.
To sign up, property owners simply need to visit the Fresno County Recorder’s website and submit their email address, name, and Assessor’s Parcel Number (APN), which can be found on their property tax bill. Once enrolled, they will be notified if any documents recorded in the county’s office involve their property.
The Fresno County District Attorney’s Office is also dedicated to combating property fraud. If you believe someone has fraudulently attempted to take control of your property, you can file a report with the Real Estate Fraud Unit using a form available on their website.
This new program provides an easy and effective way for Selma residents to stay informed and protect their property from fraud. Property owners can find detailed instructions and enroll on the Recorder’s website.

City of Selma Secures Grants to Enhance Emergency Services and Sustainability
The City of Selma is pleased to announce the approval of two significant grants aimed at improving our community's emergency response capabilities and promoting environmental sustainability.
California Water Service Firefighter Grant
We have been awarded $32,018.38 through the FY 2024 California Water Service Firefighter Grant Program. This funding will facilitate the purchase of portable radios for our Emergency Medical Services (EMS) division, enhancing communication between EMTs and dispatch. Our current radios are nearing obsolescence, and this upgrade is essential for maintaining effective emergency response.
The grant funds are expected to be available within the next month. Upon receipt of the award letter, we will proceed with purchasing the radios, which should arrive by spring or summer 2025. This timeline ensures that our EMS personnel will be equipped with reliable communication tools to better serve the Selma community.
CalRecycle Beverage Container Recycling Grant
Additionally, the City has secured $6,425 through the FY 2024-25 CalRecycle Beverage Container Recycling City/County Payment Program. These funds will be used to purchase and install four water refill stations at the following locations:
- Fire Administration Building
- Fire Station #1
- Fire Station #2
- Old Public Works Yard
These stations will primarily serve city staff, providing convenient access to clean, filtered water without the need to leave their respective workplaces. This initiative builds upon the success of the water refill station at City Hall which has benefited both staff and the public by offering accessible hydration options.
We are also awaiting responses on several grant applications submitted to further enhance our city's infrastructure and services.
These grants represent our ongoing commitment to improving public safety, supporting our dedicated city staff, and enhancing the quality of life for all Selma residents.
We will continue to keep the community informed as we make progress on these projects and receive updates on our pending grant applications.

Public Works Update: Enhancing Our Community
The City of Selma's Public Works Department has been diligently working on several projects to improve our community. The Streets Department has completed Phase #3 of the street sign installation project in District 3 and is now preparing for Phase #4, which will cover the area from Floral to Dinuba and Thompson to McCall. These new, larger, and more visible street signs will make navigation easier for residents and visitors alike.
In addition to the street sign project, all Public Works teams have collaborated to remove Christmas decorations from downtown, ensuring a fresh start for the New Year. Regular leaf cleanup and park maintenance are also ongoing weekly to keep our parks clean and inviting. Furthermore, the department is working closely with the Selma Police Department to secure ponding basins and reduce vandalism, aiming to minimize the impact of homeless encampments in our city.
