CONCEPT & COMMANDERS

The Rocky Mount Police Department provides uniformed operations through a District Concept to ensure maximum availability for calls for service. 

 

The District Concept promotes accountability internally and externally, defines leadership and supervision in each district, establishes points of contact for citizens, creates officer ownership of districts and beats and improves operations through development of trends, projections and analysis of criminal activity.

 

Residents and business persons have the opportunity to know and have access to the lieutenants responsible for their districts. The four district commanders are as follows:

Thank you for subscribing to E-Policing, a service of the Rocky Mount Police Department.  Here is the latest report, along with helpful tips about crime prevention and other information. 

RMPD Citizens Police Academy

 

You are invited to the Graduation Ceremony of the RMPD Citizen's Police Academy, 26th Session on Tuesday, May 24th at 4:00 pm in the City Council Chamber.  Twenty-four citizens will be recognized for their successful completion of the program. 
 
Since 1998 the Rocky Mount Police Department has provided a Citizen's Police Academy to learn more about the Rocky Mount Police Department and police operations.  Held every Tuesday for eight consecutive weeks in the spring and fall, participants choose from a morning class session (9 am to 12 noon) or an evening class session (6 pm to 9 pm). 
 
During this training, class topics include crime scene investigation, interview & interrogation techniques, K-9 & bike patrol, alcohol & drug identification, ethics & leadership, use of force, firearms training and more.  Participants are also given an opportunity to ride with a patrol officer, shoot a handgun and participate in a mock court trial.  Classes are taught by Rocky Mount Police employees at the Rocky Mount Police Department.

Commercial Breaking and Entering
450 W. Ridge Street - RM Properties LLC
Suspects: Bobby Earl Battle, age 50 and Willie Gray Harper, age 51
The suspects exited a warehouse possessing copper wires.  Officers apprehended both suspects on bicycle and charged them with felony breaking and entering, larceny after breaking and entering, first degree trespassing and possession of burglary tools. Both were issued a $20,000 secured bonds and were transported to the Nash County Jail.

Common Law Robbery

1522 S. Church Street

Victim:  Male, age 49

Suspect: Unknown male, approx. age range 30-35, approx. 6'2-"-6'5", est. 150 and 160 lbs.

The suspect approached the victim on foot asking for a cigarette.  After giving the suspect the cigarette, the suspect physically assaulted the victim, removing property.  The suspect fled on foot.  The victim did not require medical attention. Robbery with a Dangerous Weapon

1808 Lenoir Drive

Victim: Male, age 37

Suspects: Tarvarius Odell Hudson, age 18, Jamal Johnson, age 17 and a male juvenile, age 15 (no photos released on juveniles under the age of 16)

A cab driver for the United Cab Company picked up the three suspects. One of the suspects physically assaulted the victim, brandished a firearm and demanded money.  The suspects fled on foot.  The victim did not require medical attention.  Through further investigations, the suspects were identified and charged with robbery with a dangerous weapon and conspiring to commit an armed robbery.  Hudson and Johnson received $40,000 secured bonds and were transported to the Edgecombe County Jail.  The juvenile male was charged on juvenile petition and was transported to the Pitt County Juvenile Detention Center.

Homicide Investigation

2053 Raleigh Rd. - Karim's Food Mart Store

Victim: Abdul Karim Alwarrak, age 47

Suspect: Unknown; possibly operating a green or dark colored minivan

Officers responded to a call of a robbery and unresponsive male found inside Karim's Food Mart Store located at 2053 Raleigh Rd. Upon arrival, officers located the victim and owner of the store, Abdul Karim Alwarrak, inside the store, deceased. RMPD is currently investigating the death as a homicide.  The victim was transported to the Pitt Memorial Hospital in Greenville, N.C. for an autopsy by the Medical Examiner's Office to determine the official cause of death.  This is an ongoing investigation.  If anyone has information on this crime, contact RMPD at 972-1411 or Crime Stoppers at 977-1111.


DEFINING CRIMES


Prostitution is the offering or receiving of the body for sexual intercourse for hire or for indiscriminate sexual intercourse for hire.

Assignation includes the making of an appointment or engagement for prostitution or any act furtherance of such appointment or engagement.

Solicitation of Crimes against Nature, N.C.G.S. 14-177, refers to solicitation of oral sex.

Operation Double Trouble - Prostitution Sting

 
The Rocky Mount Police Department is committed to proactively addressing crimes and to improving the quality of life for our citizens. To achieve these goals, and in the spirit of our community policing philosophy, the department works closely with our citizens and neighborhoods, employing a number of proactive initiatives including prostitution arrest operations, also known as "prostitution stings."
 
Prostitution stings represent one aspect of the department's comprehensive effort to rid Rocky Mount of crimes that detract from our quality of life. A number of other criminal offenses coincide with prostitution, including assault, drug activity, robbery and theft.
 
Prostitution also exists, because those who solicit it, also known as "johns," are willing to risk arrest. These "johns" are equally responsible for related criminal public safety and public health issues. They make it increasingly difficult for prostitutes to break the cycle of crime, violence and drug use.
 
In the month of May, 2011, the Rocky Mount Police Department initiated an undercover operation entitled, "Operation Double Trouble" to address prostitution within neighborhoods and at identified hotel areas that have had reports of prostitution activities.  During this operation, 16 individuals were charged with a total of 31 criminal and traffic charges.  The operation focused on arresting prostitutes as well as those "johns" that solicit for prostitution.  Undercover police officers participated in this operation.  The following is a listing of individuals arrested during the operation.

Here are some Business Robbery Prevention and Safety Tips to assist in preventing commercial/business robberies:


Every business owner, manager and employee plays a part in making businesses safe. Here are some things you can do to help prevent robbery related crimes and assist the police department in an investigation:
Have at least two employees open and close the business.
Do not release personal information to strangers.
Keep purses and personal valuables locked in desks or lockers.
Install an alarm system.
Place a surveillance camera behind the cash register facing the front counter. Replace videotapes regularly.
Vary times and routes of travel for bank deposits.
Do not use marked "moneybags" that make it obvious to would-be robbers you are carrying money for deposit.
Keep a low balance in the cash register.
Do not discuss how much money your business makes openly.
Place excess money in a safe or deposit it as soon as possible.
Cooperate with the robber for your own safety and the safety of others. Comply with a robber's demands. Remain calm and think clearly. Make mental notes of the robber's physical description and other observations important to law enforcement officers.
If you have a silent alarm and can reach it without being noticed, use it. Otherwise, wait until the robber leaves.
Be careful, most robbers are just as nervous as you are.
Keep your business neat and clean. A tidy, orderly place of business is inviting to customers, but not to robbers. Dressing neatly also sends the right message.
Stay alert! Know who is in your business and where they are. Watch for people who hang around without buying anything. Also, be aware of suspicious activity outside your place of business. Write down license numbers of suspicious vehicles if visible from the inside of your business.
Make sure the sales counter can be seen clearly. Do not put up advertisements, flyers, displays, signs, posters or other items on windows or doors that might obstruct the view of the register from inside or outside your business. The police cruising by your store need to see in.
Try to greet customers as they enter your business. Look them in the eye, and ask them if they need help. Your attention can discourage a robber.
Keep your business well-lit, inside and outside. Employees should report any burned-out lights to the business owner or manager. Keep trees and bushes trimmed, so they do not block any outdoor lights.
Encourage the police to stop by your business.
Learn the names of the officers who patrol your business.
Use care after dark. Be cautious when cleaning the parking lot or taking out the trash at night. Make sure another employee inside the business keeps you within eye contact while you are involved in work details outside of your building.
If you see something suspicious, call the police. Never try to handle it yourself. It could cost you your life.
Handle cash carefully. Avoid making your business a tempting target for robbers. Keep the amount of cash in registers low. Drop all large bills right away. If a customer tries to pay with a large bill, politely ask if he or she has a smaller one. Explain that you keep very little cash on hand.
Use only one register at night. Leave other registers empty and open. Tilt the register drawer to show there is no money in it.
Leave blinds and drapes partially open during closing hours.
Make sure important signs stay posted. For example, the front door should bear signs that say, "Clerk Cannot Open the Time Lock Safe" and "You are Under Video Surveillance".
If your business is robbed, put your safety first. Your personal safety is more important than money or merchandise.
Do not talk except to answer the robber's questions.
Do not stare directly at the robber.
Prevent surprises; keep your hands in sight at all times.
Do not make any sudden moves.
Do not chase or follow the robber out of your place of business.
Leave the job of catching the robber to the police.

Contact the Police Department in the event of any crime or if you observe suspicious persons or activity.  Call 911 for emergencies and 972-1411 for non-emergencies.

The Rocky Mount Police Department is seeking witnesses or information to lead to an arrest in the unsolved homicide of Rafiq Salim Soufan - "Sammy".  This crime occurred before 0049 hours on 3/8/11 at 1100 Old Wilson Rd. - Sammy's Food Mart.
