Yard Waste
Flood Brothers Disposal Co. yard waste service has resumed. Yard waste can be placed on the parkway no earlier than 6 pm on the evening before nor later than 7 am on the morning of your scheduled service. Yard waste must be contained and have a yard waste sticker. Tree limbs cut to 4-ft lengths, weighing no more than 40 lbs. may be bundled and disposed at the curb with a yard waste sticker. You may buy the $2.15 stickers at these locations:

Pond Sweep
Come enjoy the outdoors and make a difference! Organize your own group or participate in an existing group. Join us on Sat., May 20th, at 9a.m. to remove trash and debris from our shorelines and stream banks. Individual volunteers are also welcome! Over the last 17 years 1,645+
volunteers have removed 48,890 lbs. of trash with 218 miles cleaned, but each year there's always more! Gloves, trash bags, grabbers,  dumpsters, pokers, and trash bag pickup are provided by the Village, cleanup ends by noon. Please contact the Engineering Services Department at (630) 871-6220 or email us to register. Anyone under 18 must be with an adult. If your group can't make this date an alternative day can be arranged. Waterways aren't your thing? Consider our Adopt-a-Highway program or pledge to conserve water.  

 
X-Mas Sharing Thank You!
The Village is very proud of our Christmas Sharing program which can only exist due to the generosity of our residents. This year residents donated $3,839.60 to help struggling families celebrate Christmas. In 2016 we served 225 families with 495 children.

Digging Month
Outdoor projects that include any excavation require you call JULIE at 8-1-1 before you dig or contact them by e-request. A JULIE Representative will issue a dig number and notify all utility companies to clearly mark the location of their service lines on the property where the work will take place. Utility service locates will be marked in either color-coded spray paint or ground flags.  ACCORDING to STATE LAW, the homeowner, 
contractor or subcontractor doing the actual digging is required to call JULIE no later than 2 working days BEFORE excavation is set to begin. Failure to call JULIE before digging is against the law.  JULIE Call Centers are staffed 365 days a year.

Municipal Renovation 

The Village's revised schedule to begin transition to the temporary facility from is now May 5th-11th. During this transition, Village services will be temporarily disrupted with some departments beginning the day at one location and ending the day at the temporary building. The Village will do its best to keep the public informed as services become disrupted or change location with regular updates on our website, facebook, and twitter. In addition many village services will be available online including bill payments, some permit forms, vehicle sticker purchasing, and more. We appreciate your patience as we take on this new challenge. Twp Drug Benefit Card
In addition, to relocating our payment drop box to Town Center, the prescription drop box will be moved to the 505 E North Ave. temporary facility. Please help us keep unwanted medications out of the landfills, waterways, and unintended hands.
Vehicle Stickers
 
On Monday, May 1st, Village residents and businesses can register their vehicle(s) for a new TWO-year Vehicle Sticker with the Village Cashier during regular business hours Monday thru Friday between 8 AM - 5 PM. Vehicle owners can also register after hours and on Saturdays and Sundays at the Police Department walk up lobby in the Municipal Center. The Village will begin moving services to the new Temporary Location on May 5th-11th. During this time period please call ahead to verify vehicle registration services are available or register online. The Village's vehicle registration web portal will begin processing online applications starting Monday, May 1st. **NEW** Beginning May 1 through June 30, 2017 residents and businesses can qualify for a discount for purchasing vehicle stickers through the Village of Carol Stream website. The discount will be $5 for all passenger vehicles and truck classifications, $3 for motorcycles, and $1 for senior renewals. PLEASE NOTE: this discount is only available to customers who already have a vehicle in the Village's registration database from the most recent year. The discount will be automatically applied at "check-out".
 
Failure to purchase and display a valid village sticker by July 1, 2017 will result in a doubling of the fee and increased penalties each month thereafter, including the possibility of a $100 ordinance violation. Earth Month: Water Conservation Tips

The Village is participating in a National Challenge to conserve water in observance of Earth Month. You can help the Village of Carol Stream be more Water Wise by pledging to conserve and making small changes in your daily lifestyle.
We all know to turn off the water while brushing our teeth, that we can reduce waste with a reusable water bottle, and using energy star appliances or turning the lights off when we leave a room reduces energy consumption but there are a variety of other simple tasks that can have big environmental benefits. If you landscape with native plants, which are better adapted to our ecology, and use a rain barrel for watering you can save 10,000 gallons of water a year and you can forego or reduce fertilizer use. Reducing or forgoing fertilizer can lessen phosphorous pollution which creates algae blooms that hurt rivers and lakes depriving aquatic plants and fish of oxygen. You can also drop off waste pharmaceuticals at the Village Hall for recycling to prevent pollution or abuse.
By sweeping instead of hosing down exterior walkways and driveways you can save 150 gallons each time, that can really add up. To check for toilet leaks, drop food coloring in the back water tank of your toilet. Repairing toilet leaks can save 200 gallons a day, fixing a leaky faucet saves about 3,000 gallons a year. When redoing walkways or patios use a porous material to allow rainwater to soak back into the earth, this reduces storm water runoff too! You can run your laundry and dishwasher only on full loads saving water and energy, you can scrape dishes rather than rinsing them too.
 
There are so many ways to be Water Wise, which ways do you think you can incorporate into your routine? Last year the Village finished with an impressive top ten ranking, the ONLY Illinois city to do so. At the end of the 30-day competition, the top ranking cities will be eligible to win energy saving prizes. So take your pledge today to help our planet and to enter to win great prizes!

Spring Property Maintenance Reminders

The Village of Carol Stream is proud of its well-maintained neighborhoods. Properties in Carol Stream must be maintained in accordance with the Village Code and the Property Maintenance Code. Inspectors from the Community Development Department regularly travel the Village and identify property maintenance issues, and look into complaints received from citizens about possible violations of the Village Code or Property Maintenance Code. Examples of common Code violations include: 
  • Tall grass and weeds - in excess of 8 inches    
  • Damaged fences - leaning, boards damaged or missing, sections missing, non-permanent repairs
  • Trees determined to be dead, diseased or infested with insects
  • Trash or recycling containers visible from the street
  • Exterior deterioration - rotting wood, missing siding, fascia or roof shingles
  • Inoperable vehicles or vehicles parked on unapproved surface (i.e. lawn or gravel)
  • Bushes encroaching onto the sidewalk or tree branches encroaching less than 7 feet above the sidewalk
  • Accumulation of rubbish or debris

 

If a property maintenance violation is found to, in most cases the Community Development Department will leave a Courtesy Notice near the front door of the residence, explaining the violation and asking the resident to contact Community Development to discuss the steps and schedule for abating the violation. In some cases, a Courtesy Notice letter may be sent to the property owner. The Courtesy Notice is not a ticket or citation. Although abatement of the violation is required, the Community Development Department will work with homeowners to establish a reasonable deadline for correction of the violation. Over 90% of all identified violations are resolved by the property owner without a formal Notice of Violation. Ultimately, a property owner who fails to comply with Village Code will be required to appear in DuPage County Court and may be subject to a fine.
