Provincial budget bumps up support for arts and cultural sector | |
On March 2023, the Government of Saskatchewan announced increases to its cultural funding levels as part of its 2023-2024 Provincial Budget: Growth that Works for Everyone. Creative Saskatchewan received the most support with a 20 per cent increase, or extra $2 million, to support Saskatchewan’s re-energized film industry. SK Arts, Saskatchewan Heritage Foundation and Western Development Museum saw 2.5 per cent increases across the board.
According to Erin Dean, CEO of Creative Saskatchewan, and the official film commission for the province, “We’re very pleased with the Government’s decision to extend the reach of our Feature Film and Television Production Grant program. Productions are a multi-faceted endeavour, built around labour with the potential to create many new jobs, and have far-reaching impacts on local hospitality, travel, and tourism sectors. This is estimated to result in a total of $55.8 million in positive economic outputs, and over 250 new jobs.” The program supports hiring local labour and incentivizes expenditures with Saskatchewan businesses, ensuring that every cent remains in the province.

Federal 2023 budget committed to inclusive communities | |
The 2023 federal budget announced on March 29 includes substantial support for Canada-wide anti-racism strategies, increased support towards advancing Truth and Reconciliation, continued funding towards Building Communities Through Arts and Heritage, as well as new funding for large arts and heritage institutions.
The federal government is taking significant steps to fight systemic racism in the country. The 2023 budget will provide $25.4 million, over four years, to launch Canada’s new Anti-Racism Strategy that fights all forms of racism, including but not limited to anti-Indigenous racism, anti-Black racism, anti-Asian racism, antisemitism and Islamophobia. Funding is also available to launch the federal 2SLGBTQI+ Action Plan and to establish the Black-led Philanthropic Endowment fund to create a sustainable source of funding to support Black communities. The budget also announces support for Canadians with Disabilities, along with the Nothing Without Us Accessible Canada Act to realize a barrier-free Canada.

As part of Volunteer Week this year, SaskCulture will once again highlight and recognize cultural volunteers who contribute to building a culturally vibrant Saskatchewan. Please complete this online form for each volunteer by April 14, 2023. If you have any questions, email acamacho@saskculture.ca.
Volunteers will be highlighted in a province-wide Volunteer Week campaign done in partnership with Sask Sport, Saskatchewan Parks and Recreation Association and the Saskatchewan Ministry of Parks, Culture and Sport.

Inflation seen as obstacle for arts sector in Canada | |
According to a recent report by Hill Strategies, 53 per cent of organizations and businesses in the arts, heritage, and entertainment sectors believe that rising inflation is an obstacle for them. To deal with rising inflation, 69 per cent of respondents indicated they would be likely to pass on increased costs to consumers over the course of 2023.
Recruiting and retaining staff is another major issue, with 42 per cent of organizations and businesses in the arts, heritage, and entertainment sectors citing it as a common obstacle.

David Garneau wins a 2023 Governor General's Award | |
Regina-based Métis artist and curator David Garneau is a 2023 winner of the Governor General's Awards in Visual and Media Arts (GGArts), which recognizes an "exceptional contribution to visual arts, media arts or fine crafts in a volunteer or professional capacity." The GGArts celebrate artists' exceptional careers and contributions to the visual and media arts in Canada.
In past years, Garneau served on SaskCulture’s First Nations and Métis Advisory Circle and as a volunteer peer assessor. He is currently the Department Head at the University of Regina Visual Arts Department, and is an advisor to Sâkêwêwak First Nations Artists' Collective and MacKenzie Art Gallery.
