This is a volunteer solicitation for temporary assignment to work as an Air Traffic Control Specialist or Operations Supervisor at the annual EAA convention known as AirVenture Oshkosh Only ATC specialists, TMC specialists and Operations Supervisors (OSs) who meet the qualifications listed below are eligible to bid. 

Assignment Details

OSs and Controller assignments will be made to staff the Oshkosh tower (OSH), the mobile departure platforms out on the field (MOOCOWS), the Fond du Lac temporary tower (FLD) and the temporary VFR approach control known as FISK.


Employees selected for this assignment will be required to work long hours on their feet while exposed to the elements such as hot sun, wind, rain, and prop blast.


Employees must be available for duty during the duration of the event.



Travel Dates

Controllers and Limited / Rookie OSs will travel to Oshkosh, on Thursday, July 20, 2023. They will be briefed and tested on Friday, July 21, and will be expected to apply the procedures the following day. All controllers and Limited / Rookie OSs will work in teams of four, normally with 2 Veterans, 1 Limited and 1 Rookie.


Return travel date will be based upon schedule line worked, but no later than Tuesday, Aug 1, 2023.


Selection Categories

Controllers will be selected in one of three categories:


  • Veteran (3 or more years experience at OSH with 2 of them within the last 5 years)


  • Limited (1 or 2 years of OSH experience within the last 5 years)


  • Rookie (No previous OSH experience within the last 5 years.)


Selected personnel will all rotate through a variety of operational positions at multiple locations, as assigned.


Evaluations

All employees selected for duty will be evaluated throughout the event by members of the Oshkosh Management Team. The participant’s performance may have a bearing on future participation in the event.


Volunteers will be evaluated in the following categories:

  • Teamwork
  • Communications
  • Knowledge of and adherence to established procedures Flexibility in dealing with unusual situations


OSs must demonstrate flexibility, perception, composure, and alertness during periods characterized by high volume and frequently complex traffic. OSs need to be proactive and assertive, and they need to demonstrate exceptional leadership qualities.


Qualifications

ATC Specialist applicants must meet all of the following qualifications:

  1. Must be a CPC and facility rated at present facility on the date of application.
  2. Operationally current on Local and Ground positions and possess a current medical certificate.


Area of Consideration and Selection:

ATCS Applicants:


Central Service Area (CSA). Selections shall be made from facilities in the legacy Great Lakes Region first. Applicants from outside the legacy Great Lakes Region but within the Central Service Area shall only be selected in the event that an insufficient number of applicants are obtained from the Great Lakes Region.


Eastern Service Area (ESA). Applicants from the Eastern Service Area will only be considered if there are insufficient numbers of applicants from the Central Service Area.


This announcement will be the only bidding process posted and will be used to compile a back-up list. Eastern Service Area applicants MUST have three (3) or more years of similar special event experience (such as Sun-N-Fun), two (2) of which are within the past five (5) years to be considered.


ATC Specialist selections will be made in the following order: Veterans, Limiteds and then Rookies. Selections in each category shall be made by seniority among those in the same category.
