Description

We will explore what’s new in California drug testing for both regular and safety

sensitive employees. We will discuss both the benefits and barriers created for employees working in California. This will include both an overview of the new legislation AB2188, and an update on the changing DOT testing options.

Goals:

  1. By the end of the presentation participants will be able to describe the new employment protections for off duty use of medical and recreational cannabis in California
  2. By the end of the presentation participants will be ale to list the pluses and minuses of different drug testing technologies
  3. By the end of the presentation the participants will be able to describe the new employer options for DOT drug testing

Bio:

Dr Cagney is the executive director of TC Training and Consulting. The focus of her

current consultation and training centers around the US Department of Transportation Drug and Alcohol Testing Regulations and the workplace impact of rapidly changing cannabis legalization.


She has provided Employee Assistance Program (EAP) services since 1981 in both the public and private sectors, in unionized and non-unionized settings. She served as a Distinguished Member of the Laboratory Staff in the role of an embedded employee

assistance professional at Sandia National Laboratories, a DOE research laboratory for 20 years. She provides ongoing clinical consultation to Member Assistance and Employee Assistance Programs including the Northern California Teamsters’ Assistance Program .


Dr. Tamara Cagney attended the University of South Carolina and received a BS in

Nursing. Following graduation, she served in the US Army Nurse Corp specializing as a

Psychiatric Nurse Clinician. She later received her Masters Degree in counseling

psychology from the University of San Francisco. During her masters studies she worked with the Veterans Administration specializing in the treatment of substance use disorders. Dr. Cagney earned her Doctorate Degree in counseling psychology. She is a licensed marriage family therapist, a licensed professional clinical counselor, a certified coach and a certified employee assistance professional.


Tamara is the Past President of the International Employee Assistance Professionals Association. She conducts national training for DOT Substance Abuse Professionals throughout the country. Her writing has appeared in professional publications and periodicals on managed behavioral healthcare, organizational development, substance abuse in the workplace and employee assistance programs.

The San Francisco Chapter of the Employee Assistance Professionals Association is approved by the California Association of Marriage and Family Therapists to sponsor continuing education for LMFTs, LCSWs, and LPCCs and/or LEPs. The San Francisco Chapter of the Employee Assistance Professionals Association maintains responsibility for this program/course and its content. The Course meets the qualifications for 1.5 hours of continuing education credit for LMFTs, LCSWs, LPCCs, and/or LEPs as required by the California Board of Behavioral Sciences.
